1)Je unakubali kuwa ripoti ya kamati ya madini inastahili kujadiliwa bungeni kama ambavyo wananchi walio wengi wangependelea sambamba na ile ya EPA?

2)Je vipi kuhusu maslahi ya wabunge wote yawekwe wazi ili uchangiaji wao kwenye mijadala hio yenye mustakabali wa Taifa uwe wenye UHURU na wananchi waweze kuona wazi kuwa maongezi yao ama maamuzi yao humo bungeni hayaendani na interests zao bali inerests za TAIFA?

Ni muhimu sana tujuwe interests za wabunge ili ku eliminate ile impression ya conflict of interests.

Juzi tu hata mbunge Mrope tumeshajuwa kuwa na yeye FISADI.
Na Kinana naye ni vivyo hivyo.

Sasa hapa wananchi wanataka tu deal na hii issue kihivyo.

Hilo halina mjadala tena, isipokuwa kwa mujibu wa Kanuni za Bunge ni muda mwafaka ndio unatafutwa. Kanini zinahitaji Shughuli za Bajet ziishe kabla mambo mengine mathalan Hoja Binafsi, Hoja zilizowasilishwa mezani, Taarifa za Kamati nakadhalika kujadiliwa. Hivyo tegemeo wakati fulani kabla Bunge halijaahirishwa mwezi wa nane mwishoni itapatikana nafasi ya kujadiliwa Taarifa hii. Hoja yangu ilienda mbele zaidi, ya Bomani tunayo na itajadiliwa na Bunge. Vipi Ripoti ya Masha, ya Kipokola, ya Generali Mboma na kadhalika? Taarifa zao karibu zinafanana na zinatakiwa kujadiliwa kwa pomoja. Inahitaji good will ya Serikali kuziwasilisha Mezani ili ziweze kujadiliwa kwa mujibu wa Kanuni za Bunge. Hii ndiyo pressure niliyozungumzia.

ii) Kwa mujibu wa Kanuni za Bunge, kila anayetakiwa kuzungumzia hoja yeyote, lazima 'atangaze maslahi yake binafsi ikiwa ni pamoja na 'kiwango cha maslahi' hayo. Kanuni iko wazi, na ninategemea kuwa kila mbunge atakuwa mnyofu kutangaza maslahi yake. Ni kweli kuna tatizo kwani wabunge wengi wako kwenye biashara na au ni wajumbe kwenye bodi mbalimbali. Hivyo kuna uwezekano mkubwa wa kujadili bila kutangaza maslahi hayo, jambo ambalo kwa vyovyote litaathiri sana mjadala. Hivyo ninasisitiza kuwa Mbunge yeyote mwenye maslahi ni vema akatangaza mapema kwani tukigundua hakufanya hivyo tutatangaza hadharani na itakuwa 'embarassment isiyo ya lazima kama nilivyofanya mwaka jana 25 June. Nadhani nimeeleweka. Nitakuwa vijijini hivyo kuanzia kesho, hivyo sitakuwepo hewani hadi Jumatatu.Nawatakia maendelezo mema ya mjadala.

Warioba; Tusiruhusu Kashfa zitugawe

WAZIRI Mkuu Mstaafu, Jaji Joseph Warioba ameonya dhidi ya utamaduni wa kuchafuliana majina ulioibuka miongoni mwa jamii kwa kuwa utakapokomaa utasababisha wananchi kusahau mambo ya msingi na kusababisha vurugu.

Akizungumza jana ofisini kwake Oysterbay, Dar es Salaam Jaji Warioba alisema, amestushwa na utamaduni huo ambao unaonekana kukomaa kiasi cha kumgusa mtu muhimu kama rais.

"Nimeulizwa maswali mengi baada ya kutoka 'orodha ya mafisadi', nimeipata, lakini ninachoweza kusema hakuna jipya katika orodha ile, zaidi ya kupakana matope, kwani orodha ile inafanana kabisa kimtiririko tuhuma zake na orodha mbili zilizopita,"alisema.

Alisema ameona yaliyoandikwa katika ile orodha inayoitwa 'list of shame' mengine yamemstua sana, nchi ikifikia kumtaja rais ni fisadi imefika mbali, na kwamba mtu hawezi kutoa tuhuma kama hizo mpaka awe na ushahidi mzito usioacha shaka.

Alisema rais ni alama ya taifa na kwa maana hiyo mtu anapomtaja rais kuwa fisadi na kisha akaendelea kujigamba kuzungumzia juu ya hilo hatimaye ina maana hakutakuwa na uongozi wa taifa, itakuwa ni hatari.

