-Je wenzetu wan je wanafanya vipi?
Sasa majibu ya hapa yanaweza yakatoa mwanga walau kiasi mkaelewa why I support hawa jamaa kufanya mambo kama haya.
Umeme Tanzania:
Tanzania mwenye jukumu la generate, transmit and distribution ya umeme zamani ilikuwa exclusively TANESCO ambayo kama mjuavyo ni shirika la umma kwa asilimia 100 na wako responsible kupply asilimia 98 ya umeme Tanzania
Statistics zinasema hivi:

- Per capita electricity consumption yetu ni 46/KWh per annum, ambayo inakuwa kwa asilimia 11-13 au zaidi
Hiyo ni moja kati ya sababu serikali inataka sana secta binafsi ziingie kwenye haya mambo ya kugenerate umeme. Mind you nchi ina watu milioni 40 na ni LESS THAN 10 % wako connected kwenye umeme. Serikali yetu pamoja na madudu mengi yanayotokea huwa ni competent kwa kujua matatizo ila tatizo huwa ni kwenye namna na njia ya kuyatatua hayo matatizo.

1. POOR COORDINATION: Victim mkubwa hapa alikuwa ni ESI nah ii ilisababishwa na poor coordination. Kupitia wizara mabali mbali (jambo ambalo mpaka leo linaendelea) bilakusahau wadau na wahisani wakati uleee wa kujadili mikataba ya Songas na IPTL. Kama taifa we PAID A HEAVY PRICE. Of course itakuwa ni jambo rahisi sana kukaa hapa na kuanza mambo ya finger pointing lakini haya ndio yale yale kuwa hatutaki kutatua mambo madogo madogo kama ya COORDINATION imagine HAZINA vs NISHATI vs TANESCO vs DONORS vs EVERYONE !!!
2.POOR PRIORITIZATION: Tusijindanganye, evitable consequence of poor coordination is that power sector reforms have been neither clearly prioritized nor implemented na Serikali yetu. Mfano mdogo hatuna clear policy framework for private sector investment katika secta hii, issue skama target percentage of private generation, standard investment incentives and contractual norms kwa jili ya PPA. Bila kusahau kuwa hatuna clear and feasible roadmap for how to make the main off-taker financially and technically viable. Matokeo yake Sekta hii ya Nishati Tanzana in the last 20 years has the sector has gone from dealing with crisis after crisis (kwanza kiangazi cha miaka ya 90 then issue ya high capacity charges, na mengineyo), hii yote imepelekea kudelay of the planning and execution of fundamental reforms necessary for the long-term sustainability of power supply and expansion kwenye nchi yetu na mbaya zaidi hatujui hata priority zetu ziko wapi when it comes to alternative energy!!!! Yaani tumekuwa kama motto mkiwa asiye na baba wala mama wala ndugu wa kumtazama.
3. FAIR AND INDEPENDENT REGULATION: Bila hii hatutofika na hakuna investor atakaye taka kuja kuinvest kwenye hiii sektaka kama hatuna transparency . Imagine kama regulator angekuwepo enzi zile IPTL na Songas wameanza it means akina Mhavile and Co wangekuwa wako bize kuzalisha umeme badala ya kushinda Mahakamani na kwingineko. Sasa hivi tunao EWURA lakini hao wamekuwa kama vile PPRA hawana nguvu zozote zile na sote tunajua no one knows or lets just say its unclear when truly independent oversight will commence. This fact may have cost the country past and present investments and may ultimately impact on future investments.
Sababu zingine ni kutokuwepo kwa uwazi kwenye
UNFAIR BIDDING PROCESS, ARBITRATION , CURRENCY DEVALUATION na mengineyo bilakusahau kuwa tunashindwa kua attract makampuni ya uhakika kama TATA kwa kuwa we are not interested na pili hawa washazowe mambo ya transparency sie hayo hatutaki...!
ROLE YA NSSF
Kwenye hili as far as I know NSSF itakuwa ni IPP yaani independent power Producer kama walivyokuwa wengine ila kazi ya distribution ni ya Tanesco hivyo kama wataleta ma generator yao au watatengeza wa Jua au upepo au Gesi toka songo songo thats up to them
JE SHERIA INAWARUHUSU NSSF KUFANYA HIVI:
I would imagine NSSF sio PPF so I cant see them getting involved na jambo ambalo liko kinyume au sheria haiwaruhusu kulifanya. Sina sheria Mama ya ambayo naweza ku quote lakini kama kuna IPP zaidi ya 10 Tanzania sidhani kama wameenda kinyume na sheria. Nadhani hii ipo kwenye investment policy yao so this shouldn't be an issue. Pia si vibaya mkajua kuwa shirika hili lina BOARD ambayo wao ndio wenye maamuzi ya mwisho kwenye mambo kama haya na ndani ya bodi wapo wawakilishi wa wafanyakazi sasa sidhani kama maamuzi yanaweza kufanywa na mtu mmoja
