The other issue we need to address as Tanzanians is xenophobia. Had Rostam being a Black Tanzanian not half of the wrath and hate would be directed as he currently experiences. Apart from Rostam's ruthless and cunning techniques, he is not the only one in history and in the current political system who is trying to become kingmaker. Look at some of the comments - "ngozi nyeupe hawezi kuwa rais wetu". What kind of base argument is that? Honestly JF is loosing its edge with such comments!
But back to the issue, apart from the fact that Rostam is light skinned, there is also this whole myth about his role as Iranian spy, yet not much can be substantiated. Judging by the shrewdness of this guy, I think he has contributed heavily to developing this myth about himself, making him almost 'superman' in the eyes of Tanzanians. He is believed to have deep pockets and wide reach in the country, to poison his rivals etc. His ruthlessness is of mythic proportion. Yet for over a decade, I mostly heard people talk of him in admiration, his 'evilness' came after 2006 and 2007 when the rift between the CCJ branch of CCM and wanamtandao of the Triplets grew. Nonethless it seems that he has been mostly used to provide as you mentioned a 'financial plan' for CCM and it seems that he has provided plenty of cash for Kikwete's campaign in 2005 and even in 2010, they turned to Rostam for financing. So if we Tanzanians, continue to accept CCM to remain in power, and accept that the CCM way is the right way (with acceptance of 'chai' 'kitu kidogo' na 'kuishi kimjimjini') then nobody does it best than Rostam Aziz, so hail to the King!
I really hope the mods won't let this thread degenerate to the recent fashionably low level discussion.
