Tanga Airport for Major Expansion

THE authorities are planning to expand Tanga Airport runway and other facilities to handle traffic in 24 hours.

The airport operates only during the daylight since there were no lights and its runaway has a length of 1.6 kilometres. Tanga Region Assistant Administrative Secretary (Planning), Ms Anne Lyimo, said yesterday that to begin with, the airport will be installed with lights to enable 24 hours operations.

"Currently, Tanga airport is going to be installed with traffic lights to enable airplanes to land and take off all the time," Ms Anne said during 'Daily News Business Forum' held in the city. According to Tanzania Airport Authority (TAA), the airport has been earmarked with 107bn/- fund for the extension of existing runway and other facilities.

TAA report showed that the airport runway will be expanded from the current 1.6km to 2.5km to enable huge aircraft - the like of Boeing 787 Dreamliner and Airbus 350 - to land. At the moment, due to shorter runway, bigger airplanes landing at the port are those with less than 50 passengers - the like of ATR 42 and Bombardier Dash 8.

Arusha — The Hoima-Tanga oil pipeline project got a boost on Wednesday with the launching of a training programme for technicians expected to work on the multi-million dollar project.

The training would be undertaken at the Arusha Technical College (ATC) in collaboration with the Canadian-based Camosun College under a $13 million programme supported by Ottawa.

"There would also be opportunities for technology transfer and high-end human resources development through the operations of multinational companies", said the permanent secretary in the ministry of Education, Science and Technology Dr Leonard Akwilapo.

He said since the construction of the 1,445 kilometre long pipeline would create jobs for thousands of local people, tailor-maide training stints have been designed for the engineers technicians, artisans who will work on the oil industry and allied gas sector.

"Three categories of will be required for the development of oil and gas industry, mainly engineers, technicians and artisans, Experiences show that, out of these categories, technician cades is the most demanded", he said.

Dr Akwilapo stressed during the official launch of the programme that in order for Tanzania to gain from enormous benefits emanating from the development of the oil and gas sector, "we have to address challenges of skills shortages that are characteristic with the sector all over Africa".

Oil and gas, he added, will drive the country towards industrial economy and challenged technical and vocational education and training (TVET) institutions to look for strategic partnerships with reputable organizations abroad to assist them in the endeavour.

One of the partnerships has resulted in ATC in collaboration with the Camoson College to initiate a long course in piple works, oil an gas engineering technician level programme to train young Tanzanians who will work in the energy installations.

ATC Rector Dr Richard Masika said the demand for skilled pipe works technicians were not only in demand for the construction of Hoima-Tanga oil pipeline but also for the envisaged laying down of gas distribution systems in the cities.

The senior technical advisor for the programme dubbed Improving Skills Training for Employment Programme (ISTEP) Dr. Alan Copeland said the programme will run until 2019 during which about 1,200 youth will have graduated with the right skills in employment in the exctractive industries.

"In the end, Tanzania needs the right people with the right skills at the right time to meet the challenges of transforming into a middle income country by 2015", he said.

TANGA Port looks forward to a bright future, projecting to serve over five times the current consignment as a result of planned implementation of various construction projects, citing industries and Hoima-Tanga crude oil pipeline.

Currently, the port serves an average of 700,000 tonnes of consignment annually, thus the figure will go up to 3.5 million tonnes, Port Manager Percival Salama revealed this when speaking at the Tanga Business Forum organised by the Tanzania Standard (Newspapers) Limited (TSN).

He stated that though the size of the consignment of materials for Hoima-Tanga oil pipeline construction was yet to be announced, it may need about 25,000 trucks to transport the offloaded cargo from the port to the inland destinations.

“By next September, the contractors of the Hoima-Tanga pipeline project will be certain over the size of cargo for construction materials that they will be importing through the Tanga Port,” Mr Salama said.

He further stated that the envisaged major cement industry to be constructed by the Hengya Company has assured the Port to import over 1,000 containers during the construction.

President John Magufuli is set to lay a foundation stone for the construction of the industry in the near future, which will be the largest in East and Central Africa.

“But the question here is how are our roads capable of handling the envisaged cargo from the port? How are we prepared in investing in the logistics field so as to serve the consignment from the port?” he asked, pointing out the importance of improving roads and railways.

He went on querying, “How are Tanga residents prepared in exploiting such opportunities, these are questions to ask ourselves and work on them. As we speak over opportunities, these are the ones.”

He suggested that Tanzanians should need to embrace the individual’s responsibility in contributing to the country’s development. The port’s plans also include receiving large part of cargo from the neighbouring countries.

He advised the government to focus more on constructing hub ports as opposed to the feeder ports in order to make the ports contribute more to the national economy. “We want to handle a large amount of cargo for the neighbouring countries in the next few years,” he said.

