Kwenye kiingereza mistake maana yake ni kosa linalofanywa na mtu lakini anajua amekosea na anaweza kujirekebisha!
Error maana yake ni kosa analolifanya mtu na hajui kama amekosea na hawezi kujisahihisha (it shows gape in knowledge)
Kwa mfano Mulugo aliposema muungano wa Pemba na Zimbabwe hakuweza kujua kama amekosea alishindwa kujisahihisha akaendelea kutililika (ERROR)

Kwenye kiingereza neno MISTAKE, ni kosa analolifanya mtu kwa bahati mbaya, na anaweza akatambua akatambua kosa na anaweza akalilekebisha bila hata kulekebishwa, lakini neno ERROR maana yake ni kosa analolifanya mtu na hajui kwamba amekosea kwasababu hajui (GAPE IN KNOWLEDGE), mfano mzuri ni pale MULUGO alipokosea kuhusu pemba na Zimbabwe na hakujua kama kakosea!

1.0 UTANGULIZI
Mtihani wa Taifa wa Elimu ya Sekondari Kidato cha Pili ulifanyika nchini kote kuanzia tarehe 05/11/2012 na kumalizika tarehe 16/11/2012. Mwaka 2012 kulikuwa na jumla ya vituo 4,304 vilivyosajili watahiniwa, ikiwa ni ongezeko la vituo 117(2.79 %) ikilinganishwa na ile ya mwaka 2011.
2.0 WATAHINIWA WALIOSAJILIWA, WALIOFANYA NA WASIOFANYA MTIHANI
2.1 Idadi ya watahiniwa waliosajiliwa kufanya mtihani walikuwa 430,327, kati yao wasichana walikuwa 205,476 na wavulana 224,851. Idadi hii ni upungufu wa watahiniwa 36,240 (7.76%) ikilinganishwa na mwaka 2011 ambapo walikuwa 466,567.
2.2 Watahiniwa 386,271 sawa na asilimia 89.76 ya waliosajiliwa, walifanya mtihani wakiwemo wasichana 187,244 na wavulana 199,027.
2.3 Watahiniwa 44,056 sawa na asilimia 10.24 hawakufanya mtihani, kati yao wasichana ni 18,231 na wavulana 25,825. Mwaka 2011 watahiniwa 47,527(10.19%) hawakufanya mtihani. Sababu za watahiniwa kutofanya mtihani ni pamoja na utoro, kuugua, kudaiwa ada, kufukuzwa shule, mimba na vifo.
3.0 UFAULU WA WATAHINIWA
3.1 Watahiniwa waliofaulu ni 249,325 (64.55 %) kati yao, wasichana ni 113,213 na wavulana 136,112. Kiwango cha ufaulu kimepanda kwa asilimia 19.15 kutoka asilimia 45.40 mwaka 2011. Watahiniwa waliofaulu kwa kiwango cha A, B, na C walikuwa 127,981 (33.13%) na waliofaulu kwa kiwango cha D ni 121,344 (31.42%). Alama ya juu ya ufaulu ni 92%
3.2 Wastani wa ufaulu kwa masomo ni 38%, wastani huu umepanda kwa asilimia 7 ukilinganishwa na mwaka 2011 ambapo ulikuwa 31%.
3.3 Watahiniwa 136,923 (35.45 %) hawakufaulu mtihani, wakiwemo wasichana 74,020 na wavulana 62,903. Watahiniwa hawa watalazimika kukariri kidato cha pili mwaka 2013. Aidha, mwaka 2011 watahiniwa 228,759 (54.59%) hawakufaulu mtihani.
3.4 Watahiniwa 23 matokeo yao yamefutwa kutokana na tuhuma za udanganyifu. Watahiniwa hawa wanatoka katika shule zifuatazo;

Matokeo ya Mtihani wa Taifa wa Elimu ya Sekondari Kidato cha Pili mwaka 2012, yanaonesha kuwa kiwango cha ufaulu kimepanda kutoka asilimia 45.40 mwaka 2011 hadi kufikia asilimia 64.55 mwaka 2012. Aidha, watahiniwa 249,325 wataendelea na masomo ya kidato cha tatu mwaka 2013. Napenda kuwapongeza wanafunzi wote waliofaulu kuendelea na masomo na kuwataka kuendelea na bidii katika kujifunza.
Kwa upande mwingine, watahiniwa 136,946 ambao wameshindwa kupata wastani wa ufaulu wa alama 30 na wale waliofutiwa matokeo yao kutokana na udanganyifu watalazimika kukariri kidato cha pili mwaka 2013. Ni vema ikaeleweka kuwa kukariri kidato si adhabu bali ni kutoa fursa nyingine kwa mwanafunzi kuweza kupata maarifa, stadi na ujuzi wa elimu ya sekondari kidato cha kwanza na cha pili kwa kiwango kizuri. Hivyo ni matumaini yangu kuwa wanafunzi hawa watafanya bidii katika kujifunza na kuzingatia masomo ili waweze kufaulu, pia walimu kuwasaidia Wanafunzi hao waweze kufanya vizuri.
Serikali kwa upande wake itaimarisha usimamizi wa elimu katika ngazi ya shule na kuziwezesha shule kukabiliana na changamoto mbalimbali kwa kuboresha mazingira ya ufundishaji na ujifunzaji ikiwa ni pamoja na walimu kubadili mikakati ya ufundishaji na ujifunzaji na wazazi kufuatilia maendeleo ya wanafunzi.
Vilevile, Wizara ya Elimu na Mafunzo ya Ufundi chini ya Mpango wa Maendeleo ya Elimu ya Sekondari (MMES) itaendelea na jitihada zake za kuimarisha na kuboresha mazingira ya utoaji elimu bora kwa kujenga maabara za sayansi, kutoa mafunzo ya kuwajengea uwezo walimu, kununua vifaa vya kufundishia na kujifunzia na kuimarisha usimamizi wa shule. Aidha, wizara itaendelea kutoa walimu kwa awamu kila mwaka ili kukabiliana na upungufu uliopo.

Umesoma PHONOLOGY gani au ya lugha ipi inayosema vitamkwa hivi yaani "th" kutoka kwenye lugha yoyote vinaweza kuunda 'sw'kwenye kiswahili, ili Mulugo atamke Swakafa kwenye Thaqaafa?

Pia kitu cha msingi naomba uelewe kwamba hakuna asiyekosea duniani, lakini Mulugo hakosei kibinadamu anakosea kwakutokujua, kwa mfano utasikia watu wanasema doctor/prof. mzima anakosea hivi, kwa harakaharaka maana yake ni kwamba kuna level fulani akiifikia mtu hapaswi kabisa kukosea vitu fulanifulani, Mulugo naye kama naibu waziri wa elimu hapaswi kuwa na makosa ya namna hii! nadhani nitaeleweka.