Alitoa mfano kama tuhuma za namna hiyo zinaendelea ina maana kuwa wananchi wanaweza kukosa imani na serikali yao suala ambalo ni hatari na halitakiwi kufumbiwa macho.

"Unapomtaja rais kama fisadi unakuwa na unataka kufanya wananchi wakose imani na serikali yao suala ambalo ni hatari, wananchi watakimbilia wapi kama wanayetaka kumkimbilia naye anachafuliwa," alisema.

Hivi karibuni Mbunge wa Karatu (Chadema), Dk Willibrod Slaa, aliwataja vigogo 11 wengi wao wakiwa katika Baraza la Mawaziri la Serikali ya Awamu ya Nne kwamba ni mafisadi waliohusika na ubadhirifu wa mabilioni ya fedha za umma.

Miongoni mwa waliotajwa na Dk Slaa akishirikiana na Mwanasheria wa chama hicho, Tundu Lissu, ni makatibu wakuu wawili, mwanasheria pamoja na viongozi wengine waliokuwa katika serikali ya awamu ya tatu.

Dk Slaa aliwataja vigogo hao wiki iliyopita katika Viwanja vya Mwembeyanga, Temeke wakati akihutubia mkutano wa hadhara wa vyama vya upinzani katika mikoa 11 ya Tanzania, ikiwa ni kutimiza ahadi yake aliyoitoa mwezi uliopita katika Viwanja vya Jangwani jijini Dar es Salaam.

Akizungumzia tuhuma, Jaji Warioba alishangazwa hata Rais Mstaafu Benjamin Mkapa kutajwa katika baadhi ya ripoti wakati rekodi yake inaonyesha kuwa kafanya mengi mazuri, lakini taarifa zinazotolewa zimelenga tu kumchafua.

Kwa muelekeo ulivyo sasa alisema, inaonekana kwamba kuna njama na jitihada za makusudi za kuchafua majina na kisha kusumbua utawala uliopo kukimbizana na hoja za ufisadi wakati mambo ya msingi yakiachwa bila kutekelezwa.

Alishangaa kwamba kila kukicha viongozi wanatishia kwenda mahakamani suala ambalo linaonyesha kuwa viongozi wanatumia muda huu kujibu tuhuma badala ya kushughulikia masuala ya maendeleo ya taifa.

"Sikatai Mkapa ni binadamu anaweza kuwa na mambo yake, lakini siyo kiasi cha kufuta rekodi yake. Hivi kweli mtu unaweza kweli kufuta rekodi ya Mkapa kwa utendaji wake uliowezesha kushusha inflation ya asilimia 30 alipoingia madarakani hadi tano wakati anaondoka, kisha ukatoa tuhuma za jumla jumla tu, hivi nadhani si sawa," alisema.

Aliorodhesha miongoni mwa mambo yaliyofanywa na Rais Mkapa ikiwa ni pamoja na kuboresha huduma za afya, elimu, uchumi miundombinu na vitu vingine.

Kwa mtazamo wake alisema kuwa, baada ya uchaguzi mambo ya msingi ambayo sasa yangekuwa yakishughulikiwa ni pamoja na uboreshaji wa kilimo, kukabiliana na tatizo la bei za umeme kuwa juu, mfumuko wa bei na vinginevyo, lakini badala ya kushughulika na hayo, suala lililowekwa mbele ni kuchunguza dosari za viongozi.

Hata hivyo aliitaka jamii kutoacha kupambana na viongozi wala rushwa iwapo kunakuwapo ushahidi wa msingi na uthibitisho usioacha shaka, lakini jamii hiyo hiyo isitumie mwanya huo kujineemesha kisiasa.

"Sisemi kwamba viongozi wala rushwa wasiandamwe la hasha, waandameni iwapo mna ushahidi wa kutosha na msiishie kuwataja tu songeni mbele zaidi kuhakikisha haki inatendeka," alisema.

Pia alisema ni muhimu vyombo vya habari na jamii vikasisitiza katika kuwapo utawala bora, lakini si kwa kiwango cha kusahau vipaumbele vingine katika jamii.

Alisema inavyoonekana kama kuna jitihada za makusudi za kuchengesha mambo ya msingi kwa jamii yasishughulikiwe, ili suala liwe ni moja tu kukimbizana na tuhuma ambazo zinatolewa na kisha kutofuatiliwa.

Hali hii anasema Warioba kuwa huenda ikasababisha muda si mrefu masuala yaliyolisumbua taifa kipindi kilichopita yakarudia tena kusumbua, sababu mwelekeo unaonekana ni kukimbizana na kujibu tuhuma.

