Wiki iliyopita nimepata fursa ya kusafiri kwenda Dubai. Nimetembelea maeneo kadhaa, ila moja ya maeneo hayo ni Bandari tatu zinazoendeshwa na Kampuni ya DP World.
Kampuni hii inamilikiwa na Familia ya Mfalme anayetawala Dubai. Kwa Dubai, kampuni hii inaendesha Bandari tatu ambazo ni Jebel Ali, Mina Rashid na Al Hamriyah.
Bandari hizi ziko kati ya umbali wa kilomita nane (8) na 46 kutoka Bandari moja hadi nyingine.
Takwimu nilizozipata, Bandari hizi zinasafirisha kontena milioni 22 kwa mwaka hapa Dubai. Kampuni hii inafanya kazi katika nchi zaidi ya 40 duniani na inaendesha magati 82 sehemu mbalimbali duniani kwa mwaka, ambayo hupokea na kusafirisha makontena milioni 70 yanayosafirishwa na meli 70,000 duniani kote.
Sitanii, ni vigumu mtu kueleza akaeleweka anamaanisha nini. Ukifika katika Bandari ya Jebel Ali, ndipo unaona kuwa kuna binadamu wanaofikiri.
Hoja si tu, makontena wanayosafirisha, bali pia mipango ya sasa na baadaye.
Katika Bandari hizo tatu, kuna mitambo mikubwa ya kushusha na kupakia hizo kontena milioni 22, lakini hawaridhiki.
Ndugu zetu wa hapa Dubai, kupitia DP World kwa sasa wanaendelea na mradi wanaotaraji kuukamilisha mwakani, ambao Bandari itaendeshwa kwa kutumia akili tarakirishi (artificial intelligence).
Kwamba mteja akiwa na kontena lake, hatalazimika kusubiri ‘winch’ ipangue makontena matano kufikia kontena lake la chini.
Kontena zitakuwa zinapangwa kwenye chanja (shelves) ambazo ukibonyeza kifungo (button) na kuweka namba ya kontena husika, hata kama litakuwa katikati ya kontena 30,000 litajichomoa na kutoka nje.
Hii si ya kufikirika au kusadikika, bali wameanza kujenga mitambo husika.
Sitanii, hawa DP World, wapo katika nchi kadhaa za Afrika. Wapo Senegal, waliyofanya Mungu anajua.
Wapo Somalia, nchi ambayo ipo vitani miaka yote tangu kifo cha Rais wao Mohamed Farrah Aidid Agosti 1, 1996, lakini kwa msaada wa DP World kuna habari sizizofurahisha katika masikio ya Wantanzania.
Kwamba kwa macho yangu nimeshuhudia kondoo, matikiti maji, vitunguu, nyanya, mchicha, viazi na kila chakula unachokiwaza kikiuzwa Dubai kutokea Somalia, ilihali sisi huu ni msamiati.
Nimeuliza inakuwaje sisi hatuwezi hili, nikapewa jibu la aina yake. “Shida si Watanzania, bali mifumo iliyowekwa na viongozi wenu. Kinachotakiwa ni kuwawezesha Watanzania. Kuwajengea maghala ya kuhifadhia bidhaa za kilimo karibu na Bandari, kuwaeleza viwango na mbinu bora za kilimo.
"Wananchi wakifahamu mahala penye fedha, masharti watayafuata na kutengeneza fedha. Watanzania wanaweza haya,” ameniambia Afisa mmoja niliyezungumza naye kwenye Bandari ya Jebel Ali.
Sikukomea hapo, nimeuliza imekuwaje Bandari tatu ziko pamoja zinasafirisha kontena 22,000 kwa mwaka hapa Dubai, ilihali sisi hapo Tanzania tumezungukwa na nchi nane, lakini tunasafirisha kontena 700,000 tu kwa mwaka.
Jibu nililopewa ni lile lile ujenzi wa mifumo. Tena, hawa DP World wakasema wanatafuta fursa ya kuja Tanzania kushirikiana na Tanzania, lakini miaka yote wamekwama.
