Technically, lengo la BRT sio kupunguza foleni bali kurahisisha public transport na kuwafanya wanaotumia public transport kuwahi wanakoenda. Suala la kupunguza foleni litafuata baadae kutokana na efficiency ya BRT na people's mentality. Efficiency kwamba, kwa kuwa BRT wanatumia barabara zao ambazo haziingiliani na magari mengine, expectation ni kutokuwa na foleni na hivyo kuwafanya watu wawahi kule waendako. Sasa ikiwa watu wanaweza kuwahi waendako, na ikiwa kutakuwa na mabasi ya kutosha na hivyo kutosababisha msongamano ndani ya gari, hiyo itawafanya baadhi ya watu wenye magari binafsi kuacha magari yao nyumbani angalau mara moja kwa wiki! Hata hivyo, watakaoacha nyumbani si wale ambao walinunua magari kama ishara ya ufahari bali ni wale ambao walinunua magari ili kuepekuna na kero za daladala jijini... kwamba, unapanda daladala ambalo unaminywa ile mbaya uwapo ndani lakini wakati huo huo inakaa kwenye foleni saa kadhaa! Hawa ni wale ambao walinunua magari na kuamua kama ni kukaa kwenye foleni basi wakae wakiwa comfortable. Hivyo basi, ikiwa kutakuwa na some degree of "comfortability" kwenye hayo magari, basi wapo watakao-opt kutumia BRT hata kama occasionally na kuacha gari zao nyumbani!Kuhusu mradi kutokuwa na uwezo na kwenda na kasi ya ongezeko la watu... you're right! I am very certain kwamba hujamaanisha ulichoongea but let me ask you a question. Suala la wembamba wa hiyo Morogoro Rd linatokana na Engineer au Client? I am not an Engineer lakini akili ya kawaida inanishawishi kuamini kwamba, Engineer atakujengea kitu basing on the value of your money! Kama client ame-finance 3 m lane, there's no way Engineer ataongeza even one addition inch! Aongeze addition inch kwa expense ya nani? Should she bear those additional costs?
