Business plan wala strategy. Tutawalaumu akina BWM na JK bila sababu lakini tusisahau kuwa kwa miaka 15 iliyopita kumetokea mabadiliko makubwa ya biashara ya anga. Hali iliyopelekea mashirika mengi ya ndege ya kitaifa kufilisika yakiwa na madeni makubwa. Nchi za Zambia, Malawi, Zimbabwe, Uganda nk zote zilifunga mashirika yake kutokana na ushindani wa Mashirika ya nchi za ghuba. Ni Ethiopia, Kenya na South Africa ndiyo wamekuwa wakitamba kwenye bara zima la Africa ingawa nao Kenya na South Africa wamekuwa wakiendesha kwa hasara.

Kama Jiwe angekuwa anashaurika angepaswa kufuata ushauri wa wataaalamu katika ufufuaji wa ATCL ambao ungekuwa guided na Businness plan. Mwandishi Peter Drucker alisema "If you don't know where you are going, any road will get you there". Kufufua ATCL bila business plan ni sawa na kuanza safari bila kujuwa unakwenda wapi. Hivyo njia yeyote itakufaa. Na hapo pa kudaiwa mara na mkulima Hermanus Steyn, Kampuni ya Ujenzi wa Barbara na sasa Kampuni ya Willis ya Lebanon ni kiashiria kuwa hatukuwa na Business plan. Yaani tunakwenda kwa ashiki tu ya mtu mmoja.

Katika Business plan lazima kungekuwa na chapter inayoonyesha kitu kinaitwa SWOT (Strengths, Weaknesses, Opportunities and Threats). Vilevile kungekuwa na chapter ya RISK framework ambayo ingeainisha madeni tunayodaiwa na namna yanavyoweza sababisha ndege zetu kukamatwa.

Mwishowe Businnes plan ingeonyesha madeni yaliyopo na namna ya kuyalipa na pengine ingetengeneza utaratibu wa kuyalipa na kukubaliana na wadai.

Tusilaumiane kuhusu tawala zilizopita kwa kuwa ATCL ni business entity na vilevile iko na kitu kinaitwa "on going concern ". Na mwendo huu wa Jiwe kufanya maamuzi makubwa kwa kutegemea akili yake ndogo tujiandae kupata shida kwenye miradi yote mingine aliyo lazimisha bila kufuata ushauri. Hii ni pamoja na SGR na Stiglers Gorge.

You don't expect a criminal cartel to be made of patriots, but if you rise to be president you should be a smidgeon of it, in the least. Shockingly, Kikwete never was any.
On this issue, President Kikwete should be blamed only for appointing a weak Minister to head a very problematic Ministry.
