Interesting lakini usisahau kuwa Tanzania used to be governed by the Establishment, a network of people who knew each other (often through family) and largely shared the same social background, education and values. These values were pre-eminently colonial: their best qualities were public service and incorruptibility, their worst were amateurism and snobbery. Their values were very strongly enforced - the former PM bwana SOKOINE who rejected them, was left to dry at the Establishment's behest na hilo halna ubishi hata kidogo.
Pua tunajua kuwa for about a 30 years tangu tupate uhuru this Establishment and its values dominated the governance of Tanzania through its grip on its major institutions, the home and overseas civil service, the armed forces, the judiciary and the Dar es salaam city (before deregulation). They were buttressed by the Nyerere's presidency, the churches, and most of the state owned media.
Although they dominated the political system, they regarded politics as a duty, rather than a career: indeed kila mmoja wetu anajua kuwa for most of the twentieth century it was almost impossible to make a living out of politics alone. People went into politics to represent their class or their locality, and they kept strong personal links with the interests in civil society which they represented....they are many the Mwinyi's, The SYKES,the KARUMES, the MALECELAS and so on...so its not January's fault to be born a Makamba and i am sure January is a million times better than Salva and the other mediocre bunch ambao wako pale lakini wanachokifanya hakieleweki.

At least January had some guts. Hell, to me January thinks like Leo Mc Garry, decides like Sam Seaborne,acts like Tobby Ziegler,sharp as Will Bailey and could probably hoop like Charlie Young and actually fits well with Jakaya Kikwete as his chief of staff.

Rev,
The following will be my priorities:
1. I will equip the government Auditor's office with professional staff and make it an independent, efficient and effective institution to ensure the accountability of all government Ministries, departments and parastatals.
2. All Ministries and government parastatals will produce quarterly reports of all resources allocated to it and how it was spent. These will be public documents accessible to all Tanzanians.
3. All government employees will be paid a "living wage" so that no member of the civil service is forced to engage in corruption to meet his or her basic needs.
4. Through new legislation, the PCB will be given the necessary teeth to fight corruption. Its independence and prosecutorial powers will be
enhanced.
5. The legal system and judiciary will be strengthened and improved to complement the efforts of the PCB.
6. The BOT and the Ministry of Finance will embark on recruitment and retention of highly skilled individuals. This team will be responsible for implementing my agenda for financial management, an agenda that will prioritize the development of a tax base, wise use of donor and loaned funds, and responsible financial management.
7. The current system of governance is too centralized. To give people more say in governance and control of the countrys resources, local governments will be strengthened. The tax regime will be overhauled to allow local governments to keep a sizeable tax base. Particular functions of government (up to secondary education, public safety, health, etc.) should be performed by the lowest level of government consistent with effectiveness and efficiency. This is crucial in the consolidation of democracy and accountability.
8. Human rights are enshrined in our Constitution, but my government will transform these promises from aspirational, abstract values into the fundamental building blocks of law, order and social harmony.
Among my first actions upon assuming office will be to take another look at those notorious "40 laws" mentioned in Nyalali Commission with the intention of getting rid of them.
9. The judiciary will be empowered to ensure its independence and accessibility to the entire citizenry.
10. The prison system and the entire criminal penal code will be reviewed to ensure humane treatment of inmates and explore alternatives to incarcerations.
11. I will transform a culture of patronage into a culture of merit. All appointments to cabinet and government posts will be based on merit, drawing not just from my party's members but also from non-politicized Tanzanians.
12. My government will launch aggressive measures to promote economic and social development in the rural areas based on viable incentives for rural people. I will embark on development strategies that will emphasize the sustainibility of rural livelihoods and prevent - and reverse - rapid urbanisation that we are experiencing now.
13. I will promote foreign investments, of course. However, in contrast to other African countries with foreign investment-led development strategies, my government will be careful to ensure that Tanzania's development is rooted in indigenous business and benefits ordinary Tanzanians.
....Rev, I could go on, I have left so much stuff: education, health, infrastructure, foreign policy, etc. I just realise why politicians have so much to say!

January is my friend, however, I will provide a neutral testimony on whether he is the man for 2015.
1. I do not believe by 2015, January will meet the 40 qualification to be a president of URT.
2. January is raw talent and bright, however he needs polishing and gain experience and that is why in 2004, I declared that between 2020 or 2025, I will be ready to work with either him or John Mnyika for URT presidential campaign. January has made progress as he grows, however he will need to have a proven track record of both sucessful leadership and management, before he can toss his name into Presidential candidacy.
3. To be sucessful leader you need to have massive talents to motivate people, gain followers and management skills that will ensure effective leadership. It is not about certificates, language skills or ability to break down data. What Tanzania need is a dynamic Leader/Manager who is not only visionary, but highly efficient, motivator, accountable and a hard worker. January can become one if given chance, and is many of level heads in here at JF.
4. A succesful leader has to be open minded to hear opposing and challenging views. He/She has to be able to embrace difference of opinion, accept different idea and handle criticism well, whether is constructive criticism or simply ridicule! A leader has to accept feedback, positive or negative. This is an area not only January needs to improve, but majority of us, we The Tanzanians here at JF and even in our leadership circles.
5. January has garner a vast exposure of our country, working with Kikwete during campaign 2005 and several assignments that he was assigned to handle or facilitate. This gives him an upper hand, in shaping his vision and planning for a future development of Tanzania as long as he kept a journal of his Tanzania expedition.
I will quote January on a question I posed to him in 2003 and here is his response

There has never been the right person, Mkapa was supposed to be the right President, and so is Kikwete, however... we are spending quality time lamenting about their lack of dynamisim and efficiency as leaders.
We call Kikwete (I have called him) inneptitude, others are calling him a national treasury spender, and Mkapa is infamously known as Fisadi!
I believe by 2020 or 2025, January could be one of credible candidate for Urais, if that is what he is aspiring to do!
