The leader of the government delegation, Honore Ngbanda, shrugged off journalists' questions as he flew into Johannesburg. Touching down at Johannesburg's Lanseria airport Thursday, the leader of Zaire's government delegation arrived for talks aimed at ending his country's conflict. Ngbanda previously represented Zaire's President Mobutu Sese Seko at talks in South Africa. This time he was accompanied by just a few members of his delegation, expected to total at least seven. The rest are expected to arrive Friday, including members of Zaire's opposition parties. Earlier Thursday, the rebels holding much of eastern Zaire rejected an offer by Mobutu's new Prime Minister, Etienne Tshisekedi, of several cabinet posts. Zairean Official Honorè Ngbanda Nzambo Ko Atumba Tells Rwanda To Withdraw From Eastern Zaire​

LUSAKA, Zambia (PANA) - A senior Zairean official warned Tuesday that the country would use force to remove what he said was the Rwandan army from eastern Zaire, who are aiding anti-government Tutsi rebels.

Honore Ngbanda Atumba, the special adviser to Zairean President Mobutu Sese Seko, said the Rwandans had to withdraw immediately.

Zaire has accused the Tutsi-dominated Rwandan army of helping the rebel army of 20,000, known as the Banyamurenge, fight Kinshasa's troops. The authorities in Kigali have denied the charge.

Ngbanda, speaking at a press conferene in Lusaka, said that Zaire had captured 10 Rwandans who, during interrogation, admitted that they were government troops.

The presence of these troops in eastern Zaire was non-negotiable, he added. Therefore, Zaire would not attend Tuesda's regional summit in Nairobi to end the fighting.

"We will only sit in meetings with other countries after the Rwandans have been evacuated from our territory," he said.

Fighting between the Banyamurenge and the Zairean army has led to an exodus of Rwandan Hutu refugees from camps in eastern Zaire.

Ngbanda also blamed Burundi, with its largely Tutsi army, of helping the Banyamurege in nthe current onflict.

He said the the fighting in eastern Zaire was an ethnic war between Tutsi and Hutu refugees and that the minority Tutsi were determined to wipe out the Hutu majority.

Ngbanda, who spent half an hour explaining the history of the Banyamurenge, denied claims that these people were indigenous to Zaire.

He said that the Rwandan refugees settled in Zaire at a place known as Mulenge after the 1920 exodus from Rwanda and in another mass exit during the Second World War.

"The Banyamurenge are Rwandans who migrated to Zaire, including those who came after 1994," he said.

Ngbanda is scheduled Wednesday to brief South African President Nelson Mandela on the situation in Zaire. He is also expected to meet with the leaders of Cote D'Ivoire, Gabon, Kenya, Nigeria and Sudan.

He has already met with Presidents Benjamin Mkapa of Tanzania and Frederick Chiluba of Zambia.