So far, he said the port has recorded a growth trend, with the statistics showing that the last financial year its current annual ultimatum performance was 845,000 tonnes of cargo.

CARGO haulage through the railway line within the country and beyond borders is set to increase by 30 per cent, thanks to the just signed accord.

Under the open access agreement on train operations between Tanzania-Zambia Railway Authority (TAZARA) and Zambia Railway Limited (ZRL), each operator will run its trains all the way from Lusaka, Livingstone or Ndola in Zambia to Dar es Salaam in Tanzania.

ZRL Chief Executive Officer Christopher Musonda, speaking at the agreement signing ceremony in Dar es Salaam yesterday, said besides boosting the cargo volume, the new arrangement will reduce cargoes moving through roads.

“This agreement will give room for ZRL to run its trains on the TAZARA network and vice versa without hindrance. The shift will be made faster, quicker and more efficient,” noted Mr Musonda. He further noted that the removal of 30 per cent cargo from roads will also save the amount of funds incurred for maintenance, and channelled to other important spending.

The current level of traffic in the corridor, said Mr Musonda, does not support sustainability of the railway industry, the most serious challenge faced. “We should therefore gather suitable machinery as well as roll out the trial trains to anticipate the challenges and come up with desirable solutions immediately,” he said.

TAZARA Managing Director Eng Bruno Ching’andu said that under the pact, an immediate increase in the volume of traffic by over 19,000 metric tonnes monthly is anticipated, translating into over 200,000 metric tonnes per year.

“These 19,000 metric tonnes per month are over and above the 15,000 metric tonnes of traffic per month that we already have,” said Eng Ching’andu. He noted that TAZARA performance has been on the decline for a long time, citing performance indicator for the 2014/15 fiscal year when only 87,000 metric tonnes were transported, the record bad year for the authority.

But, the trend was reversed in the last two years, with 2015/16 recording at least 130,000 metric tonnes and 170,000 tonnes transported in the 2016/17 financial year. “We target 350,000 metric tonnes in this financial year, an improvement of over 100 per cent as compared to the previous year,” he stated.

Eng Ching’andu decried declining capacity in terms of locomotives and wagons as factors hindering TAZARA from prospering. “As a result of low availability and reliability of the equipment, the authority has failed to cope with the huge demand from the market,” noted the MD, reiterating TAZARA commitment to return to profitability and cease to rely on government subventions.

“We feel obliged to devise innovative strategies to sustain this company and stop depending on our governments,” Eng Ching’andu added.

Kenya's new highway link will provide reliable and safer transport once it opens to traffic
Bechtel has won a major project to build and important highway link in Kenya. This will be the first long stretch of high-speed expressway in Kenya and will connect the capital, Nairobi, with the country’s main port, Mombasa. The project for the 473km connection is being supported with financing from US and UK sources. Once the new route is open to traffic, journeys between Nairobi will take just four hours by road, instead of 10 at present.

Construction will commence 2018. The project is of immense importance for East Africa as a whole and forms part of a wider programme to improve transport in the region. The new link will also improve connections for the landlocked nations of Uganda, Rwanda and Burundi, giving them a new route to the port of Mombasa. Work is also underway in parallel to improve the Nairobi to Mombasa rail connection.

“Bechtel has been working with the Government of Kenya for over two years to develop this strategic infrastructure priority project, which will support unlocking significant growth in Kenya and the region,” said Craig Albert, president of Bechtel’s global infrastructure business. “We will bring global megaproject capability and local commitment to deliver the Nairobi-Mombasa expressway to our high standards of quality, safety and sustainability. We’ll create infrastructure and skills legacies by partnering with local companies, suppliers, and directly employing and training Kenyans.”

The high-speed expressway will have four lanes and 19 interchanges. The expressway will become a toll road and will provide a faster transit to support growth and industry. As part of the delivery of the project, Bechtel will employ over 4,000 people and provide training and capacity building. The project will also include master planning for three special economic zones along the alignment, and will be focused on developing business in coordination with the new SGR and local communities.

Kenya wildlife and environment is critical to the country. As a result, Bechtel says that the project will respect communities, environment, and wildlife, focusing on reducing potential impact through the implementation of an international standard Environmental and Social Impact Assessment.

Bechtel says that the project has been structured to achieve early completion, under a fast-track delivery model, with concurrent design and construction, and with the first section, from Mombasa Road – Kyumvi to ICT Konza, scheduled to open in 2019. US and UK export credit agencies such as the US Export-Import Bank, the Overseas Private Investment Corporation (OPIC) and UK Export Finance, are expected to provide financing support.

“This contract shows continued international investor confidence in the Kenyan economy,” said Amjad Bangash, general manager for infrastructure - Europe, Africa and the Middle East, Bechtel. “Bechtel has more than 70 years’ experience building and project managing infrastructure projects in Africa and we are delighted to be working with the Government of Kenya to deliver this important expressway.”
