Crooked way of seeing things as always. The 52% = government services ama wanalipwa kukaa kwa ofisi and By the way that's the money inayomfikia common mwananchi kule mashinani kwa urahisi.
2) Am one of the remaining 98% who earn from the private sector, the source of the same government monies. Our economy is private sector driven and So the work of gov is enabling and not doing business. The remaining 48 Carters for your last point including paying loans.
That said I agree with you we have a bloated civil service.52% is a bit on the upper side and I think gov should work on it

Very lame excuses:
There is nothing special about kenya and its private sector, and there is no excuse for using 52% revenue to pay salaries. for your information 97% of all Jobs in TZ are from private sector, only 3% from GoT

I agree or put it the other way you agree with me no good reason for a52% wage bill(assuming joto is right).
Kenya's private sector working environment is condusive reliable and almost certain and does not relay on how an authority has woken up or feels, thats the difference.
3% of tzs population are civil servants?is that a good thing. How productive, how efficient are they in terms of service delivery in comparison to kenyas.

The issue is not about Civil servant productivity which both countries suffer greatly due to Corruption in kenya and Lack of skilled manpower in Tz.
The issue is that you cannot use KE private sector as an excuse

Sizakuelewa anapiga kelele kuhusu mini.
Unasema serikali haifanyi biashara ila ni private sector, mbona mnataka kuichukua KQ kutoka mikononi mwa private sector iwe chini ya serikali ili ifanye biashara? PProposal ya wabunge not yet debated or agreed apon.mbona Mombasa Port Terminal two 55% gok 45% private sector na JKIA hamtaki kuviachia kwa private sector?.kwasababu kq (private company haiwezi pewa Mali ya umma.

Advise us what should we do with the remaining 48%
