Chief Secretary of Government, Tanzania. Ambassador Ombeni Yohana Sefue was sworn in as Chief Secretary of the Government of the United Republic of Tanzania on 31st December 2011.
Prior to that, Ambassador Ombeni Yohana Sefue was Tanzania's Ambassador to the United States of America in Washington D.C. from 15th June 2007 to 14th August 2010, with concurrent accreditation to Mexico. Previously, Ambassador Sefue served as his country's High Commissioner (Ambassador) to Canada from October 2005 to June 2007, with concurrent accreditation to Cuba. A career diplomat, Ambassador Sefue also served as Counsellor in the Embassy of Tanzania in Stockholm, Sweden, between 1987 and 1992.
Between 1993 and 2005, he worked as Speechwriter and Personal Assistant to two Presidents of Tanzania— President Ali Hassan Mwinyi (1993-1995) and President Benjamin William Mkapa (1995–2005). From October 2010 to December 2011, Ambassador Sefue served as Vice-Chair of the Board of Partnership to Cut Hunger and Poverty in Africa based in Washington DC, and since then he continues to serve as Board Member Emeritus of the Partnership.
He has travelled the world extensively and participated in more than fifty regional and international conferences. He was Joint Dialogue Convener of the 2013 International Smart Partnership Dialogue focusing on Leveraging Technology for Africa’s Transformation held in Dar es Salaam, Tanzania in June/July 2013.
Ambassador Sefue studied Public Administration at the then Institute of Development Management (now Mzumbe University) graduating in 1977 with a First Class Diploma. He earned an M.A. in Public Policy and Administration (with Distinction) from the then Institute of Social Studies (ISS) in The Hague, (now known as The International Institute of Social Studies of Erasmus University) The Netherlands, (1981).
He holds a Post-Graduate Diploma in International Relations and Diplomacy (First Class) from the Tanzania-Mozambique Centre for Foreign Relations in Dar es Salaam, Tanzania (1986). He also has certificates in international negotiations from the International Peace Academy, and in economic and social problems of developing countries from the Institute of International Relations and Socialist Integration with the Presidium of the Bulgarian Academy of Sciences (1984).
In recognition of his extensive diplomatic career and the work done with different presidents, Ambassador Sefue received from President Jakaya M Kikwete one of the Nation’s highest honours/awards, The Order of The United Republic of Tanzania, First Class, on 9th December 2012. Ambassador Sefue edited The Mkapa Years: Collected Speeches, a three volume compendium of President Mkapa’s speeches published by Mkuki na Nyota Publishers in Dar es Salaam in 2013. Ambassador Sefue is married to Mrs Anita M. Sefue and they have two adult children.

Brief History
Ambassador Dr. Martin Y. C. Lumbanga was sworn in as a Chief Secretary and Head of Public Service on 1996 He also served in the Government of the United Republic of Tanzania in many middle and senior positions until 1986 when he was appointed to the position of Permanent Secretary in various ministries before assuming the highest Public service post of Chief Secretary (Head of Public Service and Secretary to the Cabinet) to the Government of the United Republic of Tanzania for eleven years from February 1995 to January 2006. In this position he was responsible for several reforms in the social, economic and political spheres. From February 2006, Dr. Lumbanga was appointed Ambassador Plenipotentiary and Permanent Representative of the United Republic of Tanzania to the Permanent Mission of Tanzania and other International Organisations in Geneva. He was also accredited to the United Nations office in Vienna. Since his return home, he was appointed by the former president, H.E. President Jakaya M. Kikwete to be the Chairman of the Public Procurement Regulatory Authority (PPPA) forma term of three years (renewable from June 2003)

