KAMPALA (Reuters) - Uganda and Tanzania signed a framework agreement on their proposed $3.55 billion crude export pipeline on Friday, a key milestone for the project, which is expected to start pumping Ugandan oil to international markets in three years.

An official at Uganda's Ministry of Energy told Reuters the agreement covered terms on tax incentives for the project, implementation timelines, the size of the pipeline and local content levels, keeping it on track to complete in 2020.

Adewale Fayemi, the manager for Uganda at Total, said the project will become "the longest electrically heated crude oil pipeline in the world".

"It's a record," he told Reuters, adding it will increase the flow of foreign direct investment and open a new phase of economic development in the region when completed.

The 1,445 km-long, 24-inch diameter pipeline will be heated so it can keep highly viscous crude oil liquid enough to flow.

It will begin in landlocked Uganda's western region, where crude reserves were discovered in 2006, and terminate at Tanzania's Indian Ocean seaport of Tanga.

Total is one of the owners of Ugandan oilfields, alongside China's CNOOC and Britain's Tullow Oil.

Total has said it is willing to fund the pipeline's construction but has not what stake it will own in the project.

Uganda estimates overall crude reserves at 6.5 billion barrels, while recoverable reserves are seen at between 1.4 billion and 1.7 billion barrels.

Irene Muloni, Uganda's energy minister, said construction of pipeline would "facilitate and boost trade in the region" and create over 10,000 jobs.

The agreement stipulated that Uganda would pay an estimated transit tariff of $12.20 per barrel for pumping its oil through the pipeline, she said.

In January, both countries awarded the Front-End Engineering Design contract for the pipeline to Houston-based Gulf Interstate Engineering.

Tanzania had offered a "fiscal incentives package" that led Uganda to choose it over Kenya as the favoured host for the pipeline, Muloni said. She did not describe the incentives.

Kenya had bid to host the same pipeline, which would have allowed it to earn transit fees and also transport its own crude in the Lokichar basin in the northwest.

Cargo at Dar port predicted to increase

A CITY based transporter predicts an increase of cargo traffic volume at the Dar es Salaam port thanks to improved efficiency and upgrading of infrastructure that has raised its competitive edge.

Mr Aly Dewji, the Director of Simba Logistics said in Dar es Salaam yesterday that transporters were seen to have renewed trust after the port improved efficiency in cargo handling and upgrading of infrastructure as part of modernisation of the port under support of development partners. The port should also expect more cargo traffic volume from projected trade rebound from a slowdown due to commodity price slump.

“We expect a boom in logistics business this year after a slight slump last year," he said at a brief ceremony to receive ten Mercedes Benz trucks which it imported from the United Kingdom through an asset financing it acquired from NIC Bank Tanzania Limited.

Mr Dewji was speaking after he was handed keys of the vehicles by NIC Bank Tanzania Limited’s Senior Corporate Relationship Manager, Mr Hussain Haji, who was accompanied by the bank’s General Manager (Operations), Ms Beatrice Kyanzi and Head of Credit Risk, Mr Praveen Mehra.

“This is a third round of financing from NIC Bank which has enabled us to acquire a total of 50 trucks for our operations; it is a long-term support to our company. The bank started supporting Simba Logistics when it was still a small company,” Mr Dewji remarked.

With over 45 per cent of imports through the Dar es Salaam port destined to land-locked neighboring countries, the company handles sizeable consignments to Zambia, Democratic Republic of Congo (DRC), Rwanda and Burundi. “We believe in bi-lateral trade between countries in the region to boost economy,” he stated.

The firm transports to the land-locked countries raw materials, lime and machinery and from those countries it carries copper sheet metals. Speaking at the occasion, Mr Haji said the bank has been providing finance to Simba Logistics as one of its key corporate customers.

“The company and its subsidiary, Simba Trailers Limited, have been our client for the past six years. We provide financing to all companies who are keen on asset financing as long as they meet our requirements,” he noted.

During the visit, the premier directed Tanesco to sort out pending issues with Kamal Power Limited to enable undertaking of the US$300 (about 670bn/-) project to advance.

Long-winded negotiations involving the two companies have affected smooth implementation of the gas-powered electricity generation project at Kamal Group’s Industrial Estate in Bagamoyo District, Coast Region.

Premier Majaliwa’s entourage included the Minister for Industry, Trade and Investment Minister, Charles Mwijage, and other senior government officials. The Prime Minister instructed the Managing Director of Tanesco, Dr Tito Mwinuka, to organize a meeting with Kamal Power officials so that the stalled negotiations can be immediately concluded.

“The government is serious with its industrialisation agenda and will not tolerate issues that hinder Tanzania’s industrial take off,” the Prime Minister said.

The planned power plant is a joint venture between Kamal Group and India’s Shapoorji Pallonji Group. The two companies will produce 225MW of electricity and sell the power to Tanesco under the Power Purchase Agreement that is currently being negotiated.

The project has already received environment clearance and is at an advanced stage of development.

Currently, three industries are already producing various products at the Kamal Industrial Park, employing a total of 50 people directly and another 300 indirectly. These include the Kamal Acetylene Ltd, the Move Max Refinery and CHICO.

In his remarks, Minister Mwijage said Tanzania has a total of 393 large industries out of which 84 are located in Coast Region.On his part, the Regional Commissioner of Coast Region, Everest Ndikilo, said unreliability of power supply was a major challenge facing industries in the region and called on Tanesco to improve the situation.
 
Tanga-Hoima oil pipeline project tender floated


The Total East Africa Midstream B.V (TEAM) yesterday encouraged interested companies to secure the job through competitive tendering process to provide the services for the East African Crude Oil Pipeline Project (EACOP). The move signals the start of implementation of the project after the two countries inked the contract, last week.

The 3.55bn US dollar Intergovernmental agreement (IGA), for construction of 1,443-kilometre pipeline to transport crude oil from Hoima in Uganda to Tanga Port, was signed in Kampala Uganda. The countries were represented by Tanzanian Minister for Constitution and Legal Affairs, Prof Palamagamba Kabudi and Ugandan Minister for Energy, Eng Irene Muloni.

The two ministers put pen to paper hardly five days after President John Magufuli and his Ugandan counterpart, Yoweri Museveni signed a communiqué upon completion of discussions on sections of the contract.

The tender was announced, yesterday, seeking experienced and reputable contractors to apply for offering of the EPcm services to the EACOP.

The statement said the services will include advanced safety culture and environmental awareness, provision of engineering, construction and management facilities to perform the services, procurement expertise for specified material and equipment, among others.
