RAIS MWINYI: Aliwaheshimu Marais Wote Bila Kujali Kama Wanapingana!

Rais Mstaafu wa awamu ya pili, Ali Hassan Mwinyi ameondoka. Umri wa karne moja umetimia ukihesabu na muda wa mimba yake. Ndo maana tunazuia utoaji mimba kwa sababu anakuwa ni mtu yule! Kwa heri Mzee Ruksa. Nimemtafakari:

1. Alionja furaha na ghadhabu ya Kambarage. Wengine wanamsikia Kambarage. Mwinyi alikabidhiwa nchi ikiwa hoi lakini hakuwa huru kusema kuwa nchi ni hoi. Kimya kimya akaingia kazini na kiranja akiwa Butiama. Ukikooa Ikulu anasikia.

2. Alipojaribu kuanza mageuzi, alikumbana vikwazo ndani na nje. Kwa ndani kikubwa kilikuwa Kambarage. Nje IMF na World Bank. Alikemewa kama mtoto na kutungiwa kitabu na akatii. Si kawaida mwenye rungu kumfokea mwenye bunduki. Ilitokea na maisha yakaendelea.

3. Tukiwa wanafunzi vyuo vikuu, tukapimana vifua na Mzee Mwinyi. Tukagoma na kuandamana. “Punch” akampunch rais na kusababisha kifo cha punch. Vyuo vikafungwa, tukauza blanketi kupata nauli ya kwenda nyumbani. Wengine hawakurudi mpaka leo. Tunamtamani Punch lakini hatorudi. Mzee Mwinyi msalimie Punch huko uendako.

4. Mwinyi alizima ndoto za wengi. Kabla yake hakuna aliyedhani wala kuota kama kuna Tanzania bila Kambarage. Ikawezekana. Kwa uungwana wake akagawa madaraka: Sehemu akawa nayo Kambarage; nyingine akampa Mrema; na nyingine Mama Sitti. Tukavuka.

5. Ameishi na maraisi wote waliowahi kutuongoza. Hata walipotofautiana, aliwaheshimu na kuwasifia wote. Akamlinganisha Kambarage na Mlima Kilimanjaro na yeye ati, ni kama kichuguu. Akampokea bila kinyongo Ben Mkapa hata kama hakumtegemea awe mrithi wake. Alimpenda JK kuliko hata JK alivyojipenda. Akamsifia JPM kuwa amefanya makubwa kuliko wote waliomtangulia wakijumlishwa pamoja! Akachombeza “kwa nia njema” kuwa katiba itazamwe ili JPM aendelee. Alimpenda sana SSH mpaka akachombeza “mwanamke aliyekuzidi kwa shughuli hata kwa kimo, ni mama yako huyo”.

6. Rais Mwinyi aliingia madarakani akibebwa na historia ya kuwajibika pale watendaji walio chini yake wanapofanya makosa. Tangu hapo hajaonekana mwingine. Waliofuata walijiuzuru kwa makosa yao. Sijui kwa kifo chake, na tabia hiyo njema tunaizika rasmi?

7. Rais Mwinyi aliutikisa na kuuimarisha Muungano kwa namna yake. Alizaliwa Tanganyika. Akakulia Zanzibar. Akatumikia wizara za hayati Tanganyika. Akawa rais wa Zanzibar. Akawa rais wa Muungano. Akaishi bara kama mstaafu. Akafia bara. Akazikwa Zanzibar. Angekuwa Mkiristo tungesema atafufukia alipofia - Bara!
Rais Mwinyi si kero ya Muungano bali changamoto ya Muungano.

8. Kwa wasiopenda Muungano, aliwatendea haki wote. Akiwa rais wa Zanzibar alionekana mkoloni wa bara anayetawala Zanzibar. Alipokuwa rais wa Muungano, alionekana mkoloni kutoka Zanzibar akiwatawala Watanganyika waliovaa koti la Muungano. Nchi mbili ziliungana, zikabakia mbili. Asiyeelewa amfufue Kambarage amweleweshe.

9. Alishika dini ikamshika. Hata alipozabwa kibao kwa msimamo wake wa dini, hakuacha dini. Kwa wahafidhina alikuwa mhafidhina. Kwa waliberali alicheka nao kama wenzake. Ulipomchukia ulijishangaa kabla hajakushangaa. Aliruhusu kila kitu isipokuwa KUTORUHUSU.

