Govt to purchase three brand new aircrafts

Presenting the county’s One-Year(2016/17) Development Plan and the state the economy in Dodoma yesterday, Minister for Finance and Planning Dr Phillip Mpango said the government has decided to come up with a list of grand projects that will be given special attention in the new financial year that kicks off next month.

According to the minister, the government will purchase one Bombardier CS300 aircraft with the capacity to carry between 100 and 300 passengers and two Bombardier Q400 aircrafts, each with the capacity to carry between 67 and 88 passengers.

Other projects outlined in the one-year plan include construction of central railway line on Standard Gauge (SGR) from Dar es Salaam - Kigoma – Tabora to Mwanza and all its branches of Isaka-Kigali/Keza-Msongati and Kaliua –Mpanda.

The government will also improve marine transport on great lakes by purchasing a new ship to transport cargo and passengers on Lake Victoria. Other ships such as MV Victoria, MV Liemba and MV Butiama will be rehabilitated.
The government will also invest in Mchuchuma coal mine and Liganga Iron Ore projects.

The minister also said the government will throw its weight into industries that will spur economic growth such as the Soda-ash plant on Engaruka Basin in Arusha and General Tyre industry in Arusha, spearheading the performance of Small Industries Development Organisation( SIDO) in industrial parks in Mwanza, Dar es Salaam , Mbeya and Morogoro Regions.

According to Dr Mpango, the government will also throw its weight into creating favorable environment for investment and doing business in the country by investing into gas projects ( Liquified Natural Gas), communication infrastructure such as the construction of roads of Kidahwe-Nyakanazi, Masasi-Newala-Mtwara, Mbinga MbambaBay and Tabora-Ipole.
Other projects include expansion of Mtwara and Dar es Salaam Ports, construction of Bagamoyo port.

The government will also implement projects related to Information and Communication Technology (ICT). In the new development plan the government will rehabilitate infrastructure for primary and secondary schools, expand and construct universities, teachers’ colleges and technical colleges.

Some hospitals will also be rehabilitated. These include Ocean Road Cancer Institute and Kibong’oto Hospital.
Dr Mpango said in implementing majority of these grand projects under the One-Year (2016/17) Development Plan the private sector will highly be involved under Public-Private Partnership ( PPP).

The government, in 2016/17 financial year, has allocated Sh11.820 trillion, equivalent to 40 per cent of its new budget for development expenditures of which Sh8.702 trillion will be internally generated ( internal sources) while Sh3.117 trillion, equivalent to 26 per cent will be externally sourced.

Tanzania: France Pumps in 161 Billion/ - for JNIA Two Revamp

France, through its International Development Agency (AFD), has granted 65 million Euros (about 161.5bn/) as a concessional loan for the modernisation and extension of the Julius Nyerere International Airport (JNIA) Terminal II built in the 1980s.

AFD Country Representative Mr Emmanuel Baudran told the 'Daily News' in Dar es Salaam yesterday that they have already sent the draft to the government, detailing how disbursement of the loan will be done and the interest rate involved.


"Our government has already approved the funds since December 2015; but we are currently negotiating with the government of Tanzania before signing the sovereign loan. We might sign it in September or October," he hoped.

Mr Baudran said that at Tanzania's request, AFD will finance the extension of the internal hall, construction of two new wings, parking space, rearrangement of the terminal, boarding areas, commercial areas and standard equipment.

He further said the modernisation of the Terminal II was due to its impact on tourism and envisaged business developments in secondary cities. JNIA is the principal airport serving Dar es Salaam, the largest city in Tanzania.

The government embarked on an improvement programme of its ageing airports infrastructure in the mid-nineties to open up more development opportunities and spur economic growth for all areas in Tanzania.


Currently, the airport has only one terminal building for passengers, whose three lounges, departure, arrival and VIP serve 200 passengers at a time and 500,000 per annum. AFD is a recent donor in Tanzania.



It opened its office in Dar es Salaam in 2007. Since 2009, it has provided a total of over 360 million Euros in the country, mainly in the form of concessional loans. In Tanzania, in accordance with its regional strategy for 2014-2016, AFD supports projects that stimulate a sustainable growth and the reduction of poverty.

