I doubt there is a single Tanzanian flying any gulf airline. You have no airline industry to talk about.
KQ has been responsible for training many pilots in South Africa, who are then poached by Emirates and Qatar. Which body pays for Tanzanian pilots' training.
And please don't mention those cessna training schools.

And there is a difference between loan and lease.
Almost half of all aircraft operated by major airlines in the world are leased. It is a proven model and less expensive than outright purchase.
It also helps in specialization. eg. one company can specialize in maintenance, another in catering etc. while the airline just does bookings and administration. This is the modern way of doing things.

Flying a commercial plane of that size is not just about training. It's about flight hours. Thousands of them.

And by the way Kenyan pilots are very highly rated. Gulf airlines have been poaching them from KQ for years.
