As you have clearly stated, most of your locos max out at 3000hp. Kenya's freight , trains, the DF8B, have 4930hp. While our passenger trains, the DF11, almost double your freight trains at 5120hp.
Many people thought we got the short end of the stick with our sgr but it is slowly becoming the best in the entire continent.
