Huu mradi ulikuwa ni hatari Kwa taifa letu. Hapa tulikuwa tunaenda kushikiwa Mali na Mchina kama baadhi ya Nchi mfano Sri Lanka, Pakistan , Djibouti na Zambia n.k. hawa wote wameangukia kwenye China's debt trap .Serikali imesitisha mazungumzo na wawekezaji katika Bandari ya Bagamoyo, Mradi ambao ungegharimu Tsh Trillion 23 ($). Wawekezaji katika mradi huo walikuwa ni China Merchant Holdings International Limited (CMHI) na State General Reserve Fund (SFRF) ya Oman.

The government admitted yesterday that it has not made progress with the implementation of Bagamoyo port project because of failing to reach an agreement with Oman and China, who are the project implementing partners.
In November, 2017, Oman’s State General Reserve Fund (SGRF) announced that the Bagamoyo project was going ahead, saying it consisted of the construction of a maritime port, which would be built to international standards and would be developed in phases.
According to the SGRF, the first phase will conclude four marine berths, two of which will be allocated for containers, one for multiple uses and the other for support services.
However, the time frame for completion of the project remains unclear.
The project, which was well pronounced during the late days of former President Jakaya Kikwete, was initially signed in 2013 during an event that was witnessed by Chinese President Xi Jinping. Since then, there has been a change of focus with priority, apparently, being rehabilitation of ports of Dar es Salaam, Tanga and Mtwara.
Speaking in Parliament yesterday, the minister for State in the Vice President’s Office (Union Affairs and Environment), Mr January Makamba, said no agreement has so far been reached with the investors from China and Oman.
The minister was reacting to a supplementary question by Magogoni legislator Suleiman Yusuf (CUF), who sought to know about the progress of the project.
“We are yet to reach an agreement with the project implementing partners from Oman and China,” said Mr Makamba.
Mr Yusuf said the delay in decision making on the implementation of the Bagamoyo project was preventing Oman from financing the construction of the Zanzibar-based Mpigaduli port.
In his primary question, he asked on how the Union Government of Tanzania echoed the Revolutionary Government of Zanzibar’s efforts to construct a big port.
Responding, the ministry’s deputy minister, Mr Mussa Sima, said the Tanzania Ports Authority (TPA) and Zanzibar Ports Corporation (ZPC) have been exchanging expertise to improve service delivery.

Mkataba huo ungepelekea nchi kushindwa kulipa halafu tungeingia kwenye China's debt trap. Nchi ambazo zimeanguka under China's debt trap ni Djibouti, Zambia, Pakistan, Sri LankaItakuwa Serikali imestukia kuingizwa kwenye Mkataba wa Kimagungo.

Mimi sijui kilichondani ya mkataba,miradi mikubwa ikipendekezwa ingepelekewa wananchi waijadili,harafu ipelekwe bungeni kupewa ruksa.Hahaaa, sielewi unasema nini aisee. Bora ungeweka sababu zako za kuwa na mawazo kama hayo. Kama hujatumiwa na washindani wetu katika biashara hiyo, basi sielewi msukumo unaokufanya uone hivyo ni upi.
Sababu mhimu hapa ninayoiunga serikali kukataa mpango huo ni kama masharti ya kuujenga mradi huo ulikuwa hautunufaishi sisi, au ungesababisha uhuru wetu kuingiliwa. Kwa mfano, kama masharti ya wawekezaji hao yalihitaji kuumiriki mradi huo kwa miaka 90, nisingekubali.
Kutakuwa kuna sababu mhimu zilizofanya serikali ikubaliane na masharti, lakini hilo haliondowi umhimu wa mradi huo kama masharti yangekuwa yanakubalika.
Mradi huo ni mhimu sana, na nina hakika wakati ukifika utafufuliwa tu, aidha kwa sisi wenyewe kuujenga, au kuujenga tukishirikiana na wawekezaji kwa masharti maalum yenye manufaa kwa taifa letu.
Mimi sijui kilichondani ya mkataba,miradi mikubwa ikipendekezwa ingepelekewa wananchi waijadili,harafu ipelekwe bungeni kupewa ruksa.
Sasa tunasema mambo tusiyojua wala kuona.
Mradi mzuri Ila madhara yake huyajui wewe . Kawaulize Sri Lanka, Zambia, Pakistan, Djibouti. Hawa wote walidondokea kwenye China's dept trap . Yaani hizi nchi zilikuwa achana na Zambia ambao wamenyanganywa misitu, Shirika la umeme, Shirika la utangazaji. Hizo nchi zote wamenyanganywa Bandari zao na Mchina kwa kipindi cha miaka 100. Hii inaitwa China dept trapulikua mradi mzuri sana,ungetoa ajira nyingi sana,tatizo tulitaka wawekezaji waweke dola bilioni kumi hapo kisha ujenzi ukiisha watukabidhi na kuondoka,hiyo biashara haipo