The agency works hand-in-hand with the Tanzanian government to mobilise an increasing amount of funds, sovereign and non-sovereign, in sectors where the greatest impact can be felt.

Expounding further, Mr Baudran said AFD has also approved a total of 11 million Euros concessional loan to BOA-T in form of credit line for investments in renewable energy and in energy efficiency.

The fund is part of the SUNREF regional poncessional loan for the modernisation and extension of the Julius Nyerere International Airport (JNIA) Terminal II buiRevamplt in the 1980s.

Uganda to earn 70 percent of oil revenues drilled in western region

KAMPALA Uganda (Xinhua) -- Ugandan President Yoweri Museveni has disclosed that the country will earn 70 percent of the oil revenues in the country’s western region.
Museveni said production is expected to start by 2020. He said 30,000 barrels of oil per day will be for the refinery while 170,000 barrels of oil per day will be pumped through the pipeline to the Tanzanian seaport of Tanga.

He said negotiations have already been concluded with the companies that are going to construct the refinery and the oil pipeline.

Oil companies—China National Offshore Oil Corporation, France’s Total and Britain’s Tullow Oil—are exploring for oil the western part of Uganda where over 6.5 billion barrels of oil have been so far discovered.

Museveni, who was speaking at the delivery of the National Budget for next financial year 2016/17, said the government will use its share to fund innovations by scientists, capitalize Uganda Development Bank so as to provide cheaper credit facilities to manufacturers and farmers.

He said that part of the revenue will also be used to finance infrastructure development.

Dodoma — Tanzania's economy will grow by 7.2 per cent as efforts are made to implement a raft of measures to contain inflation in 2016, the government said Wednesday.

Presenting a statement on the State of the National Economy in the National Assembly, Finance and Planning minister Dr Mpango said the inflation rate, at 5.1 per cent in April this year, will be contained to anything between five and eight per cent.

Domestic revenue collections will reach 16.9 per cent of the country's gross domestic product (GDP) during the 2016/2017 financial year as opposed to 14.8 per cent of the same during the 2015/2016 period.

The government will also seek to garner enough revenues with a goal of recording a budget to GDP ratio of 4.5 per cent, up from 4.2 per cent during the 2015/2016 financial year, while foreign reserves are earmarked to remain above four months of the import cover.



With increased revenue collections, Dr Mpango said the government would inject Sh11.8 trillion - equivalent to 40 per cent of the 2016/2017 total budget - on development expenditure as it seeks to hasten economic growth to meet a target of Tanzania becoming a middle income country (with a per capita GDP of $3,000 come the year 2025) from the current $967.

Dr Mpango told the august House the government would revive local industries, including General Tyre Factory in Arusha during the 2016/2017 financial year.

Various schools, colleges, universities and health facilities are also set for major facelift while specific measures will be directed towards improving the business climate.

Kenya’s economy registered a 5.6% growth in 2015. World Bank now projects that this growth is expected to rise to 5.9% in 2016.

“Kenya’s economic performance remains solid, with the growth rate expected to improve from 5.6 per cent in 2015 to 5.9 per cent in 2016. It is projected to rise further to six per cent in 2017,” said the World Bank during the launch of the report. The Bank also attributed good agricultural performance to the positive outlook of Kenya’s economic prospects.

The report attributed the positive outlook to low oil prices, good agricultural performance, supportive monetary policy and ongoing infrastructure investments.

The Bretton Woods institution stated that Kenya’s economic performance in 2015 had surpassed the average growth for sub-Saharan Africa countries consistently since 2009. On the downside however, the Kenyan economy remains vulnerable to risks that could moderate the growth prospects. “The risks include the possibility that investors could defer investment decisions until after the elections, that election-related expenditure could result to a cut back in infrastructure spending, and that security remains a threat, not just in Kenya, but globally,” said the Bank.

Weighing the pros and cons of investing in Kenya, the nations remains a good bet for one to invest in given the steady growth recorded for the past 5 years in comparison to it’s counterparts in the Sub- Saharan Africa.
