Renovating wagons brings TRC, private sector into partnership


PRIVATE transporters must partner with the Tanzania Railways Corporation must involve private transporters interested in procuring locomotives and renovating 690 wagons.

The Minister for Works, Transport and Communications, Isack Kamwelwe issued the directive yesterday in Dar es Salaam in a meeting with TRC board members and top management.

The decision to welcome partnership is aimed at fast-tracking carrying of cargos, while official procurement procedures take much longer, he stated.

The minister said the government needs 41.4bn/- to renovate 690 wagons and up to $25 million to procure ten new locomotives.

“A huge flow of cargo needs to be transported from the port, amidst a shortage of cargo wagons. Therefore partnership is vital to fast track the process instead of relying on procurement procedures that may take one year or longer,” he said.

To date, TRC has renovated 86 wagons for 4bn/- in which case partnership would help renovate other currently redundant wagons, he said.

Transporters who initially had partnered with the TRC include Said Salim Bakhressa and the World Food Programme (WFP) who had renovated 40 cargo wagons, he said.

Transporters would use the wagons for a concession fee for some years to return costs, and then they revert to TRC, he explained.

Cargo volume had reached 17m tonnes while TRC capacity stands at 425,000 tonnes per annum, a mere 3 percent of transportation needs, he pointed out.

For his part, the TRC Managing Director Masanja Kadogosa said that more investors or had shown interests to partner with the company to ease trade flows.

He said currently there is a shortage of loose cargo wagons, open cargo wagons and containerized cargo wagons.

The management was ready to work on the directives, he said, noting that partnership is highly needed at this time as more customers use the port of Dar es Salaam.

Around 690 cargo wagons and 55 locomotives are needed for the TRC to reach optimal operational point at present, he added.

Bolloré Kenya Managing Director Jean-Pascal Naud and Jason Reynard, Bolloré Transport and Logistics CEO East Africa Region could not bear the burden of facilitating Kenyas' SDV Transami(bollore) due to bad economy.



The company through a memo indicated that from February 2020 the company will close its Kenyan doors. Closing the veteran logistic company is a big blow in the freight and logistics frugality.


More than 1200 workers are facing the shocker after the Memo. Already the company has set aside a budget for all employees dues which will be paid before the end of January 2020.



The firm, which has lately lost out on several lucrative deals, says industry policy changes including implementation of the standard gauge railway (SGR) have affected cargo handling processes leading to reduced business.


Sources at the company said that the firm has lost more than 500 trucks after owners withdrew them due to non-payment. This has made it difficult for the firm to deliver on its contracts.


The company, however, operates several go-downs in Mombasa. Some of its properties have been handed over to another french based firm CMA CGM.

The management turned to cost-cutting measures by retrenching its employees last year November 2018 where 357 employees were retrenched.


"Some of the mobile properties and assets were transported to Tanzania. Our new headquarters for East Africa will Tanzania, " said Jason Reynard.


The old shipping, Warehouse, and logistics firm lost UPS contract in 2015. Later parted ways with Delmas International, Galawa Marine Services and CMA CGM.


Other struggling companies that have sold some of its trucks include; Hakika transporters, Volcanic holdings and transporters, and pearl logistics. These companies have embarked on the real estate business.

Ndio maana Chinese katumia mkono wake wa kushoto kwa kuitumia CMA CGM ku assume operations alizokuwa anafanya Bollore. Na hii CGM ya wafaransa ndio clandestine company ya China kukwapua mali kwa kutumia mikopo yao. It's a France company but technically operated and financed by China Govt. Ugiriki na Italy walichukua bandari kiulaini through their weaponized loan.
