SomaliaReport: Al-Shabaab Fighters on the Run
Fighters Spotted Fleeing to Yemen
Somalia Report has learned that at least 10 rented skiffs have left from Qandala region in the semi-autonomous region of Puntland, heading westward along the coast with the expected destination of an al-Qaeda held port in Yemen. Qandala is a popular transit point for human smugglers and a minor pirate base of operations.
The skiffs were reported to be have been refueled in Hafun, after which they continued their course north and then westwards along the tip of Somalia.
Local elders in Qandala believe the approximately 80 fighters to be enroute to Mulaax Beyle near Xiss in Sanaag, on the coast of the breakaway region of Somaliland. This would put the fleeing fighters a step away from their expected final destination of Zinjabar, Yemen, a port partially held by al-Qaeda militants.
Although it is yet unknown whether pirate networks in Qandala provided the militants with fuel or other supplies, it would be the first proven instance of a pirate organization giving direct support to terrorist elements.
Somalia Report received reports that al-Shabaab and al-Qaeda fighters had left the southern port of Marka earlier this week in just over a dozen small boats, sailing northwards along the coast. Although local skiffs can easily be fueled to transit the Gulf of Aden, the voyage would necessitate stopping to purchase fuel from local communities, where it would be difficult to disguise the identities of the passengers.
Under Pressure
Al-Shabaab is under significant pressure by Kenyan Defence Forces (KDF), Ethiopian, Ahlu Sunnah wal Jamaa (ASWJ), African Union peacekeepers (AMISOM), and Transitional Federal Government (TFG) troops, which have formed a loose semicircle arcing from Burgabo to Jowhar, a noose that is rapidly tightening. Resupply flights into the south and seaborne supplies into Kismayo have been blockaded by the KDF and tracked by foreign support elements that include US and French intelligence, as well as offshore navies.
An unknown number of wives and children of al-Shabaab fighters are making their own way northward by minibus, fleeing through Jowhar with an expected end destination of Odweyne in Toghdeer, in southern Somaliland. The 80 militants' westward movement to Somaliland may mean they either seek to link up with Shiekh Mohamed Saeed Atam's al-Shabaab-affiliated forces in Galgala, or, alternatively, join up with their families.
Although al-Shabaab media and social media releases have touted the group's recent retreats as “strategic withdrawals,” there is no evidence that the strategy has resulted in appreciable gains, territorial or otherwise, against the combined TFG-allied forces. Although most attention has been paid to the fighting and terrorist attacks in the south, al-Shabaab has been busy strengthening its networks in the north, as evidenced by the dramatic increase in Improvised Explosive Device (IED) and other attacks against Puntland government targets in recent months.
Additionally, pirate groups have been under pressure due to their continuing difficulties to seize vessels at sea, a product of the increased use of armed security guards. While there is no proof that the boatmen ferrying the insurgents are directly linked to known pirate groups, an al-Shabaab-pirate connection would undoubtedly result in significant regional counter-terrorism resources and funding being redirected to target pirate organizations.
Al-Qaeda’s New Safe Haven
Yemen’s Abyan province and the town of Zinjabar were taken over by Islamic elements in May, and recaptured in September by Yemen’s 25th “Mika,” or Mechanized Brigade, which has been battling al-Qaeda element in the northern part of the town. The city is still hotly contested, with government forces continuing to struggle with the group of approximately 300 fighters known as Ansar al Sharia, which is comprised of Arabs who have fought in Afghanistan, as well as foreign nationals.
Zinjibar is the second city in Yemen that al-Qaeda fighters have occupied. The insurgent group al-Qaeda in the Arabian Peninsula (AQAP), made up of elements from Lawder and Modia, took over the city of Jaar in March. AQAP released "Communiqué Number 1" on March 29, 2011, declaring the area an Islamic Emirate and imposing a strict interpretation of sharia law.
These developments echo the May 30, 2007 incident in which, under pressure from Ethiopian and US Special Operations, a dozen fleeing Islamic and al-Qaeda fighters (including US Embassy bomber Fazul Abdullah Mohammed), fled from southern Somalia to Bargal in two fishing skiffs. They were pursued on June 1 by the destroyer USS Chafee, which shelled a seaward escarpment as the militants attempted to find refuge in nearby caves.

NAIROBI, Kenya, Jan 8 – Private security companies announced Sunday that they had intelligence that Al Shabaab elements are planning to steal their uniforms to pose as guards with intention of committing terrorist attacks.

