Internal Audit Manager

THE POSITION
The head of internal audit has responsibility for leading in:


Developing an annual audit plan using a risk-based methodology;

Following up all agreed audit recommendations to ensure implementation is on course;

Development of organization-wide risk profile;

Developing audit programs;

Guiding internal audit staff in carrying out risk-based audits and tailoring of audit programs so as to effectively address new risks;

Ensuring that internal audit staff remain professionally competent by ensuring that appraisals are done and training needs identified every year;

Representing internal audit department in key management meetings.

Providing information and support to AKDN head of internal audit and compliance on need to do basis;

Facilitating administrative tasks regarding the routine internal audit tasks;

As Secretary to BAC prepare reports to the board.
THE REQUIREMENTS


Excellent audit exposure in a big four audit firm (at least 5 years) .

Knowledge of audit standards and best practices.

Excellent report writing.

Excellent IT skills.

Professionally qualified-first degree in commerce, CPA-K or ACCA.

Good communication and interpersonal skills.

Internal audit certification and membership in professional associations.

Job resume: COWI is currently preparing a proposal for technical assistance to enhance regional capacity to fight arms trafficking and arms proliferation (SALW).

The SALW is one out of three components of the Conflict Prevention Management and Resolution Programme (CPMR) funded by the European Development Fund (EDF).

The purpose of the CPMR Programme is to enhance the capacities of the RIOs of the ESA Region in exercising their CPMR mandates and activities, within a consistent and coordinated continental and regional framework focussing on the key regional factors responsible for conflict proliferation. The expected result of this component is to strengthen regional capacity to fight arms trafficking and arms proliferation (i.e. SALW component). EAC is responsible for the implement of this component where as IGAD is responsible for a component on CPRM and COMESA is responsible for a third component addressing war economy.

Duration: Maximum 43.5 months out of 48 calendar months

Job description: COWI is seeking candidates for the position as a Long-Term Technical Assistant / Team Leader for the technical part of the CMPR programme i.e. enhancing the regional capacity to fight arms trafficking and arms proliferation (SALW). The CPMR programme consists of three components targeting CPMR, SALW and War Economy. The SALW component falls under the responsibility of the EAC.

The Team Leader
Activities of the project will include but will be limited to:
(1) Establishing a mechanism for reinforcing cooperation amongst the police authorities, Interpol and other security agencies to investigate and prosecute illicit arms dealers;
(2) Developing cooperation mechanisms between the RIO?s, the ESA states, the EU and the Nairobi Secretariat on Small Arms and Light Weapons in conformity with the Bamako declaration;
(3) Establishing mechanisms for monitoring the movement of illicit small arms including development of Geographical Information Systems (GIS);
(4) Support institutional and capacity development of NSAs in fighting arms trafiking and SALW, through training, networking, dialogue;
(5) Strengthening coordination and collaboration between EAC and AU, between EAC and IGAD/COMESA in the area of CPMR.
In assisting the EAC realizing the above-mentioned activities, the long-term technical assistant and short-term expertise will help the EAC secretariat ensure efficient, effective and timely implementation, monitoring and evaluation of the EAC programme estimates of the SALW programme. This includes establishing an internal monitoring and evaluation system, as well as frequent coordination with IGAD.

The Technical Assistant / Team Leader should have the following qualifications and skills:

- University Masters degree relevant to SALW, Development Cooperation and/or Program Management
- More than 10 years relevant experience
- More than 5 years experience as Team Leader/Project Manager for projects comprising both international and local staff
- Proven track record of formulating, implementing and monitoring of policy dialogue on SALW
- Experience of demonstrating strong analytical capacity in the field relevant to SALW
- Excellent command of English as well as communication and report writing skills
- Proven experience in management of EDF projects

Minimum Qualifications:
- Excellent English speaking and writing skills are required.
- Masters or Bachelors degree in Information Technology, Computer Science or related field
- Minimum of 5 years active computer programming/DBA experience in a busy solutions development environment with direct responsibility for planning, developing and maintenance of databases

Pact, a nonprofit international development organization, is seeking a Project Director to implement a three-year civil accountability and governance grant making and capacity building programme based in Dar es Salaam, Tanzania funded by DFID.

The goal of the Accountability in Tanzania Programme is to empower and assist a wide range of civil society organizations to work with duty bearers to improve responsiveness of government policies and services to the needs of poor people. AcT will offer multi-annual strategic funding to targeted civil society organizations with demonstrated institutional capacity, experience and potential to implement coordinated activities that complements and contributes to the achievements of MKUKUTA and DFID CAP. A Capacity Building Facility within the project will support a pro-active programme of support to strategic planning, lesson-learning, and research to expand the range of partners and embed results into the CAP.

As the lead for the Accountability in Tanzania Programme the Project Director will manage all aspects of the program on a daily basis, including grant-making, institutional assessments, financial management and reporting and supervision of program staff.. The Project Director bears responsibility for coordinating and integrating different elements of the project, establishing and maintaining close relationships with DFID, Tanzanian CSOs and other stakeholders. The Project Director will report to the Pact Tanzania Country Director and work collaboratively with the Management team to integrate staffing and program activities into the other Pact Tanzania activities.

Duties and Responsibilities:
- Manage the program for achievement of desired results;
- Oversee the development and maintenance of relationships with program stakeholders, including local groups, networks, local and national government departments and officials;

Under the direction of a Senior Trial Attorney or other officer, the incumbent's duties and responsibilities will be as follows:
1. Conduct investigations in all cases of genocide, complicity in genocide, crimes against humanity, conspiracy to commit genocide and related crimes such as rape, sexual assaults, etc.
2. Record statements from survivors and victims of genocide.
3. Prepare testimony for the Tribunal.
4. Conduct interviews and obtain documents.
5. Analyze facts and submit investigation reports on genocide.
6. Secure attendance of witnesses at court in Arusha as and when required.
7. Locate and interview victims of sexual assaults.
8. Travel to various parts of the country to follow up on various sources of information collected, to visit crime scenes, collect exhibits and generally develop more and more witness contacts.
9.Confirm existing witness statements and take new statements when and as necessary;
10.Collaborate and liaise with the various investigations and trial teams in charting the investigation and the prosecution strategy.
11. Identify immediate concerns relating to the health and security of victims and witnesses and provide information to the Witness Management Team (WMT).
12.Follow up on assistance given to witnesses by liaising closely with WMT and the Witness and Victims Support Section (WVSS).
13.Prepare travel documents and subsistence for witnesses.
14.Submit weekly reports on the progress of cases being handled.
15.Work with trial attorneys, legal advisers and crime analysts in the preparation of case files for trial.

Work Experience

Languages
