Kaka it is not kwamba sitaki matumizi mazuri ya ardhi. IMHO nadhani ishu ya planning za maeneo is a bigger ishu huku bongo kuliko aina ya majengo ambazo kiukweli ni extravagant. Can we really talk about shopping malls za maghorofa wakati watu wanakwepa kodi, umeme hakuna na vitu vingine vya msingi havipo..we are serious? we need to start with simple and basic stuffs badala ya kukimbilia century ingine kwene time machine. I think kama kuna proper planning hata kuimprove in the future inakuwa rahisi maana majengo au miundiombinu ina functional time yake, so issue hapa ni kuweka vipaumbele..sadly hakuna mtu anayeona umuhimu wa town planning. Seems like everyone is busy living 'for now' and act as selfish as they could.

kweli ndugu yangu, ata hapa wame mess for quite sometime, watu walikuwa wamejichukulia mpaka road reserves, planning ya town ilikuwa hovyo, parking zote ndani ya jiji zilikuwa zimegrabiwa na mabwenyenye na wanasiasa, lakini sasa hivi nyingi zime reclaimiwa na majumba yaliokuwa yamejengwa kwenye road reserves zimebomolewa, zingine zina worth more than 100 million kshs. Serekali imeamua kubomoa nyumba za council ambazo hazina ghorofa kwenye maeneo kama bahati, Ziwani, Muthurwa n.k na kujenga four storeyed buildings kwa sababu zina occupy plenty ofspace thus reducing productivity. Lakini city council ndio inafaa kushugulikia hiyo mambo ya planning, kwa sababu mda si mwingi hizo nyumba ambazo hazijengwi kutumia plan zitabomolewa ku accommodated modern and planned housing, kwa sababu the city is growing, roads and other infrastructures need to be expanded.
 
Kwanza tujiulize hiyo tender ilipokuwa inatangazwa na hao UDSM, Je kulikuwa na mazingira ya competitive bidding among investors? Na kama hayakuwapo na yanaendelea kutokuwapo basi tutarajiwe zile prime areas kunyakuliwa na welio na nguvu kwenye system na kujenga majengo yasiyo angalia economic land uses ya sehemu husika! Kwa mfano nyumba ya sanaa imevunjwa kupisha jengo la ghorofa 10 la EL na si jengo la ghorofa 30 au 40! Can that be a joke yaani jinsi ile sehemu ilivyo at the heart of CBD na facilities zote nearby yaani mabenki, recreation areas, sport areas, shopping areas na kadhalika! we should really be serious with our flawed investments!
 
mimi nilileta hoja nikiwa na maana kwamba.. kwa Dar tuna tatizo la ardhi so i thought wangeweka kitu hewani. Pili kuhusu designer naweza kurekebisha na kusema kuwa je wenye mali hawakuona umuhimu wa kufanya multiple floors badala ya kutengeneza godown?

kwenye design kuna consideration nyingi sana, ile design kwanza is a flexible design na ilizingatia nearby design ..... kumbuka pia anaye desigh huwa anapewa requirements na client for consideration .....designer alichofanya ni ku avoid kuondoa original design ya chuo kikuu kwa kutoziba muonekano wa university hills pamoja na majengo ya Halls of residents yasionekane .... pia kutokana na type of agreement na chuo kikuu investor alimpa requirement designer(architect) kwamba angehitaji kujenga facility yenye simple design and not massive

mkuu ... nakubali kabisa .... lakini kumbuka kwamba that was an "invitation to treat"

pili katika designs na drawings kuna aina mbili .... production designs/drawings na actual or construction designs /drawings ..... hapo ina maana kwamba original design is not bound to be used .... !

nadhani ukiwa kama mdau wa construction kuna vitu hutokea kutokana na mazingira halisi kama vile ... revisions of design which obviously have got some cost implications and assumptions of merits ... kumbuka ile design ilifanywa na architectural company kutoka south africa ambayo ilitumia local arch. company ya huku (MECON Architects) .... inawezekana kabisa hawa jamaa hawakufanya pre requisite designs kabla ya ku design

Ukitumia macho ya kawaida utaona majengo madogo na sababu kibao,unataka jua kwa nini majengo hayakuwa makubwa? Waza kibiashara,wameingia mkataba na chuo wa kuyatumia kwa mda na kuyaludisha kwenye miliki ya chuo.kikubwa ni kuhakikisha wakati wanayaludisha labda baada ya miaka kumi yawe outdated na muwe mnahitaji mengine ili waweze endelea fanya biashara nanyi. Km walikuwa na nia njema ni kwanini walijenga zile office apartment tofauti badala ya jengo moja refu litakalo kuwa na na nyumba na offices?? Kibiashara zaidi.am out.