A statement from the Kenya Security Industry Association (KSIA) said police had warned them to be vigilant to avoid a situation where Al Shabaab can access their uniforms.

“The Kenya Security Industry Association (KSIA) has received credible intelligence from the disciplined forces that the Al-Shabaab terror group plans to mobilize its militants to steal uniforms of private security companies and pose as private security guards, with the express intention of carrying out terrorist acts,” KSIA Chairman Tony Sahni said. He said they have taken adequate measures but cautioned the public to cooperate with private guards at designated security check points.

“With this in mind, we would like to caution members of the public to be vigilant and exercise patience especially when asked to undergo security checks,” Sahni said.

He added that KSIA “is working closely with the regular police and the counter-terrorism police to mitigate this threat; this includes regular intelligence: sharing and counter-terrorism training of security guards.” He revealed his association had undertaken a raft of measures which include proper vetting all their security guards.

Last week, Nairobi police warned of renewed terror attacks from Al Qaeda network which it said was working closely with Al Shabaab to plan atrocities in the capital. Provincial Police Chief (PPO) for Nairobi Anthony Kibuchi said security had been stepped up and appealed to city residents to be extra vigilant and take security measures seriously, regardless of their status in society.

“We have received a new threat from Al Shabaab that the most notorious terror group Al Qaeda has joined and has threatened to carry out terror activities,” the PPO said last week.

Terror alert as Al -Qaeda pair enters Kenya

Two most wanted Al-Qaeda terror suspects have entered the country, sparking a state of high alert within security agencies.

The suspects, who are also said to be linked to Al-Shabaab, the Somalia rebel group, are among five on the US Federal Bureau of Investigations (FBI) most-wanted list.


They are planning terror attacks in Nairobi and other major towns, according to intelligence reports.


The five on the FBI list have been identified as Jehad Serwan Mostafa, Ahmed Mohammed Hamad Ali, Anas Al-Liby, Abdallah Ahmed Abdullah and Saif Al-Adel.It could not be established which two are in Kenya.


But their presence is said to be the reason the British government on Saturday warned about a possible terror attack in Nairobi.

Former U.S. Army Soldier Charged With Trying to Provide Material Support to Terror Group Al-Shabaab

GREENBELT, Md. – A former U.S. Army soldier has been charged with attempting to provide material support to terror group al Shabaab, the Department of Justice announced Monday.

Craig Benedict Baxam was arrested Friday upon return to his home state of Maryland after he was captured in Africa during an alleged attempt to reach Somalia, where the terror group is based.

Baxam, 24, joined the Army in 2007 and served in Baghdad and Korea. During his enlistment, he completed eight months of advanced intelligence and cryptology training, the Justice Department said in a press release.

According to court papers, Baxam secretly converted to Islam days before leaving the Army, one month ahead of completing his deployment in Korea. He returned to Maryland in July 2011 and reportedly sought to move to Somalia to join al Shabaab.

Baxam allegedly flew to Kenya using money from his retirement savings account, and carried several hundred dollars in cash to give al Shabaab as an offering after crossing the border into Somalia, the Justice Department said.

"The complaint alleges that Craig Baxam intended to travel to Somalia and join the terrorist organization Al-Shabaab,"
U.S. Attorney Rod J. Rosenstein said in a statement. "Mr. Baxam was caught in Kenya before he reached Somalia, and there is no allegation that anyone assisted him."

He was arrested by Kenyan police for attempting to travel to Somalia to join the terror group as he was traveling on a bus near Mombasa. He was held at the Kenyan Anti-Terrorism Police Unit and questioned by the FBI, officials said.

Baxam is scheduled to appear in federal court in Maryland Monday. He faces a maximum of 15 years in prison if convicted.

Gov't to bolsters security with Somalia border

The government has bolstered security on the 210 kilometres stretch border between the country and Somalia in Wajir in an effort to contain Al Shabaab militants from entering the country.


According to the Wajir South District Commissioner George Otieno, security forces in the district had intensified patrols and sealed off all illegal entry routes that were being used by the militant groups to enter Kenya.

"The government has increased patrols in the region in an effort to lock out members of the insurgent group from entering the region and launching attacks. The District Security Committee (DSC) has been coordinating and monitoring the militia groups' attempts to cross the border," said Otieno.

He added that the DSC had intensified intelligence collection along the border and also in the neighbouring country in an effort to ensure the security of the residents of the district.