"Wiki chache zilizopita nilikuwa Mara kwa shughuli za uchaguzi, nikasikia kwenye vyombo vya habari Mungai analalamika watu wanampaka matope eti mara wanamwita si raia, inashangaza sana, hivi kweli mtu kama Mungai anaweza kuhojiwa vitu vya ajabu kama hivi, tunakokwenda siko," alisema.

Aliwachekesha waandishi wa habari pale alipojibu swali aliloulizwa na mmoja wa waandishi wa habari aliyetaka kujua kama alitumwa kutoa taarifa hiyo akajibu : "Sikutumwa na mtu, simo katika siasa, wala serikali mimi ni mtu huru hakuna mtu aliyenituma, nasema ninachokiamini."

Kambi ya upinzani wafurahia waziri kuitosa serikali bungeni

KATIBU Mkuu wa Chama cha Demokrasia na Maendeleo (Chadema), Dk Willibrod Slaa amesema kuwa, kauli ya Waziri wa Mambo ya Ndani ya Nchi, Lawrence Masha kwamba, Kampuni ya Deep Green Finance ilifunguliwa na kufungwa kwa agizo la serikali, imefungua ukurasa mpya wa mjadala wa ufisadi nchini.

Akizungumza na gazeti hili jana, Dk Slaa alisema, kauli hiyo imeondoa utata kuhusu mmiliki wa kampuni hiyo kwa kuwa imeeleza wazi kuwa, serikali ndiyo iliyohusika kuchota mabilioni ya fedha za wananchi kupitia akaunti hiyo ya Deep Green Finance.

Alisema, anamshukuru Waziri Masha kwa ujasiri wake wa kuitosa serikali na kusema ukweli, jambo ambalo litamsaidia (Dk Slaa) kutafuta mbinu mpya za kukabiliana na wizi huo unaochangia umaskini wa Mtanzania.

"Sisi tumeipokea kauli hiyo vizuri na tumemshukuru Waziri Masha kwa kuitosa serikali na kutuonyesha mlango sahihi wa suala hilo ambao hatukuujua," alisema Dk Slaa.

Alisema, Chadema haina shaka kwamba kauli hiyo ni sahihi, kwani haijakanushwa na serikali na hivyo kuichukulia kwa uzito unaostahili katika harakati zake za kutaka fedha hizo zirejeshwe.

"Kimsingi, sina shaka kwamba kauli hiyo ni sahihi, kwani haijakanushwa wala kutolewa ufafanuzi mwingine, hivyo nitaichukua kama ilivyo ili inisaidie katika vita vyangu dhidi ya mafisadi," alisema.

Alisema, kauli hiyo imemwonyesha adui halisi katika mapambano dhidi ya ufisadi na hivyo kurahisisha mapambano hayo kwa kiasi kikubwa, tofauti na zamani ambapo kazi ilikuwa ngumu kutokana na kutomjua mhusika halisi wa suala hilo.

Wiki iliyopita, baada ya kubanwa na wapigakura wake, Waziri wa Mambo ya Ndani ya Nchi, Lawrence Masha, alisema kampuni yake ya Uwakili wa Immma Advocate, iliifungua na baadaye kuifunga Kampuni ya Deep Green Finance kwa agizo la serikali.

Katika mkutano wa hadhara uliofanyika katika eneo la Sokoni, Butimba nje kidogo ya Jiji la Mwanza, wapigakura hao walimtaka Masha ambaye ni mbunge wao, kueleza sababu zilizomfanya akubali kuisajili Kampuni ya Deep Green Finance Company, ambayo inadaiwa kuchota mabilioni ya shilingi kutoka Benki Kuu ya Tanzania (BoT), kinyemela na baada ya kutekeleza ufisadi huo kuifunga ghafla.

Mmoja wa waliohudhuria mkutano huo, Peter Charles, mkazi wa Kata ya Butimba wilayani Nyamagana, alitaka kujua endapo Waziri Masha ni mmoja wa wamiliki wa Kampuni ya uwakili ya Immma, ambayo imetoa jaji kwenye serikali ya awamu ya nne.

Baada ya Waziri Masha kukubali, mwananchi huyo alimtaka waziri amhakikishie kwamba ni msafi na kwamba hahusiki na wezi wa mabilioni ya fedha za BoT wakati kampuni aliyoifungua imetajwa kuhusika na upotevu wa fedha hizo za EPA.

