Frannie Léautier is a Tanzanian civil engineer, academic, and international finance and development consultant. She leads and helps organizations in the private, public, and not-for-profit spheres thrive in advanced and emerging economies. Léautier was admitted to the University of Dar es Salaam, graduating in 1984 with a Bachelor of Science (B.Sc.) in Civil Engineering. Dr. Frannie Léautier is an African finance and development expert, with long-standing global experience leading and transforming organizations in the private, public and not-for-profit spheres. Prior to joining TDB, she served as Senior Vice President at the African Development Bank, Vice President at the World Bank Group, and Executive Secretary of the African Capacity Building Foundation. In addition to having founded two companies, Dr. Léautier is a board member, trustee, special advisor, and member of a number of international and regional organisations including the World Economic Forum, UN Foundation, Southbridge Group, OCP Group, Orca Explorations, African Risk Capacity (ARC), African Economic Research Consortium (AERC), and Institute for Security Studies (IIS). She previously served on the boards of the King Baudouin Foundation USA (KBFUS), Nelson Mandela Institute for Science and Technology (NM-AIST), and Uongozi Institute among others. Likewise, she is a well-recognised author and academic, having published numerous books, articles and papers in finance, economics and international development. Dr. Léautier has taught graduate-level courses at Sciences Po Paris, MIT, Harvard, Duke, and the University of Tokyo. Dr. Léautier holds a degree in Civil Engineering from Dar es Salaam University and a PhD in Infrastructure Systems from MIT.
