Some of the dynamics you are trying to compare are totally different due to demographic differences, like how can you compare a BRT app while the public transportation system in Kenya is entirely different? One is government owned while the other is almost entirely private..
The other claims are just due to ignorance, Kenya was a pioneer in this region in all the other things you mentioned like digitizing govt services, e-passport, traffic lights etc. I don’t got the time to educate you on obvious stuff like ecitizen