Al Shabaab fighters have denied responsibility for the kidnappings and threatened retaliatory attacks on Kenyans in response to the cross-border conflict.

Kenya's military fought a clash with al Shabaab fighters in southern Somalia on Tuesday, and Kenyan police said they had placed several people under surveillance to prevent attacks at home linked to the Somali insurgents.

The Kenyan military said one of its soldiers and six al Shabaab fighters had been killed in the clash between the Somali towns of Tabda and Qoqani. Al Shabaab said none of its fighters and six Kenyan soldiers had died.

Kenyan troops crossed into Somalia in October after a wave of kidnappings and cross-border raids which Nairobi blamed on the Islamist rebels, who control large swathes of southern Somalia and are battling a weak Western-backed government.

NAIROBI, Kenya (AP) - The security bulletins warning of an impending assault by terrorists are rising in intensity as Kenya's capital increases security measures in hopes of preventing what would be the first massive attack here since the 1998 U.S. Embassy bombing...

One Western diplomat told The Associated Press that recent intelligence reports show that al-Shabab is trying to obtain security guard uniforms they can wear while carrying out an attack, a common tactic used by militants in Afghanistan. The diplomat spoke on condition he was not identified discussing sensitive intelligence matters.

One analyst said he is surprised large-scale attacks haven't happened already.

"I don't think it's going to be grenade attacks. It's going to be a massive truck bomb, simultaneous attacks. This is a signature of al-Shabab and al-Qaida," said Rashid Abdi, a former Somalia analyst with the International Crisis Group who is setting up an independent policy forum. "I think they want to make a huge statement."...

Last weekend Britain's Foreign Office warned that terrorists may be "in the final stages of planning attacks," and Kenyan authorities said they had thwarted attempted attacks by al-Shabab over the holidays. A new al-Shabab video posted last week shows a militant named Ahmad Iman Ali urging Muslims in Kenya to wage jihad.

The U.S. Embassy this week set its new security rules. Guards have been issued new instructions to "stop and diligently screen" all vehicles with diplomatic plates on them, according to a security directive obtained by The Associated Press...

On Tuesday a text message circulated widely in Nairobi saying that the U.N. had issued a bomb threat alert for Tuesday night. Kenyan police held a news conference to deny that the text message was real. Police spokesman Eric Kiraithe said police are monitoring dozens people in Kenya who have been in contact with al-Shabab, and "10 among them are considered lethal."

Kiraithe also said there has been a spike of Westerners who sympathize with al-Shabab flying into Kenya with the intention crossing over to Somalia to fight for the group. In the last two weeks seven people from Western countries, including the U.S. and UK, have been arrested and deported after trying to make contact with al-Shabab, he said.

A former U.S. Army soldier was arraigned Monday on charges related to trying to join al-Shabab.

Kiraithe said Kenya has done its best to secure itself against terrorism and that no country in the world can claim to be completely secure against a terror attack.

But the atmosphere is still tense. Police are working double shifts in order to beef up their presence on Nairobi's streets, said one senior police officer who requested anonymity because he is not allowed to speak with media.

Abdi said he is puzzled that al-Shabab had not yet carried out an attack. That could be because its command corps has been degraded by fighting, or because the group is having second thoughts.

"Al-Shabab probably recognizes that Kenya is important logistically," he said. "It uses it as a conduit for funneling funds in and out of Somalia. It is a safe haven in many ways."

The U.S. Embassy reissued its security warning for U.S. citizens in Kenya late Monday. The warning says it has received information of potential threats directed at prominent Kenyan locations where foreigners congregate, such as malls and nightclubs.

One businessman at a shop selling high-end animal carvings said Tuesday he was discounting his goods because tourist numbers are down, in part because of the rash of security warnings. He said he did not fear a terror attack despite the fact his business was adjacent to Nairobi's Hilton Hotel, though he did refuse to give his name because he did not want to be confronted by security authorities.

Abdi said he believes Kenyans are much more vigilant than in the past.

"But all of this is new for Kenyans," he said. "I don't think the reality has probably sunk in, the threat that this country faces and what could happen if al-Shabab attacks."

This Abdi guy has been singing that song since day one. It's almost as if he, like some on this forum, is wishing it to happen. Diaspora Somali's are a strange lot, they live in safety and comfort in foreign lands but do not seem to want to see decisive action to stop the chaos in their homeland (at least not until their particular clan comes out on top).
