Teachers' payments start, many claims slashed

The Ministry of Finance has disbursed Sh1.8 billion to three districts in Dar es Salaam region for paying out teachers' claims to stem an off and on countrywide strike on the matter.
Ilala has been provided with Sh914 million, Kinondoni Sh583 million and Temeke Sh331.6 million, official sources affirmed yesterday.
Steven Kongwa, the Temeke municipal director said they received the money from the Treasury from Monday evening and they are processing the lists of claims so that they start paying right away.
Mr Kongwa said Temeke teachers were demanding Sh352.2 million but some claims have been slashed after it came to light that they were supported by improper documents.
Apprehension among teachers across the country amplified yesterday as officials were making final touches on documents to be used on their various claims.
There was general concern among teachers regarding the computation the district authorities were making on their claims.
Hezekiah Oluoch, the deputy general secretary for the Tanzania Teachers Union (TTU) said there are a lots of claims which have been rejected and the responsible officials will need to make an explanation on the rejection.
He listed the shortfall arising from disputed or rejected claims from each council as Sh153 million for Ilala, Temeke Sh146 million and Kinondoni Sh831.541 million.
A lot of explanation was needed to substantiate the Government's slashing, he asserted. He blamed the Treasury for not engaging the teacher�s body when verifying the claims.
In Morogoro, the municipal council had received Sh71 million for payment of 215 teachers. The payment was set to start today and yesterday Education Department officials were busy preparing cheques.
Municipal director Raphael Ndunguru and municipal education officer Qeen Mlozi could not be reached for comment as they were outside the region.
However, some of the teachers were heard lamenting that allocated amounts did not tally with their claims and that the verification method used by the government was not right.
The teachers said their total claim were over Sh100 million, but after verification some teachers will receive below the amount they claimed and a few would receive nothing at all.
One teacher told this paper that his claims amounted to Sh650,000 but after the review, the government list shows that he was entitled to Sh240,000 only.
Ulanga District Council director Alferd Luanda said that in the district teachers would receive a total of Sh63 million. The district was looking for money to settle the debt, he stated.
In some areas, like Arusha, payments had already started and Sh100.9 million was paid as outstanding arrears to 399 teachers working under the district, doubling up as a municipality.
But despite the payment, TTU officials here maintain that there were some pending payments from the Government.
TTU chairman in Arumeru, Elyphasy ole Saitabao said that given the amount which has been paid, there was a shortfall of Sh114.6 million for 282 teachers.
District council officials were not immediately available to comment on the alleged shortfall. However, at the local authority for the eastern side of the district, Meru council officials said Sh87.6 million will be paid to teachers in outstanding arreas.
The payment started yesterday and continues today, officials noted.