Well hilo halikuwa sharti lenye maslahi ya muda mfupi kwa upande wa serikari hiyo port ya Bagamoyo udhani kama itaisha in less than five years na hata kujengwa awajaanza.
On the other hand kumekuwa na malalamiko kutoka kwa watumiaji wa Bandari ya Dar even at full capacity it cannot manage the volume of coming shipments in deisred time, kutanuliwa lilikuwa ni jambo la lazima.
Hila realistic in the long run kwa jinsi population density ya inavyoongezeka na uchumi unavyozidi kuwa port ya Dar being close to the epicenter of nation's economic activities (mjini kwenye biashara na vitega uchumi vingine), location wise ni tatizo.
Sasa hivi tu nchi yetu bado maskini tayari traffic ya port ishaanza kuonekana tatizo ivyo kadri siku zinavyoenda na uchumi kukuwa unatarajia hili tatizo kuzidi kuwa kubwa, na any investment to accommodate incoming and outgoing haulage traffic in the future is going to be very expensive kutokana na location billions might have to be paid in compensation alone just to pave the way.
Kwa ivyo serikari iitazame port ya Bagamoyo au Tanga in terms of 30 years later ambapo ya Dar itakuwa at saturation point were there is nothing they can do anymore kutokana na limiting factors zinazotakana na mahala ilipo.

Hakika ni hela ndefu sana hiyo, na hiyo miradi uliyoitaja bila shaka kabisa ni mhimu sana kwetu.Duh,yaani mitrilioni yote hyo wakati tuna bandari za Dar,Mtwara, na Tanga???
Bora hizo pesa zingewekezwa kwenye miundombinu ya umwagiliaji huenda zingeleta tija na matokeo chanya baada ya muda mchache tu.
Ukizingatia nchi yetu imebarikiwa kuwa na mabonde mazuri kabisa yenye rutuba.
Bora tu wameshindwa kuafikiana!
Hakika ni hela ndefu sana hiyo, na hiyo miradi uliyoitaja bila shaka kabisa ni mhimu sana kwetu.
Lakini pia nakuomba uiangalie bandari hiyo kama biashara inayoweza kuliingizia taifa pesa ndefu sana.
Piga picha tu kichwani mwako huku ukiwa na ramani ya nchi yetu na majirani zetu, hasa wa upande wa magharibi. Achana na hivyo viinchi vidogo dogo; angaza macho yako yakivuka ziwa Tanganyika toka kusini hadi kaskazini, mpaka kule karibu na Afrika ya Kati.
Ni kukosa uwezo tu, na kwa kweli kupanga ni kuchagua. Sasa hivi inabidi tupange hayo uliyoyaweka hapo juu, kwa sababu uwezo hatuna.
Lakini kufanya hivyo haina maana kwamba mradi huo hauna manufaa kwetu. Una manufaa makubwa sana, kwa miundombinu tunayojenga sasa na biashara zetu na majirani zetu pia.
Kama faida hizi unazitambua na huoni umhimu wake, basi tunatofautiana sana kimaono.

Unapozungumzia kuendeleza 'kilimo' moja kwa moja nakuelewa vizuri sana, kwa sababu mimi naamini maendeleo ya nchi yetu yangekuwa tofauti sana wakati huu kama tungeamua toka mwanzo kabisa wa uhuru wetu kuvifanya kilimo na elimu kuwa vipaumbele vya kudumu katika mipango yetu ya maendeleo ya kila mwaka.Mkuu upo sahihi,sio kwamba haina umuhimu ila nachosema mimi ni hv,tuna bandari kubwa kama tatu hv hzo nilizozitaja,kwa nn tusiziboreshe hizo kwanza na kama uhitaji ukiwa ni mkubwa kiasi cha kwamba tunatakiwa kuongeza bandari nyingine,ndipo huko mbeleni tuifikirie hiyo bandari ya Bagamoyo.
Kwa sasa hiyo miradi ya umwagiliaji ikianzishwa,ina matokeo ya haraka sana kwani soko la chakula Africa tu ni zuri,wakulima watapata bei nzuri ya mazao yao kwa usimamizi wa Serikali hivyo uchumi wa nchi utakuwa tu.
Halafu isitoshe,bandari za Dar na Bagamo zipo karibu mno,kwa nn wasiiboreshe kwa kuipanua hii ya Dar kwanza kisha ikizidiwa ndio wafikirie hizo zingine kwa kuwa karibia asilimia kubwa sana ya mizigo ya baharini hupitia bandari hii ya Dar