Brief History
Timoth Apiyo is one of leader who served in the first phase presidency of Julius Kambarage Nyerere in 1974 to 1985. Mr. Timoth Apiyo, served in the Government of United Republic of Tanzania since early 1960s in many middle and senior positions. After graduating from Makerere University, he was posted to Ukiriguru College of Agriculture. In 1960 Apiyo got transfer to Muheza district in Tanga to be a district veterinary officer. He later he got transfer to Morogoro region to be Principal veterinary officer at Ilonga Agriculture Research Centre. In 1964 to 1965 Apiyo was posted to work at the Ministry of Agriculture and later he got transfer to be the Shinyanga Regional veterinary officer. Other position includes Director of planning at the Ministry of Agriculture in 1968, Permanent secretary at the Ministry of Land, Housing and Rural Development in 1969, Permanent secretary at the Ministry of Agriculture in 1969 and Permanent Secretary at the Ministry of Industry and Trade. Dunstan A. Omari
(28/02/1962 - 29/07/1964- Dunstan Omari was born August 9, 1922. He was the first son of the Rev. Alfege Omari of the Universities Mission to Central Africa, Newala. He attended primary school in Newala District from 1929-1933, and from there attended St. Joseph's Secondary, Chidya, Masasi District, until 1941. He studied for a year at St. Andrew's College, Minaki and passed the entrance examination to Makerere College where he attended from 1943 to 1945. He trained to become a teacher.
Omari was an exceptional student. He obtained a First Class Teacher's diploma when he graduated from Makerere. He taught for nine months at his old school St. Joseph, starting in 1946. The British colonial government recruited him in December 1946 and was sent to Government Secondary School in Tanga. He taught at Tanga from 1946 to 1949.
Omari studied privately while teaching at Tanga. He later sat for the London University Examination. He passed with First Division. The colonial government awarded him with a scholarship to attend school in the UK. Omari spent the next four years studying at the University College of Wales at Aberystwyth. Always the exceptional student that he was, Omari graduated from Wales with an Honours Degree in economics.
The colonial government appointed Omari as the education officer in broadcasting in the former Senior Service of the Tanganyika Government while he was still in England. He endeavored to take further courses on broadcasting with the BBC London. He was among some of the earliest Tanganyikans to earn a degree in UK.
Omari returned to Tanganyika in 1953 and was posted with the Tanganyika Broadcasting Corporation. Omari worked to start the broadcasting service for schools. It was while he worked in Dar es Salaam that Omari was among a handful of highly educated Tanganyikans agitating for independence. He was among the early African elite who included John Rupia, Abdulwahid Sykes, and Mwalimu Nyerere. He often met with Mwalimu, the Sykes brothers, and others on Sundays to discuss politics. He was known to be among the people who drove Mwalimu back to Pugu after meetings.
In January 1955, he became the first African District Officer and was posted in Morogoro. He worked in Morogoro for three years before being transfered to Korogwe. The appointment as the first African District Officer placed him among the most respected Tanganyikans at the time.
The colonial govenrment appointed Omari as the first African District Commissioner in October 1958. He was transfered to Iramba as DC in January 1960. He was appointed a Member of the Most Excellent Order of the British Empire in the Queen's Birthday Honors June 1960.
Tanganyika won Self Government in May 1961. Omari was called to service in anticipation of Self Government in January 1961 and moved to the Prime Minister’s Office; he worked in the Prime Minister’s Office for two months and went to the UK for three month’s course on public administration. Omari was moved to the Office of the Australian High Commissioner in London for initial training for the future Tanganyika Foreign Service.

Chief Secretary is the Permanent Secretary of the President. In that position, he is the CEO of the Office of the President. In addition, he is the head of the Public Service and Secretary to the Cabinet of Ministers.
Duties of the Chief Secretary include:
- Advise the President on matters relating to discipline and employment in the Public Service..
- Receive and deal appropriately with reports from various committees of the Commission and the President as well as the Public Service Commission.
- Address the operational issues of TISS and PCCB.
- Provide a link between the President and the MDAs on all matters pertaining to the implementation of various issues concerning the Government and the country in general.
- Advise the President on all matters pertaining to the operation of government and the country in general.
- Undertake any work that the President shall assign.
As Cabinet Secretary
The post of Cabinet Secretary has been referred to in Article 60 of the Constitution of the United Republic of Tanzania. The Cabinet Secretary is the Chief Executive of the Cabinet of Ministers.His duties include:
- Prepare a schedule of meetings and a list of activities for each Cabinet meeting.
- Writing and keeping records of meetings of the Cabinet.
- Providing information and details of the decisions of the Council for each person or public body concerned.
- Providing information and details of the decisions of the Council for each person or public body concerned.
- Engaging Ministries and Ministers in all their activities submitted to the Cabinet or its Committees.
- Coordinate the implementation of the decisions and directives by the Cabinet the Committees.
- To perform any other functions as directed by the President from time to time.