"Nashukuru kwa kuuliza swali hilo katika wilaya hii, ingawa swali umelipamba sana, lakini najua umelipata katika vigazeti, mimi ni Mkurugenzi wa Immma, lakini kwa sasa nipo likizo bila malipo, nalipwa posho na Immma. Kuhusu ujaji wa Mheshimiwa Mujulizi, yeye ameteuliwa na rais kutokana na taaluma yake ya sheria.

Ni kweli kampuni yangu ilisajili Deep Green na tukaifunga kwa maelekezo ya serikali. Immma haikuchota mabilioni, naomba ieleweke. Na hili, sijawahi kuficha ni kweli. Kampuni hiyo ya Deep Green baada ya kusajiliwa, ilifungwa kwa maagizo ya serikali ya Jamhuri ya Muungano," alisema Masha katika majibu yake.

Kampuni ya Deep Green Finance Co. Ltd ilianzishwa Machi 18, 2004 na kwa kipindi cha miezi minne, kati ya Agosti 1 na Desemba 1, 2005 inadaiwa kupokea jumla ya Sh 10,484,005,815.39 kutoka BoT. ??Kipindi hicho kilikuwa cha mchakato au kampeni za Uchaguzi Mkuu uliofanyika Desemba 14, 2005 na kwamba kuanzia Desemba 11 mwaka huo, hakuna fedha iliyoingizwa katika akaunti ya kampuni hiyo hadi Februari 27, 2007 ilipovunjwa kwa hiari ya wanahisa wake. ?

Wakurugenzi wake (majina tunayo), ambao wanadai kupokea fedha hizo katika mazingira ya kutatanisha mmoja ni kutoka New Zealand na wawili ni kutoka Afrika Kusini. ?

Wakurugenzi hao wote ni wakazi wa Afrika Kusini na ni maofisa au wafanyakazi wa Nedbank Ltd ya Afrika Kusini. ?

Kwa mujibu wa Wakala wa Usajili wa Biashara na Leseni (BRELA), wanahisa wa awali wa kampuni hiyo, walikuwa ni mawakili wawili Watanzania ambao pia ni mawakili wa Kampuni ya Tangold ambayo nayo imo kwenye orodha ya wanaotajwa kuchota fedha BoT. ?

Taarifa za kibenki zinaonyesha kwamba, Mei 1, 2004, Deep Green Finance ilifungua akaunti Na. 011103024840 katika tawi la Corporate la Benki ya Taifa ya Biashara (NBC), Dar es Salaam. ?

Siku ya ufunguzi wa akaunti hiyo ilikuwa Siku Kuu ya Wafanyakazi (Mei Mosi) na ilikuwa mapumziko na kwamba, kampuni hiyo iliruhusiwa kufungua akaunti bila kuingiza wala kutoa fedha kwa zaidi ya mwaka mmoja, kuanzia Mei Mosi, 2004 hadi Julai 31, 2005. ?

Kampuni hiyo haikuwepo kwenye orodha ya taasisi za kifedha iliyotolewa na Benki Kuu Agosti 21, 2007 ili kuonyesha kwamba imesajiliwa. ?

Kampuni nyingine ya Tangold, kama ilivyo kuwa kwa kampuni ya Deep Green Finance ilifunguliwa siku ya Sikukuu ya Mwaka Mpya ambayo ilikuwa mapumziko, Januari Mosi, 2003 kwa akaunti Na. 011103024852 NBC tawi la Corporate.

Class Is in Session...

