All footballers must get work permits from the host country before being allowed to start playing for their new clubs even after signing their deals. That's the protocol world over. So many players have missed playing for their dream clubs by simply being denied work permits by the host country even after their would-be clubs have agreed to sign them. It happened to Macdonald Mariga when Manchester City agreed to sign the Kenyan midfielder a few years back but he missed the chance just because the FA couldn't give him(Mariga) a work permit. Did Man City sue the FA or the UK government for interfering with their transfer plans? Definitely not!