10. Siku moja nilikutana naye Maji ya Chai, Usa River. Ilikuwa awamu ya 5. Nikamwuliza, inakuwaje mzazi muungwana na mpole anazaa mtoto mkali na mbabe? Akaniuliza, kwenu hawapo hao? Nikasema wapo, “lakini ukiwashtaki kwa baba zao ambao ni wapole, hutulia na kuwa waungwana”. Nikaendelea, “tuna baba mkali mno huko Ikulu, na wewe ni Babu yetu, kamwonye atulie basi”. Alichekaaa, nikaogopa. Kisha akaniambia, nimekusikia Baba Askofu.

Pumzika kwa Amani Mzee wetu. Ulianza kutuongoza wakati wa uhaba wa kila kitu. Umeondoka wakati wa uhaba wa sukari, umeme na FURAHA.

Evening Reflection (QT)
Introduction
Today we begin reading the first half of Psalm 68, a psalm that focuses on praising God. It includes a historical recollection of God’s constant presence and care for the Israelites in the desert after they left Egypt, and victories in battles with Canaanite kings. Some obscure references in this psalm have led some scholars to surmise that this psalm is comprised of fragments from other known writings (i.e., Judges 5:4, 5, 16).
Reflection
How is God described in the opening verses (1-6)? Verses 7-18 have been likened to a procession, beginning with the departure in Egypt and concluding with entry into the Jerusalem Temple. When reading these verses, see if you are able to follow the Israelites’ journey.
Pray
Almighty God, I sing your praises. You are holy, and I rejoice in your presence. Lead me and guide me each day as I grow in knowledge of your ways.

Rais akistaafu, mwenza/wenza wake atapokea/watapokea (kwa mkupuo) 25% ya mshahara wa Rais alioupokea wakati wote akiwa madarakani.

Mfano, kama Rais alikaa madarakani kwa kipindi cha miaka 10, akalipwa TZS 4,000,000,000, mwenza wake atalipwa TZS 1,000,000,000 kwa mkupuo.

Pamoja na malipo hayo ya fedha, pia wenza hawa sita (6) wa Marais wa Jamhuri ya Muungano wa Tanzania watapata mafao mengine kama ilivyoelekezwa;

1. Nyumba ambayo Rais alipewa na alikuwa akiitumia kama makazi baada ya kustaafu itakuwa mali yake halali baada ya mume/mke wake (Rais) kufariki.

2. Atapokea posho ya matengenezo ya kila mwezi katika maisha yake yote akiwa hai kiasi ambacho ni sawa na 60% ya mshahara wa Rais aliye madarakani.

3. Mke/mume wa Rais atatibiwa ndani na nje ya Tanzania, na matibabu yake yatagharamiwa na serikali ya Jamhuri ya Muungano wa Tanzania.

4. Mjane wa Rais mstaafu atapata huduma ya magari mawili, na dereva wawili kufanya shughuli zake za kila siku. Serikali inalipia gharama za mafuta.

5. Magari anayopewa mjane wa Rais yatabadilishwa baada ya miaka 5. Kuna maintenance allowance. 60% ya mshahara wa Rais aliye madarakani kila mwezi

6. Malipo ya fedha kulipa mishahara kwa kiwango cha kima cha chini cha mishahara ya watumishi kwa; dereva, mpishi, mfua nguo na mtunza bustani

7. Mke/mume wa Rais atapata huduma ya usafiri kwa gharama za serikali hadi mahali pa kuishi kwa maisha yake yote hadi pale ambapo kifo kitawatenganisha.

8. Mke/mume na watoto wanapata ulinzi kutoka Idara ya Usalama wa Taifa (TISS) kutokana na mabadiliko yaliyofanywa katika Sheria ya Usalama wa Taifa.

9. Gharama za mazishi ya mke/mume wa Rais yatakuwa chini ya serikali. Serikali ya Tanzania itagharamia kwa 100% msiba wa mwenza wa Rais

10. Mjane wa Makamu wa Rais, anapata stahiki kama za mjane wa Rais isipokuwa tofauti yake ni moja, atapata gari moja la Serikali na dereva mmoja.

Introduction
Today’s reading concludes the psalm and describes a joyful procession into God’s sanctuary—the Temple in Jerusalem. Verses 21-23 include a description of enemies being defeated by God, and the psalm concludes with songs in praise of God’s power.
Reflection
Verse 19 affirms that God “carries our burdens day after day.” Are there burdens weighing heavily on your heart today? How do you envision the procession that is described in verses 24-27? What verses in today’s reading speak of God’s power? When have you sensed God’s power at work in your life?
Pray
Lord God, when I feel weighed down by life’s burdens, I know I can turn to you. You hear my prayers, and you surround me with your comforting presence. Thank you for your steadfast love and care. You are indeed awesome, and you renew and strengthen me in my faith journey. I sing praises to you and will proclaim your mighty power every day.

In Jesus' name, we pray. Amen.
