Membe stated the alleged act of the Canadian diplomat was the highest form of humiliation by a country propagating democracy, good governance and human rights.
How were his actions a form of humiliation by a country? Yes he's a diplomat and what he allegedly did was unbecoming but that doesn't mean the whole country should be condemned. Come on now

Ni hili ni kosa la udhalilishaji au shambulio la aibu, linaingia chini ya civil law/procedure adhabu yake ni fidia.Na doubt na unachsema kuhusu immunity?? Nijuavyo mimi diplomats wote wankuwa na immunity unless serikali yao iwaondolee ndiyo wanaweza shitakiwa.

Foreign Affairs and International Cooperation minister Bernard Membe has expressed his governments displeasure at the conduct of Canadian diplomat Jean Touchette whom allegedly spat on a traffic policeman and a journalist this week in Dar es Salaam.
The allegation is made in IPP Medias The Guardian a media house with a propensity for allegations with Reginald Mengi (IPP Medias CEO) recently accusing (without supporting evidence) various prominent businessmen in Tanzania, of acts of grand corruption.
Membe stated the alleged act of the Canadian diplomat was the highest form of humiliation by a country propagating democracy, good governance and human rights.
In a survey commissioned by the Kenyan Division of Transparency International (July 2009) the Tanzanian police were ranked the second most corrupt institution in East Africa with a 62.2% corruption level. Justice is bought and paid for in Tanzania. Public prosecutors openly tout their services to defendants able to afford a not guilty judgement on the day of trial and the penal code is mostly ignored and seldom understood by the police. The police, particularly in the lower ranks know or care nothing of the penal code or the required procedures for arrest. Human rights are brutally denied on a daily basis resulting in people in prison for years for crimes they did not commit or know nothing about.
No civilized person would deny that if true, the conduct of the Canadian diplomat is utterly reprehensible but let's get real!!

A Wagagagigigkoko journalist accompanied Jean Touchatte the Canadian envoy who spat on a traffic cop in Tanzania on Wednesday, from Dar Es Salaam to Toronto, Canada, via The Hague by KLM, and on the way had the opportunity to interview him an opportunity that no other journalist in the country had ever had without being spat on not even Jerry Muro of TBC.
We have all learned with shock and dismay the news that you spat on a police cop in Dar Es Salaam. This was a horrible act to be done by a diplomat and must be condemned in all possible terms by all Canadians irrespective of the circumstances that led you to spit on that cop. What could be the reasons of your abominable act Mr Jean?
Hahahahahahhahahahaha!!!, Jean laughed continuously, as if he was not concerned that he was expelled from Tanzania and that he might have lost his diplomatic job for ever.
Thank you very much my friend for giving me the opportunity to explain myself an opportunity that even your Police Head Office in Dar Es Salaam where I was held for few hours on Wednesday never offered to me. I have worked as a Personal Secretary to our High Commissioner in Dar Es Salaam for more than 5 years now. In these 5 years I have seen many Canadian companies coming to Tanzania to rip you guys off without you saying a thing, Jean continued, and added further that, We all know that Tanzania is one of the richest countries not only in Africa but in the whole world richer than Canada. But, it is also the poorest country in the World. We, Canadians, came to Dar Es Salaam, not because we want to serve you better, but because we know that you are a rich country. In fact, before, the High Commission in Nairobi used to serve Tanzania also, but after we realized how rich your country was, we decided to come over to this beautiful country so that we can loot the riches easily. As you already know that, we Canadians have an affinity for gold and for natural resources, lamented Jean.
Now, coming to your question, many of us have been taken aghast by your attitudes and that of your President. How, with all your riches, your country today is still the poorest in the World???? We know quite well that, corruption is rampant in Tanzania today and in my five years I have travelled all over the country and I have seen in my own eyes that some schools have classes being conducted under the sheds of mango trees, with students sitting on grass. Your Ministers ask openly for 10% commission on every purchase that their departments make. In fact, your Ministers are so corrupt that we have one lady Minister being nicknamed as Mrs 10%. A recent purchase of the Radar which is at your international airport from UK had its price quadrupled because your former Attorney General needed funds to support a member of the ruling party to become a President. All these repulsive stories are well known by your President, but he is unwilling and powerless to stop corruption in your country and not long ago he was quoted to have said that ukitaka kula na wewe uliwe.
Now, under such horrible and terrible circumstances, where your countrys resources are being stupidly drained down the gutter by few, what would you expect a good diplomat to do save to spit on you so that you can wake up, or would you expect him to take up arms on your behalf and fight for your rights?, the diplomat asked the Wagagagigikoko journalist.
The Wagagagigikoko journalist was so confused by the diplomats statements that he decided to end the interview right there, by saying, Thank you sir. I hope my countrymen have heard you
While in Toronto, the Wagagagigikoko journalist also had the opportunity to interview Torontonian Tanzanians, most of whom regarded the spitting diplomat as a hero and wished that the whole of Tanzania was inundated in a sea of spit, so that fellow countrymen could wake up from the deep slumber that they are in right now!!!
