Kwanini watanzania wanamlaumu mwalimu Nyerere kwa kukosa elimu?

Mimi kwanza naona kwenye kichwa cha habari yako watanzania wa Uingereza na sio ughaibuni maana umejumuisha na watanzania wengine walio katika nchi zingine za ughaibuni.

Sasa mimi binafsi naona siwezi kumlaumu Hayati Nyerere kwa kushindwa kufanikisha sera zake alizopanga ili kuifanya Tanzania iwe nchi yenye neema kwa maana ya uchumi na jamii yake.

Ila ntaendelea kumlaumu hayati mwalimu Nyerere kwa kuiacha Tanzania iki-struggle kwa sera zile zile ambazo yeye alizibuni na kuziacha kwa waheshimiwa Ali Mwinyi na Mkapa na hata sasa raisi Kikwete ambae hafahamu kuwa inabidi azitupe sera hizo mbovu.

Hayati mwalimu Nyerere kwenye hotuba yake wakati wa kumkaribisha raisi mpya Ali Hassan Mwinyi mwaka 1985 alikiri mwenyewe kwamba alifeli na akasema tukubali kwamba sera zake zilishindwa.

Halafu pia mwalimu Nyerere aliendelea kuwa mwenyekiti wa CCM kwa miaka mitano mpaka mwaka tisini ambapo aliachia kiti hicho. je hii haimaanishi kwamba bado alikuwa na influence katika sera na maamuzi ya kichama, hasa katika mwelekeo wa uchumi wa Tanzania?

Jibu ni ndio, kupitia sera za uchumi huria. Je ni mheshimiwa Ali Hassan Mwinyi peke yake alikuja na sera hizo au ni kama kuu ya CCM ambayo mwenyekiti wake alikua ni hayati mwalimu Nyerere?

Kuhusu suala la elimu ni kwamba kwa maoni yangu hayati mwalimu alifeli kwa kutojua ni mfumo upi afuate kati ya ule wa mkoloni au atunge wa kwake yaani ''basic education system''.

Mfumo wa elimu ambao hayati Nyerere aliamua nchi iutumie ndio ambao haujaimarika mpaka leo. na katika kuimarika ninamaanisha katika maeneo ya maarifa au skills ambazo hata mzungu huku ughaibuni hata ukiwa na first class degree akakuuliza suala la skills kama ''team work'',''problem solving'' n.k

Ukimsoma Yusuf Kassim katika kitabu chake kuhusu mwalimu Nyerere (1995:251) nae ameeleza kuhusu udhaifu wa mwalimu Nyerere katika kutumia mfumo bora wa elimu ninanukuu:

1. Formal education is basically elitist in nature, catering to the needs and interests of the very small proportion of those who manage to enter the hierarchical pyramid of formal schooling: ‘We have not until now questioned the basic system of education which we took over at the time of Independence. We have never done that because we have never thought about education except in terms of obtaining teachers, engineers, administrators, etc. Individually and collectively we have in practice thought of education as a training for the skills required to earn high salaries in the modern sector of our economy'.

2. The education system divorces its participants from the society for which they are supposed to be trained.

3. The system breeds the notion that education is synonymous with formal schooling, and people are judged and employed on the basis of their ability to pass examinations and acquire paper qualifications.

4. The system does not involve its students in productive work. Such a situation deprives society of their much-needed contribution to the increase in national economic output and also breeds among the students a contempt for manual work.

Nyerere set out his vision in ‘Education for Self Reliance' (reprinted in Nyerere 1968). Education had to work for the common good, foster co-operation and promote equality. Further, it had to address the realities of life in Tanzania. The following changes were proposed:

1. It should be oriented to rural life.

2. Teachers and students should engage together in productive activities and students should participate in the planning and decision-making process of organizing these activities.

3. Productive work should become an integral part of the school curriculum and provide meaningful learning experience through the integration of theory and practice.

4. The importance of examinations should be downgraded.

5. Children should begin school at age 7 so that they would be old enough and sufficiently mature to engage in self-reliant and productive work when they leave school.

6. Primary education should be complete in itself rather than merely serving as a means to higher education.

7. Students should become self-confident and co-operative, and develop critical and inquiring minds. (summarized in Kassam 1995: 253

Sasa leo kwa mimi naangalia mafanikio na kufeli kwa sera hii ya elimu katika meneo ya jinsi ilivyotekelezwa na ni vipi lishabihiana na mendeleo mengine ya kidunia katika maeneo ya sayansi na technology na mifumo ya uchumi ya kibepari na uhusiano kati ya elimu na uzalishaji.

