La muhimu pale wala si transfer of technology (ToT) bali ni ile clause ya mkataba juu ya watu wetu kupata Capacity Building (transfer of knowledge) toka kwa contractor pamaja na actual experience wanayo gain kazini.
Nasema hivyo kwa sababu kimsingi pale hakuna unique/novel technology au Intellectual Property ambayo Yapi ame Patent ktk ujenzi wa SGR.
Lakini ujuzi na cutting edge experience ya miaka mingi ktk hio field especially kazi alizofanya ktk bara la Ulaya, Middle East na Africa ndio Yapi anacho na sisi tunataka watu wetu wa absorb as much as practicable possible.
Na kwa hilo tunafanikiwa maana asilimia kubwa ya senior engineers na technicians ktk kila aspect ya ujenzi unaoendelea ni wa Tanzania wenzetu. Plus kuna vijana wengi ambao tayari wanasoma ndani na nje ya nchi as part of the contract.
Moja ya faida kubwa ya mkataba wetu na Yapi ni pale tulipochagua philosophy ya 'design and build': hii inawapa watu wetu ujuzi na uzoefu wa ndani kabisa namna Yapi anavyofanya kazi zake kwa sababu wanafanya designs zote wakiwa pamoja ktk labs na wanazi-execute field wakiwa pamoja, Mwenyezi Mungu akupe nini?
Wale jirani zetu kule kaskazini wao mkataba waliompa mChina ni 'Turnkey' yaani maana yake ni kwamba mChina atafanya design yeye, atajenga yeye, ataleta Gari Moshi yeye, ataendesha Gari Moshi yeye, atafanya maintenance yeye, atakusanya fedha yeye, mpaka pale siku watakapomaliza kulipa deni.... sana sana atafundisha vijana wachache kufanya kazi nyepesi kama udereva na maintenance ndogo ndogo.. mChina noma kaka
