This is the same situation with Djibouti, they have the same opportunity of calm ocean not calm port. Wewe unaangalia Kilindini tuu unaona maji yamepowa, toka nje ya hiyo alleyway ya kilindini into Indian ocean. kama unaweza kusimamisha meli kwenye maji ya indian ocean na utowe mzigo kwenye meli uweke kwenye flotting dock, uweze kuleta huo mzigo ndani ya Mombasa kwa meli zingine ndogo. Lakini Djibouti wanaweza hata kubeba mzigo au kushusha wakiwa ndani ya bahari because of the shield they get from Gulf of Aden. Inawasaidia hata hawana haja ya kuwa na beth nyingi bandarini, same will happen with Tanga or Bagamoyo because of the weather protection from Zanzibar islands.
There are two different things you have been talking about without necessarily realizing, You have been talking about general cargo(In containers) and oil..... there is cargo coming in and the posibility of crude oil from ug going out, now it is highly unlikely that any port would want to load/offload oil on an oil tanker which is at sea!!!!!!, the oil tanker will have to come to the birth where there is an oil pipeline tap, which as far as Mombasa is concerned, wont be affected by wind/tides as shown before, the Kipevu Oil Terminal is well inside the inlet
Kama ni ku offload cargo, inside that inlet which shields it from strong tides, there is plenty of space for a floating dock to offload cargo,
A ship wont take that long to get inside that inlet as oppossed to offloading cargo from the high seas as you sujjesting, hata dakika 30 inatosha kuingiza meli ndani .

Alafu kitu chengine, the reason why you would need a floating dock itakua ni kama hauna nafasi ya kutosha, Mombasa iko na 21 berths, hata hakuna haja ya floating dock....... Lamu itakua na 32 berths!!!! why would you need a floating dock when you have plenty of berths..
Alafu hio ya Lamu port, is it really not shielded? wind can get through because the island is not hich enough, but can tides really get through and still have enough momentum to really affect shipping

Even if Lamu was not shielded, this is 21st century there are plenty engineering arcitectures of building a stable port/berth space of the oceah by shielding the port/birth space from strong tides, Just look at dubai palm islands, they have plenty of shielding from strong tides, If the Al-burj hotel is a skyscrapper built in the ocean! where there are strong winds and tides, what about a low leveled port?
look at these port designs from namibia,Oman.. they have all been build in such a way they are shielded form strong waves
Here is another point of veiw, Itachukua mda mfupi zaidi kwa meli yoyote kutoka bara Asia au magharibi kubipia red seal kuingia ndani ya Lamu, Kuliko mombasa, vile vile inachukua mda/wakati/na umbali mfupi meli kuingia ndani ya mombasa kuliko kwenda tanga na kukingwa na wawimbi.... Kwahivyo hata Tanga ikiwa na floating docks ngapi zenye ziko bahari ya tanga, bado itakua ni heri kuingia ndani ya inlet ya Mombasa au Lamu (ambapo ndo utapata kinga) kuliko kusafiri hadi Tanga
