Tanzania chose Turkish construction company Yapi Merkezi Insaat VE Sanayi As and Portuguese building firm Mota-Engil SGPS SA to build a railway at a cost of more than 1 billion euros ($1.1 billion) to connect the East African country with landlocked neighbors, people familiar with the matter said.

The contract is to build about 400 kilometers (249 miles) of track that will link Tanzania with Burundi and Rwanda. Mota-Engil and Yapi Merkezi hold a 50 percent stake each in the winning group, the two people said, asking not to be identified because the details are private.

Shares in Mota-Engil rose as much as 3.7 percent, the most since Jan. 11, and traded 2.9 percent higher at 1.61 euros by 8:43 a.m. in Lisbon. Mota-Engil is Portugal’s biggest construction company and depends on Africa for almost a third of its revenue, according to the company’s website.

Officials at Yapi Merkezi didn’t immediately respond to an e-mail requesting comment.

Yapi Merkezi has asked the Turkish government to provide guarantees for financing the project, one person said, without providing details. Turkish President Recep Tayyip Erdogan made a two-day visit to Tanzania last month to strengthen ties between the two nations.

Tanzania plans a 2,200-kilometer project known as the Central Railway Line from Dar es Salaam to the Rwandan capital Kigali, with two other lines branching off to Musongati in Burundi and to Mwanza port on the shores of Lake Victoria to service Ugandan shippers. It estimates that project will cost 16.7 trillion shillings ($7.5 billion). It also intends to build another line in the south linking the port town of Mtwara to coal projects in Liganga and Mchuchuma for about 16.1 trillion shillings.

DAR ES SALAAM Feb 3 (Reuters) - Tanzania signed a deal worth $1.215 billion with a consortium of Turkish and Portuguese companies on Friday to construct a 300-kilometre railway line, part of plans by the east African country to boost trade with its land-locked neighbours.

In total, Tanzania wants to build a 2,561 km standard gauge railway network connecting its main Indian Ocean port of Dar es Salaam to eastern and southern Africa's hinterland.

The port's vast hinterland loops in eastern Democratic Republic of the Congo, Zambia, Rwanda, Burundi and Uganda.

In a statement, state-run railway firm, Reli Assets Holding Company Ltd (RAHCO), said it had signed an agreement with a joint venture of Turkish firm Yapi Merkezi and Portugal's Mota-Engil Engenharia e Construção África, S.A.

The firm said construction of the railway line would start next month and take 30 months to be completed.

It did not give details on how the infrastructure project would be financed but last July Tanzania said it had secured a $7.6 billion loan from China's Export-Import Bank (Exim) to build part of the new railway network.

Tanzanian government officials said 40 foreign companies had initially expressed interest in the project, but only the Turkish-Portuguese consortium submitted a bid and was picked.

RAHCO said winners of bids for four other tenders for construction of additional standard gauge railway lines covering about 1,000 km would be announced in April.

Last month Tanzania also asked for a loan from state-owned Export Credit Bank of Turkey (Eximbank) to help finance a 400 km stretch of new railway.

President John Magufuli made the funding request to visiting Turkish President Tayyip Erdogan during talks in Dar es Salaam.

In recent years Turkey has sought to deepen trade ties with Africa and moved to expand influence on a continent where China and more traditional donors such as Britain, France and the European Union have a strong presence.

Tanzanian government sources said Chinese companies would probably be awarded tenders for construction of other sections of the railway line. (Editing by Elias Biryabarema; Editing by Gareth Jones)

Tanzania has chosen Turkish construction company Yapi Merkezi Insaat VE Sanayi As and Portuguese firm Mota-Engil to build a $1.1bn railway to landlocked neighbours Burundi and Rwanda, Bloomberg reports.
Anonymous sources told Bloomberg that the contract is to build about 400km (249 miles) of track and that each company would hold a 50% stake in the joint venture.

If confirmed, the contract award casts doubt on the role of China in Tanzania’s rail development. Last year China’s Export Import Bank agreed a $7.6bn loan to build a standard gauge railway across Tanzania from the port of Dar es Salaam to neighbours inland.

When China lends money for infrastructure, it is normally a condition that Chinese firms will be awarded the construction work. Following that pattern, the year before, Tanzania awarded contracts worth $9bn to a consortium of Chinese firms led by China Railway Materials to build the grand line.

But those contracts were cancelled by the new president John Magufuli (pictured) in early 2016, and no more progress has since been made.

