Kazungula Bridge Project to expand regional integration and trade across southern Africa

On Monday, 10 May 2021, the Kazungula Bridge Project was officially commissioned by the Presidents of Botswana and Zambia, who applauded the Bank for its work on this transformative project.

The 923-meter bridge with two border facilities on either side, is not only a win for Botswana and Zambia, it also contributes to integration in the southern Africa region, and illustrates development cooperation. The bridge and One-Stop Border Posts will support trade and transport along the North-South Corridor, and indeed the Trans-African Highway on the Cape to Cairo route. The bridge also provides impetus to the recently launched African Continental Free Trade Area.

“The Kazungula Bridge project was worth the effort,” said Zambian President Edgar Lungu.

“Kazungula Bridge is a model and benchmark for the region and continent,” said President of Botswana, Mokgweetsi Masisi.

The opening of the Kazungula Bridge, linking Botswana and Zambia over the Zambezi River, means travellers no longer need to rely on pontoon boats to cross at this location. The bridge is a combined transport configuration, including two car lanes in each direction, a single rail track, and pedestrian walkways on both sides.

The African Development Bank Group supported the project through an African Development Fund loan of $76.5 million to the Government of Zambia. In addition to funding from the two governments, the overall project was co-financed by the Japanese International Cooperation Agency and the EU-Africa Infrastructure Trust Fund. The total cost of the project was $259.3 million. It was approved in December 2011 and completed in December 2020.

The project seeks to facilitate trade activities and the global competitiveness of Zambia and Botswana, improve the regional connectivity of the North-South corridor and contribute to improved regional integration of the Southern African Development Community (SADC).

The project included the construction of two One-Stop Border Posts, one on each side of the Zambia/Botswana border. Construction activities were further complemented by soft activities such as technical assistance and capacity building to cover trade facilitation and the framework for One-Stop Border Post operations – critical for efficient operation and the realization of project benefits.

“Under the One-Stop Border Post concept, there will be no need to stop twice, as is happening at the moment. Commuters will only stop at the facility of the exit country,” explained Kazungula Bridge Project Manager, Godfrey Songeya. “We want to ensure that the transit time that is being spent by traders who are using this road is reduced tremendously,” he said.

The project scope was revisited at the mid-term review to include the rehabilitation of a section of the North-South Corridor in Zambia between Kazungula and Lusaka, specifically a 72-meter stretch between Mazabuka and Kafue. Members of the Lumbo community in the vicinity of the bridge have also benefitted from a housing provision for persons affected by the project and relocated to the New Lumbo Village. They also benefited from the construction of a community school for the wider Kazungula community.


The new Kazungula Bridge will be jointly owned by the governments of Zambia and Botswana, and funded by toll fees. The border post and access roads in each country will be owned by the respective governments, along with the newly formed Kazungula Bridge Authority. The entity will be responsible for operating and maintenance of the entire infrastructure.

The project was underpinned by the Bank’s 10-Year Strategy (2013–2022), whose core priority areas include infrastructure development and regional integration. The Kazungula Bridge Project is also a clear manifestation of the Bank’s High 5 priorities, specifically, “Integrate Africa” and “Improving the quality of life of the people of Africa,” by providing increased livelihood potential for the people in the project area.

According to a 2016 Japan International Cooperation Agency's (JICA) supplemental study for the implementation of Arusha-Holili Road Improvement Project, the New Kikafu Bridge will be constructed by the Japanese as they are considering the improvement of the remaining Tengeru-Holili section (102.1 km) and access road to Kilimanjaro International Airport (5.7 km) as a loan project. However, this depends on the project approval process to fulfil the requirements set by JICA’s manuals and guidelines.

There is high potential that the newly built Roadside Station adjacent to the bridge will be a tourist attraction place since both Arusha and Moshi have a number of tourist destinations that include National Game Parks and Mount Kilimanjaro. Therefore, a new Roadside Station can provide a rest place for tourists, motorists, passengers, and other road users with a good scenery of Kikafu Bridge with the background of Mount Kilimanjaro.

On the 4th of February, in Dar es Salaam of the United Republic of Tanzania, the Exchange of Notes (E/N) for the ODA loan project namely, “Arusha-Holili Road Improvement Project”, were signed by H.E. Mr. GOTO Shinichi, Ambassador of Japan in the United Republic of Tanzania and the East African Community (EAC) and Mr. Emmanuel Mpawe TUTUBA, Permanent Secretary of the Ministry of Finance and Planning of the United Republic of Tanzania. In this project, the Government of Japan will extend a concessional loan of up to 24.31 billion Yen (approximately 489 billion TZS).
  1. In this loan project, the several sections of Arusha-Holili road will be improved and the New Kikafu Bridge will be constructed. The current Kikafu bridge has been scaring motorists and passengers alike due to its dark legend of claiming many lives from its annual accidents toll. In fact, in 1985, 6 JICA volunteers were killed in a motor vehicle accident at Kikafu Bridge on the Arusha-Moshi road. Through this project, the current bridge will be reconstructed and relocated to a safer position.
  2. The Project is expected to increase capacity of the road in terms of volume and loading, improve traffic safety and lower vehicle operating costs by widening the road and constructing new bridges. Furthermore, the project is expected to tremendously improve the livelihood of the community between Arusha and Moshi, reduce the travelling time between the two major towns and improve accessibility of Kilimanjaro International Airport from both Moshi town and Arusha city.
  3. Furthermore, the road will facilitate trading between Tanzania and Kenya since it will go up to the Holili/Taveta border of Tanzania and Kenya, this will stimulate the economy of the northern part of Tanzania. The project will widen roads of Tengeru-Usa River section in Arusha City and Moshi town section, Kilimanjaro region into a dual carriageway.
  4. In addition, this project falls under the TICAD7 agenda of “Quality Infrastructure to Promote Connectivity” and it is also linked to Free and Open Indo-Pacific (FOIP*) vision by connecting Tanzania and Kenya via the Holili/Taveta border. Indeed, the reconstruction and relocation from the current "dangerous bridge" that caused many accidents to a better, safer and more beautiful bridge will be another symbol of long-term friendship between Japan and Tanzania.

But we've done bigger structures than this. It's just a bridge for heaven's sake.
