One thing I'll agree with you is the action of politician can change “economically wave current”. Most central bank governors knows this world over, similar thing is happening with Brexit, UK Central bank governor is struggle to control the negative effect of Brexit in British economy. The whole Brexit idea was brought by lone politician who himself is not in office anymore and he has already collected his golden handshake.You are very right in your main observation, analysis and conclusion.
And without context,your critique is outstanding. When I engage with someone like you, I temporarily cast aside any concern that the person I am engaging with does not know what they are talking about (unfortunately,I cannot say the same about eliakeem, he will have to behave or endure abuse, he is all over the map like a lost Magellan ), because, on the surface,you seem to know what you are talking about. I actually anticipated the points you raised.
My concern is not so much with the lowering of the interest rate, but with the scale, frequency, extent of direction, and the entire context of politics that surrounds this.
I try to be a reading man -as much as possible, I believe that to talk much one has to read much, else one does not earn the right-. Last year I read "The Only Game in Town: Central Banks, Instability, and Avoiding the Next Collapse" by Mohamed A. El-Erian.He talks much about the dangers of overreliance on central banks to address crises. The book is dry as can be for anyone not interested in central banks, the economy and financial crises, but for me it was a good read, since I find these things as interesting as a living ecology.
It is almost like central banks are used as the magic pill. Politicians can mess up the economy all they want, if there is a crisis, there is always the central bank,it can always turn the dials to get the economy back on track. This is worrying, especially when you see a move from 16% to 12% in 5 months is not effective, then another move from 12% to 9% is barely registering any difference.
As pointed out above in another post of mine, we could be trying to turn the wrong dials. We could be trying to jolt money supply by fiddling with interest rates, while the real problem is business confidence and the political administration.
This is why a healthy dose of humility on the part of Magufuli could go a long way.
Currently, we do not have an iota of that dose.
I am afraid by the time the realization that we are in a ditch hits, it could be too late.

Coming back the issue of investors being sceptical, you can't spring cleaning your house without moving furniture around. Any offset on the economy you mentioned [in my view] are temporally. As I've mentioned above, we're undergoing a massive auditing like it has never been done before in Tanzania history, on top of that we're in middle of rebasing our economy. In the end there will be winners and losers but all this for the good cause.
No matter who took office November 2015 Lowassa or Magufuli, none of them could avoid the deepen of investors. Hata kama tungekuwa wapole to the investors, we wouldn't avoid the cut. The whole region is in same dog house when it comes to investors, when the last time you heard a mega FDI coming into the region apart from loan investment? We might debate about micro economics, but without proper data that economy wouldn't benefit us that much. Even the banks themselves they would running a risk of lending to people with worse credit history. This what has happen today when gov just took a sample of veti faki, you saw the rise of unserviced debt. As painful as it might be, spring cleaning our economy was inevitable.
On the other hand, many people are finding difficult to grasped with “leadership 2.0”. The politics of Distraction, Diversion, No Apologies, No Holds Barred. I find people are glued to what their leaders are saying, but not to what their leaders are doing. We've seen this with Magufuli, we've seen this with Trump. While most people are clinging on every word the president had said, the president himself is busy pushing some “hard to swallow” reformers which they may change things for decades to come. From Pension to land, tax, communicatio, data management, banking, education, transport and so on. While we are all sleeping, things are happening and they're happening fast.

Ninasimama na uchambuzi niliyoufanya na kupitishwa na Kamati Kuu ya Chama chetu cha Act Wazalendo kuwa ukuaji wa Uchumi wa nchi yetu unasinyaa. Uchambuzi wa takwimu zilizotolewa na NBS hauwezi kuwa kosa kwa namna yeyote ile. Sera za Uchumi za Serikali ya Awamu ya zilizopelekea kuanguka kwa mikopo kwenda sekta binafsi na hivyo ugavi wa fedha ( money supply M3 ) zimesababisha ukuaji wa Uchumi wa nchi yetu kusinyaa. Shirika la Fedha la Kimataifa ( IMF ) wamethibitisha hilo kwenye Taarifa yao na wameagiza Serikali kutazama upya vyanzo vyao vya Takwimu. Rais John Pombe Magufuli hawezi kuzuia uchambuzi huru wa kisera na pia takwimu za Serikali zinakosoleka na tutaendelea kutoa takwimu mbadala pale NBS wanapotoa Takwimu za uongo kufurahisha watawala.

Nimejizuia kulisemea jambo hili Kwa sababu mbalimbali. Sababu kubwa ni kwamba unahitaji MAARIFA kushughulika na masuala kama haya.
Tukiwa PAC tulifanyia kazi sana suala la Sera ya Ubinafsishaji. Katika kila Taarifa yetu ya Mwaka tulikuwa na sehemu maalumu iliyoeleza ufuatiliaji wetu wa utekelezaji wa Sera ya ubinafsishaji. Ubinafsishaji wa TTCL ni suala tulilitolea Taarifa mara kadhaa Bungeni na Taarifa yetu ya mwisho ilikuwa January 2015. Ni ukweli usio na mashaka kuwa Kampuni ya Celtel ( sasa Airtel ) haikulipa chochote kuwezesha kumiliki hisa kwenye Celtel Tanzania na pia uuzwaji wa Celtel kwenda Zain na kisha Airtel ulipelekea Tanzania kupoteza Mapato ya Kodi ya ongezeko la Mtaji ( capital gains tax ). Mwaka 2011 Mzee Harry Kitilya akiwa Kamishna Mkuu wa TRA alituletea kwenye Kamati uchambuzi wa mapato tuliyopoteza ya jumla ya USD 312m kwa mauzo ya Zain kwenda Airtel. Kazi ndio iliwezesha kufanikiwa kutunga sheria ya capital gains tax mwaka 2012 na kuziba mwanya huo wa makampuni ya Kimataifa kukwepa kodi nchini kwetu.
Hata hivyo tunahitaji kushughulika na jambo hili la Airtel kwa muktadha wa zoezi zima la Ubinafsishaji nchini. PAC iliagiza CAG kufanya Post privatization audit ya Mashirika kadhaa ikiwemo Benki ya NBC. Matokeo yake tuliyawasilisha Bungeni. Uuzwaji wa NBC nao ulikuwa ni wa bure na huwezi kushughulika na kampuni moja moja bila kutazama muktadha mzima wa zoezi la Ubinafsishaji wa Mashirika ya Umma.
Ushauri wangu ni kutazama mchakato mzima wa Ubinafsishaji kwa kufanya ukaguzi maalumu wa sera nzima ili kutoa mapendekezo ya kurekebisha makosa yaliyofanyika. Hii itawezesha nchi kutoyumbayumba na matukio na badala yake kuwa na ‘ policy consistency ‘ kwenye jambo zima la Ubinafsishaji. Rais anaweza kuunda Tume ya Rais ( commission of inquiry) kutazama namna ubinafsishaji ulifanyika na kuchukua hatua za kisayansi baada ya matokeo ya kazi hiyo. Hili la Airtel linaweza kushughulikiwa humo na kupata matunda mazuri zaidi.
