Any country can have a bullet train, the issues is justification of having one. Some places were they have those trains companies are making loses. It doesn't mean that will stop any country or counties (because those kind of projects you need more than one country to cut cost and to make those trains meaningful). Look at Euro Star a UK France project. Or a TGV a French and others European project. But without a justification or cost sufficient this will remain as a pie in the sky.