Last month President Magufuli asked Turkish President Recep Tayyip Erdogan for loans to finance the railway during the latter’s two-day visit to Tanzania.

One source told Bloomberg that Yapi Merkezi has asked the Turkish government to provide guarantees for financing the project.

Mota-Engil is Portugal’s biggest construction company and derives almost a third of its revenue from Africa, according to its website, Bloomberg reported.

THE government yesterday signed a Memorandum of Understanding (MoU) with two construction companies from Portugal and Turkey for the construction of a 300 km standard gauge railway line between Dar es Salaam and Morogoro worth 2.2tr/-, whose implementation is expected to commence in the next six weeks.

The railway line to be constructed using electric-infrastructure is set to spend seven-hours from Dar es Salaam to Mwanza cruising at 160 kilometers per hour - the highest compared to the rest in Africa. The train will spend 2 hrs and 30 minutes from Dar es Salaam to Dodoma. The railway-line is designed to carry 17 million tonnes of cargo per year.

The MoU signed creates a joint venture between Reli Assets Holding Company (RAHCO) with Yapi Merkezi Instaat VE Sanayi A.S ( Turkey) Mota- Engil, Engenharia E Mota-Engil, Engenharia E and Construction Africa from Portugal.

Speaking during the signing ceremony in Dar es Salaam, Minister for Works, Transport and Communication, Prof Makame Mbarawa, said the Dar es Salaam- Morogoro phase of the project will cost 1,215,282,000 US dollars (VAT included), equivalent to 2.2tr/-.

“Dar-Moro phase is part of five phases planned to be implemented to complete the SGR to Mwanza,” he said, adding that the SGR project which is the biggest infrastructure in Tanzania to be implemented. It will be completed in 30 months.

He added: “We are determined to improve transport services our country by using modern infrastructure, thus why the government has decided to construct the standard gauge railway with high speed compared to others in Africa.

” He added that the construction of the railway line will act as a catalyst for social and economic development in the country. The minister, however, insisted that the cost for the construction of railway line will not be the same in other regions due to geographical differences.

Prof Mbarawa promised to increase the budget for the construction of the railway line in the next financial year, adding that the government will also continue to seek soft loans for completing the project.

He, however, called upon transport stakeholders to turn up in large numbers to apply for tenders announced recently for the construction of another phase of the railway line from Morogoro - Makutupora 336 km, Makutupora - Tabora 294 km, Tabora- Isaka 133km and Isaka to Mwanza 248km which will be open in April, this year.

For his part, RAHCO Managing Director, Mr Masanja Kadogosa, said that the construction of the railway line will take thirty months which will include the construction of power infrastructure, six railway stations for passengers and six for overtaking and construction of a 102 kilometres fence.

Turkish Ambassador to Tanzania, Ms Yassemin Eralp, assured continued cooperation with the government in implementing the project. She also commended the fifth phase government for bringing development to its people.

Regular sources in Dar es Salaam have confirmed that the Tanzanian government has wasted no time following the visit of Turkish President Erdogan two weeks ago.

It is understood that a Turkish company, Yapi Merkezi, has emerged as the top contender to help construct some 300 kilometres of the new SGR, short for Standard Gauge Railway along Tanzania’s central transport corridor.

The company signed relevant contracts with the Railway Assets Holding Company on Friday, alongside Portuguese company Mota Engil, which rose to sudden prominence outside Portuguese speaking countries in Africa last year when it signed a major deal with the Rwandan government to construct and manage under a concession agreement, the new international airport in Bugesera outside Kigali.

The deals are worth some 2.7 trillion Tanzania Shillings and cover a portion of the line which will eventually be 1.300 kilometres long, linking the port of Dar es Salaam with hinterland countries like Rwanda and Burundi and possibly extend as far as Eastern Congo.

Construction, due to start within two months, is estimated to take some 2 1/2 years to complete but other sections too need to be constructed at the same time to make the entire line operational.

It could not be established to what extend Turkey will step up in co-financing the project as the sources claim Tanzania at present will only be able to inject 1 trillion Tanzania Shillings into the project, needed additional financial resources to complete the project in time.

It is expected that contracts for other sections of the new central SGR line will be awarded over the coming weeks to fast track the project and bring the railway connection to Rwanda in on time, ahead of the Mombasa – Nairobi – Naivasha – Malaba – Kampala line.
