I didn't say they must use Air Tanzania but i talked of a chance to tap at least a mln passengers out of those 3 mln passengers! In this case we should remember wherever the tourists are coming from there MAY be more efficient airlines already existing of which they prefer. And if its travelling within the country I guess tourists prefer moving around by road and for oil sector experts! They are few people who can comfortably hire a chopper.Airline business looks good on paper but in reality competition is tough from the 'big boys' in the sector.
