Dont u realize that the reason why there are "no" slums in Dar is bcos all it mainly comprises of settlements that can only be described as slums in other places such as Kenya! The places u consider middle-class settlements in Dar are actually slums in Kenya, in other words.

There are no slums slums in Dar, for example cos the entire city, save for the city centre and a few other places are slums.