Over the past five years, the number of lobbyists in Washington has doubled to nearly 35,000; the yearly amount spent on lobbying has increased by nearly a billion dollars to $2.3 billion; and today more than 230 former congressmen, now lobbyists, continue walk the halls of the Hill, attempting to influence the way current congressmen vote. Is there too much lobbying going on? What happens to democracy when so much money and effort are poured into selling the agendas of special interests to our elected officials?
"Congress has always had, and always will have, lobbyists and lobbying," says former Senate Majority Leader Robert Byrd. "We could not adequately consider our workload without them." But he also stresses the need for vigilance. "The history of this institution demonstrates the need for eternal vigilance to ensure that lobbyists do not abuse their role, that lobbying is carried on publicly with full publicity, and that the interests of all citizens are heard without giving special ear to the best organized and most lavishly funded."
To be clear, not all lobbyists represent big business, not all of them are Abramoff-style operator and not all of them toe the line between legality and criminal corruption. In fact, most lobbyists are respectable folks legitimately conveying the interests of organized groups to those whose actions and votes have an effect on the way we live in America. They may represent churches, universities, charities, senior citizens groups or environmental concerns, or they may represent Enron or the Northern Mariana Islands. Basically, a lobbyist's job is to persuade lawmakers to view an issue in their clients' interest and will urge them to vote in a way that benefits their clients, whether that means more federal research contracts for a college in a congressman's district, more affordable drug prescriptions for the elderly or bigger tax loopholes for corporations.
For years, the reality has been that people must organize in order to have their voices heard in politics. From the very early days of Congress, citizens have joined together in order to lobby with greater efficacy: The representatives of shipwrights lobbied lawmakers on the effects of tariffs; merchants' lobbyists pushed for an end to the tax on molasses; federal clerks requested an increase in pay; military officers sought reimbursement for personal funds expended during the Revolution. In short, individuals with common interests banded together and selected someone to plead their case before Congress, the White House or any other body that had the power to influence the situation. Bill Moyers talked with Thomas Frank, author of WHAT'S THE MATTER WITH KANSAS: HOW CONSERVATIVES WON THE HEART OF AMERICA and Norman Ornstein of the conservative American Enterprise Institute and long-time Washington observer about the particular problems exhibited by the Abramoff scandal, and the general problems that perplex a political and campaign system that runs on money — a great deal of money. Ornstein is particuarly troubled by the "earmarking" process in which representatives can use a legislative manuever, without great oversight, to steer federal appropraitions monies to pet projects...and possibly to campaign contributors. By law, all registered lobbyists working on the Hill are required to publicly disclose which issues and bills they have worked on-in recent years, less than half of lobbyists have filed their disclosure forms in a timely manner, if at all. Increased scrutiny by both the public and oversight agencies could help the situation — especially in the age of the Internet. Watchdog groups fault the House for lagging behind the Senate. which maintains a broadly searchable database of electronic images of lobbying forms. Big Money and Big Problems

There is no doubt: Lobbying is big business and it's growing. And choosing the right lobbyist can be very lucrative. For a relatively small investment in a lobbying campaign, corporations can receive a gargantuan return. THE WASHINGTON POST reported that one lobbying firm, the Carmen Group, calculated that for every $1 million its clients spend on its services, it delivers, on average, $100 million in government benefits.
Lobbyists and their firms contribute heaps of cash to political campaigns, attend or host fundraisers and even act as fundraisers and campaign treasurers themselves. According to the Center for Public Integrity, since 1998, nearly 80 members of Congress have tapped congressional lobbyists to serve as treasurers of their campaign committees and as leaders of their political action committees. Says Common Cause, "lobbyists raise campaign funds because they want to become indispensable to people in power, knowing that the service they perform will be rewarded by the access and influence they gain."
The following figures give a good idea of just how interlocking the worlds of politics and lobbying are:
232 former members of Congress are now registered lobbyists.
Nearly 40 members of Congress retain lobbyists as treasurers of their re-election campaigns or political action committees.
12 former registered lobbyists have been hired to work in various offices of the White House, sometimes formulating public policy about the various issues they once lobbied.
More than 1,300 registered lobbyists have personally given more than 1.8 million to George Bush over the last six years

The Revolving Door
Another issue of concern is the number of congressional staffers, executive staffers and former members of Congress taking highly lucrative jobs as lobbyists. According to a study by Public Citizen, 43 percent of eligible members of Congress who left office since 1998 have become lobbyists. During that same period, 273 former White House staffers also registered as lobbyists. While some see this as a logical move into a position where they can best apply their skills, it also raises concerns that tenure in Congress is just a stepping-stone toward a highly paid job as a lobbyist. In convincing Rep. Robert W. Ney not to run for re-election, House Majority Leader John A. Boehner (R-Ohio) reportedly told Ney that if he lost his House seat for the party, he could not expect a lucrative career on K Street-the avenue of the lobbyists.
Even though there is a one-year moratorium on taking a job as a lobbyist, members of Congress and staff often bypass the moratorium by joining lobbying firms as advisors and not registered lobbyists. Common Cause has called for an increase in the moratorium from one year to two years, and to expand the definition of lobbying. The plea agreements of both Congressman Bob Ney and his former Chief of Staff Neil Volz cite violations of the one-year waiting period. [Read the report and the Ney plea agreement (PDF).]
While "Capitol Crimes" looked primarily at the abuses perpetrated by Jack Abramoff, there have been at least half a dozen other politicians and lobbyists tainted by lobbying scandals this year alone. And with the large pot of lobby money, the growing cost of campaigns, the and lawmakers willing to trade favors for funding, it seems likely that-barring a major ethics overhaul-this kind of behavior will continue.
