So, borrowing is synonymous with hard work ..... okay.
And you asked a general question, about the legitimacy of borrowing. We didn't want to borrow at that time. Remember that we had the same nominal GDP. Then we borrowed a little, and now we have the same PPP GDP, which is the real measure of GDP.

Simply show me countries that have a higher debt to GDP ratio than Tanzania and are LDC.

1. It's voluntary.
2. Nominal GNP per capita, Human Assets Index and Economic Vulnerability Index.
3. A population of less than 75 million for inclusion.
4. 6 years of monitoring after meeting Graduation threshold.
