On the second note, we need to ask Kikwete and Tume ya Madini how come the foreign person, an investor who controls majority of our mining business will have first hand information of contents of Kamati ya Madini but out Parliament does not have a clue?
We need to ask Kikwete hard questions who employed him, is it Watanzania or Barrick and Sinclair?
Why would he Kikwete assure the Wawekezaji safety of their investment, but can not assure Watanzania safety of their natural resources and its revenue gained?

Dear Mr. Jim Sinclair,
Recently you released a public statement regarding the mining industry in the African country of Tanzania, that has touched off a justifiable outrage in the Tanzanian Cyberspace and in some segments of the Press.
You wrote that you've had "the privilege" of seeing the yet-unreleased Presidential report on the ailing, corruption-laden mining industry in Tanzania. People are wondering how a foreign investor was able to gain access to a report which has just been turned over to the President by an inquiry commission, before the real stakeholders of the country's mineral resources have had a chance to see it.
Such a blatant leak of a presidential report would have been a no-no in Canada or the US, where your businesses originate from. So, why lower the standards when dealing with small countries Mr. Sinclair? We may be regarded as, or I guess we are, insignificant, impoverished, little failing states on the edge of the universe, but we are not cadavers yet, and such flagrant disregard of our laws and honor of the Presidency is extremely disconcerting to some of us, citizens, albeit the President himself is not bothered, if he actually gave you "the privilege" of a peek at it!
And Mr. Sinclair, if the Commission or the President, whose praise you lavishly sing, had the inexplicable friendliness to show you the report before its formal release to the general public, why would you disparage the people and the Commission with your thinly veiled call to the President not to follow recommendations to fix a malfeasant industry which serves but a venal few? And if you have no problem with the report's recommendations, as you confusingly wrote, why, then, tell the President not to disturb the markets with the report's recommendations?
We just don't know who gave you the "privilege" to see this report before us, the people.
Such international, self-serving influence peddling is the type of superpower hegemony that is decried around the world. The type of paternalistic thinking that's giving America, and her Western cronies, a bad name. It provides excuses to those who cause destabilizing atrocities we are seeing around the world!
We were extremely puzzled and dismayed! Mr. Sinclair, whatever privileged information you might have from His Excellency, we ask you to refrain from discussing or distributing to the public as long as that information is not available officially to the general public. If you don't halt your public dissemination of privileged information you might have, we will consider that to be a clear and present assault to the dignity, independence and honor of the Tanzanian people and our way of life.
We will consider you not as a friend to our country and Tanzanian people but an emerging and obvious threat to our quest for equality, dignity and prosperity or us and our posterity. In our own way we will mount a PR offensive against you and the presence of your investments in Tanzania, till you apologize for this and halt your offensive actions. This we will do.

Under the option agreement, Tanzanian Royalty has granted Sloane the right to earn a beneficial interest ranging from 90 to 100% in ten prospecting licenses in the Lake Victoria greenstone belt of Tanzania. Six of these licenses comprise the 76 square kilometres Luhala Project (all 100%) while the remaining licenses constitute the 46 square kilometres Itetemia Project (all 90%) which is adjacent to Barrick's Bulyanhula gold mine.
The earn-in portion of the agreement includes prescribed annual cash payments, firm exploration expenditures and a minimum amount of diamond drilling meterage over the life of the agreement. In addition, Tanzanian Royalty will receive a sliding scale net smelter royalty for any mineral discovery that achieves commercial production

THE chief executive officer of a foreign company with vast mining interests in Tanzania, James Sinclair, has sought to assure international investors that President Jakaya Kikwete will not change existing fiscal policies in the sector despite a longstanding public outcry that the nation is not benefiting enough from mining receipts.
Sinclair, chairman and CEO of the Canadian-based Tanzanian Royalty Exploration Corporation, also states that he has already had access to the recommendations of the final report of the mining sector review committee chaired by retired judge Mark Bomani - just days after the report was actually submitted to president Kikwete himself.
Making the statements via his companys website http:www.tanrange.com www.tanrange.com), Sinclair furthermore declared that he was not worried about the future.
Bomani and other members of the committee presented the final report to president Kikwete at State House in Dar es Salaam on May 24 this year, and six days later (May 30) came Sinclairs website statement where he says in black and white:
Ive had the privilege of reviewing the (Bomani) committees recommendations - along with comments from the (Tanzania) Chamber of Mines - and have no serious issues with them. Whats important to know, however, is that the man who will make the final decision on the recommendations is the president - not the committee.
He continues: President Kikwete is an extremely knowledgeable and capable man who will do nothing to disturb the balanced fiscal policies that have produced enormous growth in Tanzanias economic base, most of it fuelled by international investors.
Sinclairs latest statement comes on the back of reports that the fourth phase government under Kikwete is gearing up towards sweeping reforms intended to ensure a win-win situation for both Tanzania as a nation and private companies operating mining projects in the country.
The Bomani committee was formed by the president himself late last year with the mandate to review all contracts currently pertaining to the sector, and advise the government accordingly. This is also interestingly stressed in Sinclairs statement, as follows:
President Jakaya Kikwete of Tanzania formed a committee last year to review the countrys Mining Law. This body has a name that describes its mission and limitations: The Presidential Committee to Review and Advise Government on Management of the Mineral Sector.
The Tanzanian Royalty Exploration boss also said he was confident the Bomani committees recommendations were focused on improving the conditions and privileges of (mining) exploration companies.
He further claims on the companys website that president Kikwete has been a close friend of his for more than 20 years now.
Tanzanian Royalty Exploration is a publicly-traded financial gold company whose stated business strategy is to acquire royalty interests in gold production from its core assets in the Lake Victoria greenstone belt (LVGB) of Tanzania, where a reported 40 million ounces of gold have been discovered since the mid-1990s.
Tanzanian Royalty ranks among the largest landholders in the LVGB - one of the most prolific goldfields in the world, the company says on its website, listing several multinational mining firms it has negotiated royalty agreements with in Tanzania, including Barrick Gold, AngloGold-Ashanti, and Northern Mining Explorations.
It is reported that by mid-2005, Tanzanian Royalty Exploration held a total of 138 prospecting licences in the Lake Victoria goldfields.
In February this year, Joseph Kahama was appointed a director of Tanzanian Royalty Exploration Corporation, after serving as senior vice-president of the corporation since July 2007.
Kahama also served as president and director of the companys wholly-owned subsidiary, Tanzania American International Development Corporation 2000 Limited (Tanzam 2000), since 1997. In his capacity as president of Tanzam 2000, Kahama was responsible for corporate administration and also for maintaining good relations with government, vendors, and the companys various business partners in Tanzania.