Kuhusu maoni yako nayo ntayajibu kwa uwezo wangu.

Kuhusu kupenda maisha mazuri hata wewe unapenda maisha mazuri na hilo halina ubishi.

Kuhusu nafasi za kujiendeleza ni kwamba wengi wetu tulio majuu inategemea umekaa vipi je ukaazi wako una uhalali au ndio umeoza na mambo mengine. Lakini kwa wale ambao wana haki zote za msingi ni suala la uamuzi binafsi na sidhani kama linahitaji kushirikisha hata wana jamii forums.

Halafu mwisho umeharibu kidogo kwa (tena) kujumuisha watanzania woote wa ughaibuni kwamba wanataka maisha ya harakaharaka na kwamba ni lazima wapite njia ndeefu za kukabiliana na maisha. Hili halina ukweli kwani hata pale Tanzania ni viongozi wenyewe ndio wanakuwa wa kwanza kutafuta njia za mkato katika kutafuta maisha kwa kufanya madili yasiyo na kichwa wala mkia.

Je sisi vijana tuige mfano upi si na sisi kutafuta njia za kihalali kama nilizofanya mimi za kwenda ughaibuni ili nikaishi vizuri hasa huku kijijini Cyber ambako ni raha tupu?

Kwa hio mkuu hapo kidogo sijaelewa mantiki ya hoja yako hii labda ufafanue vizuri kwamba ulikuwa unafanya utafiti au ndio katika masuala ya ''wire tapping''?

Nationalisation ya baadhi ya shule ilikuwa ilikuwa lazima ili kujenga taifa lenye umoja, mshikamano, na lisilo na matabaka. Hivi shule za wamisionari zisingetaifishwa watot wa mayakhe wangesoma wapi?

Nyerere had good intentions and polcies, kama hazikutusaidia ni kwa sbb tu unaweza kumlazimisha punda kwenda mtoni lakini huwezi kumlazimisha kunywa maji. ALikuwa na limitation asingeweza kuwa at all places at all times doing everything for us. Tusimlaumu.

Zakumi na Wapinzani wenzako pateni dondoo zaidi za juhudi za Mwalimu na Wajamaa na Wanakujitegemea wake kwenye suala la Elimu enzi hizo, juhudi zilizowafikisha hapo mlipo:

On 28th of last month, only six days ago, I opened TANU's new building which I mentioned is being rented to the Government for the purpose of the Dar es Salaam University College, which is expected to receive its first students before the end of the year. On the following day I opened Kivukoni College, another educational institution to serve the new Tanganyika we are trying to build. Today I find myself very happily opening this Police College. These events are indicative, but no more than indicative, of Government's relentless efforts to educate our people for the responsibilities they must shoulder in an independent Tanganyika...To be a good leader it helps to be a good administrator and it is with this in mind that the syllabus of the College has been designed. You will be taught to appreciate a problem in a logical fashion, to think objectively, and to express yourself clearly and concisely..." - Mwalimu Nyerere, 1961, on 'The Function of Leadership'

"In 1958 the TANU Annual Conference decided to establish in Tanganyika a College for Adults, which would teach social science subjects. After many difficulties, under the the Chairmanship of the TANU President, the organization of the College was able to get underway in 1960. In July 1961 the first thirty-nine adult students, including two women, entered the converted hotel near the harbour entrance at Dar es Salaam. Na kama hakutakuwa na incentives mtagawana umasikini tu. Uliza kwanini vijana waliosomeshwa bure na serikali hawataki kwenda vijijini au wanatafuta kazi TRA, BOT na Voda. Wanatafuta incentives na sio kugawana.

..at any time ambapo kuna jumuiya au taasisi inashiriki ktk kutoa huduma za jamii, kama elimu na afya, ninaamini wanaipunguzia serikali na walipa kodi mzigo wa gharama .

..mazingira ya utoaji elimu ktk shule zilizokuwa za misheni yalianza kudorora tangu zilipotaifishwa na Mwalimu. ukweli huo nao unanishawishi niamini kwamba uamuzi ule ulikuwa mbaya.

..tatizo lingine ninaloliona ni kwamba Mwalimu aliongeza enrollment ya wanafunzi ktk shule za primary bila maandalizi ya kutosha ktk kufundisha waalimu wengi zaidi, na kuongeza shule za sekondari.

..mfumo wetu wa elimu una-failure rate kubwa sana. hairidhishi kuwa na primary school system where 90% of eligible students are enrolled, halafu asilimia ndogo sana ya wanafunzi hao "wanabahatika" kufika chuo kikuu.

