Look at the system of governance in Kenya in comparison to any other govt in the region.
Mr. Uhuru Kenyatta CANNOT just make a declaration for this or that to happen and it happens without objections. There is a process, a very long winded and tedious process.

Nothing illegal about those decisions, he is within his constitutional rights to make such decisions. But anybody who feels that such a decision is incorrect is at liberty to challenge the presidential executive order a la the US.You really need to familiarise yourself with presidential executive orders. The president has been invested with power to discharge orders for benefit of the country. He might chose to take recommendations but the president has a final say of what is happening in the country. Some of those decisions do not require parliament debated or approval, president decision is final. The same power the president has to refuse to sign any law which was created by act of parliament and no one can do anything about it.
As much as you might want to believe that everything in Kenya is debated by the parliament, just look back and count how many executive orders has been issued or signed by Uhuru Kenyatta in the past 5years.

No one said those orders are illegal, but the point I was trying to make is that your wrong to say that Tanzania and Uganda presidents can just wake up in the morning and give orders that every men should start walking around bare footed. Those executive order are there as part of constitution, in all those countries KE TZ UG the president can make decision for the good of the country. And even in Tanzania there is mechanism to sue the decision made by president is unconstitutional. The only thing you can't do is sue the president personally for decision made by him as president.Nothing illegal about those decisions, he is within his constitutional rights to make such decisions. I dint say that the President has absolutely no powers to make give orders, however they are challengeable in parliament, in the courts of law and even in the streets thru picketing.

And yes, anybody can challenge those presidential directives if they feel that they are not in order.
But u cannot dispute that the president of Tanzania, Uganda, Rwanda have such enormous powers if u compare with the Kenyan president. The state bodies meant to check on their powers are impotent, so to speak.
Yes, Magufuli can order u all to walk around stark naked, only prevented by his sane state of mind.
