Mkurugenzi mkuu wa NSSF, Godius Kahyayara amesema mradi huo umeshatekelezwa katika awamu mbili
Dar es salaam. Mvutano wa hisa kati ya Shirika la Hifadhi ya Jamii (NSSF) na kampuni ya Azimio, umeelezwa kuwa chanzo cha kuchelewa kwa mradi wa nyumba zaidi 7,000 zilizopo eneo la Dege Beach Kigamboni jijini Dar es salaam.
Hayo yalibainika leo Januari 20, 2018 katika ziara iliyofanywa na Kamati ya Bunge ya Hesabu za Serikali (PAC) katika eneo la mradi.
Awali Mkurugenzi mkuu wa NSSF, Godius Kahyayara amesema mradi huo umeshatekelezwa katika awamu mbili ambapo nyumba 3,750 zimeshakamilika kati ya nyumba 7,160 za mradi mzima.
Amesema kwa mujibu wa mkataba huo, kampuni ya Azimio iliyotoa ardhi ya hekta 300 inamiliki hisa 55% huku NSSF iliyowekeza zaidi ya Dola 500 ikimiliki hisa asilimia 45.
Amesema mradi huo utakaogharimu dola za 544 za Marekani ulitarajiwa kukamilika mwisho wa mwaka huu lakini haitawezekana kutokana na dosari za mkataba.
Baadhi ya wajumbe wa PAC wamehoji sababu ya Mkurugenzi wa kampuni ya Azimio kutoonekana kila anapotafutwa.
Mbunge wa viti maalum (CCM), Shaly Raymond amesema kuchelewa kwa mradi huo kutapandisha gharama kutoka Dola 544 milioni hadi zaidi ya 700 na kuhoji nani atakayelipa.
"Angalia hiyo meza kuu, mwekezaji hayupo wewe Mkurugenzi umekuja peke yako, wenzako wako wapi?" alihoji Shaly.
Naye mbunge wa viti maalum (CCM), Felister Bura amesema kama Azimio hataki kuonyesha ushirikiano, atafutwe mwekezaji mwingine."Tulipozungumza na mwekezaji huyu alikubali kupunguza hisa zake kwa sababu amewekeza kidogo. Kama anasumbua NSSF waangalie namna ya kupata mwekezaji mwingine,” amesema.
Akijibu hoja za wabunge hao, Profesa Kahyarara amekiri i kucheleweshwa kwa mradi, kwamba bado wanajadiliana na kampuni ya Azimio.
Alimtetea mwekezaji huyo akisema amekuwa na safari nyingi nje ya nchi na kwamba atakuwepo kwenye kikao cha January 26 ambapo mambo yote yatajadiliwa na kutolewa uamuzi.

Dar es Salaam. A dispute over shares between the National Social Security Fund (NSSF) and Tanzania Azimio Construction Co. over the real estate project in Kigamboni has cited as the major cause for delay in implementation of a 7,160-house project at Dege Beach in Kigamboni District.
This was revealed after the Parliamentary Public Accounts Committee (PAC) members yesterday toured the project to inspect its progress.
The contract between the two entities shows that, the Tanzania Azimio Construction Co., which provided 300 hectares for project, owns 55 per cent of the shares while NSSF which has invested over $500 million owns 45 per cent of shares.
However, NSSF director-general Godius Kahyarara revealed that at least 3,750 houses were already constructed as part of the project.
He revealed that the project, whose investment cost was around $544 million, would not have been completed come end of 2018 as it was expected due several inconsistencies.
For her part, Special Seats MP and member of PAC, Ms Shaly Raymond (Kilimanjaro Region) observed that the delay of the project would cause an increasing of investment cost from $500 to $700 million, wondering who would be responsible in footing the difference.
In the same vein, the PAC members wanted to know the reason why the investor was not present during the meeting, this comes after, the director of the Tanzania Azimio Construction Co. did not attend the meeting.
“See! The investor is not here,” adding, “can you tell us where are the other officers?” Ms Raymond questioned NSSF director-general Prof Kahyarara during the meeting.