..pamoja na kupoteza wanafunzi wengi sana ktk primary schools, tunapoteza wanafunzi wengi pia ktk secondary schools. vilevile mazingira ya utoaji elimu ktk vyuo vyetu vikuu hayaridhishi.

..inatia wasiwasi kwamba hatujajifunza kutokana na makosa yetu ktk mpango wa UPE. tunaelekea kurudia makosa yale yale ktk huu mpango wa shule za sekondari za kata.
 
Hii ni sehemu ya hotuba ya Julius Nyerere alipokutana na Baraza la Wazee wa Dar es Salaam, kuagana nao kabla hajastaafu urais.

Siku moja, Dosa akanifuata Magomeni (Dar es Salaam). Akasema: Leo wazee wanakutaka. Wapi? Kwa Mzee Jumbe Tambaza. Wanakutaka usiku. Nikasema haya, nitakuja. Nikaenda. Nikakuta wazee wameshakaa; wameniita kijana wao kuniombea dua. Mimi Mkristo, wao Waislamu watupu. Wakaniombea dua za ubani. Tukamaliza.

Tulipomaliza wakasema kuna dua pia za wazee wao. Basi wakanitoa nje. Tukatoka. Zilipomalizika zilikuwa za Korani; sasa zikaja dua za wazee – za jadi.

Walikuwa na beberu la mbuzi. Wamechimba shimo. Wakaniambia simama. Nikasimama. Beberu akachinjwa, huku anaambiwa, “Twining (Twainingi) umekwisha!” (Edward Twining alikuwa Gavana wakati huo). Ndipo nikaambiwa: Tambuka! Nikavuka lile shimo. Hapo nikaambiwa na wazee: Basi nenda zako; tangu leo Twainingi amekwisha!

Sasa mimi Mkristo; hao Waislamu. Na mimi mkorofi-korofi katika mambo haya (ya kutambika). Lakini tulikuwa tunaelewana na wazee wangu hao. Kwa hiyo nilitambuka pale na kuambiwa: Nenda nyumbani salama. Twaining hawezi tena

Wachawi wa Bagamoyo walimaliza mambo yote ya taifa hili.

1. Nyerere alipotambuka juu ya shimo la kishirikina tangu siku hiyo Mwenyenzi Mungu aliondoa uso wake kuitazama nchi ya Tanzania.

2. Shimo hilo la kishirikina ndiko elimu, uchumi, kilimo, afya na maendeleo yalitumbukizwa Nyerere alipochukua utawala.

3. Ndiyo maana hata Rais Kikwete alishangaa ni kwa nini Watanzania ni watu masikini licha ya kuwa na utajiri mwingi wa mali asili.

4. Nyerere anaposema kuwa hata yeye ni jeuri jeuri katika mambo haya ya kutambika au ushirikina ananiacha hoi kweli kweli !!!!

Kuna siku nilikuwa na professor wangu na tukawa tunafanya research ndogo tu kwa kutumia data za Unesco.

Data hizi zinaonyesha kuwa watanzania inaonyesha kiwango kikubwa cha primary school enrollment. Na baadaye inaonyesha almost zero secondary and college levels enrollment. Hii yote ina-reflect siasa zetu za miaka ya 70s.

Kuhusu failure rate. Model ya UPE ilichangia kwa kiasi kikubwa sana. Na mpaka sasa hatujatafuta remedy ya matatizo ya UPE kwa sababu workforce ya walimu waliopitia mfumo huo ndio sehemu kubwa ya walimu wetu.
 
...tukubali tuu mwalimu alichemka sana kutaifisha shule za missionary au watu binafsi,najua mnatetea eti ilikuwa lazima ili maskini wasome,lakini kumbukeni waliokuwa wanasoma hizo shule nao walikuwa maskini tuu tena wengi wao bure kabisa,kama jasusi alivyosema ukiona watu binafsi au missionary wanajenga na kuendesha shule ni msaada mkubwa sana kwa society na watu wake,anyway Nyerere is gone na harudi tena na tumeshajifunza mengi tuu na sasa ndio maana haitatokea tena hayo mambo ya utaifishaji wa shule na vita yetu sasa ni tofauti kabisa kama nchi....ni vita ya mafisadi na rushwa maana ndio mwanzo wa umaskini wote wa nchi,nafikiri kizazi kijacho hawataamini na watakuwa wakitushangaa kukubali kutawaliwa na chama fisadi kama CCM!