Katika kukwama, wakaamua kwenda nchi jirani ya Rwanda. Wamejenga Bandari Kavu Rwanda.
Makontena ya nchi nyingine sasa yanapitia Bandari ya Dar es Salaam yanakwenda Rwanda, nchi hizo zinachukua makontena pale.
Kampuni ya vyakula ya KFC imefungua ofisi zake Rwanda kutokana na mifumo bora ya Bandari Kavu.
Ndugu zangu Watanzania. Nimesisimuka mwili. Manyoya yamesimama. Sikuamini nilichokiona katika wasilisho.
Rwanda imewapa DP World ardhi yenye mita za mraba 20,000 kuweka Bandari Kavu. Hizi mita za mraba zimekuwa ufuguo wa Rwanda kuingia katika biashara ya Bandari.
Hivi sisi tuna kilomita ngapi za mraba katika Bahari ya Hindi na nchi kavu, hadi leo tuzidiwe na Rwanda inayoanza kuwa nyota inanayong’ara ndani na nje ya Bara la Afrika?
Kwa masikitiko, hapa nchini kwetu tumeambiwa eti Bandari mpya ya Bagomoyo ikijengwa, itaimeza Bandari ya Dar es Salaam. Wajinga ndiyo waliwao.
Bandari zinapokuwa nyingi, ndivyo ushindani unavyoongezeka. Ndivyo mapato yanavyoongezeka. Bandari mbili hapa Dubai zinatenganishwa na kilomita nane (8), ila bado zinatengeneza fedha ndefu.
Sisi hapo kwetu TICTS imekaa hapo miaka 22, bado tunahudumia makontena 700,000 tu kwa mwaka wenzetu wanahudumia milioni 22.
Hapana. Tutafute wenye uwezo wa kutuvusha. Bila kuuma maneno, DP World wanayo nafasi ya kuivusha Tanzania.
Sitanii, nimelazimika kumkumbuka Mwenyekiti wa Chama cha Economic Freedom Fighters (EFF), Julius Malema wa Afrika Kusini.
Binafsi naamini wazee wetu wamepambana kupata uhuru wa nchi yetu, ila sisi hakuna tulichopambania.
Naamini wakati wetu sasa umefika tupambane kupata Uhuru wa Kiuchumi. Hapo kwetu chanzo muhimu cha uchumi ni Bandari.
Kwa miaka 22 tumekuwa na kampuni ya Tanzania International Container Terminal Services (TICTS).
Nasikia wiki hii mkataba wao umekwisha hapo nchini.
Tuwashukuru kwa kazi waliyoifanya kwa miaka 22, ila sina uhakika kama wameifikisha nchi yetu katika malengo tarajiwa.
Kwa mfano, Kampuni ya DP World inazalisha asilimia 33 ya uchumi wa Dubai.
Hii maana yake ni nini? Nchi yetu kama ikiitumia vyema Bandari ya Dar es Salaam, ina uwezekano wa kuzalisha si chini ya asilimia 45 hadi 50 ya bajeti ya taifa letu.
Tanzama imezungukwa na nchi za Uganda, Rwanda, Burundi, Jamhuri ya Kidemokrasi ya Congo, Zambia, Zimbabwe na Malawi, ambazo zina uwezekano mkubwa wa kutumia bandari yetu.
Si hizo tu, hata sehemu ya Kenya na Msubiji, baadhi ya mikoa yao ni rahisi kutumia Bandari zetu.
Sitanii, mpendwa msomaji. Wiki hii niruhusu niishie hapa. Wiki ijayo nitaandika kwa kina wapi tumeteleza wapi na tunaweza kusahihisha nini.
Watanzania hatukuzaliwa kula shida. Nafahamu wapo watu wachache wenye vita yao mkononi wakitaka wapewe Bandari waendelee kuvuna.
Msitari huu tuuvuke. Tujenge nchi. Tanzania kwanza, masilahi ya mtu mmoja mmoja baadaye. Mungu ibariki Tanzania.

THE government has highlighted a number of benefits to be obtained after the Parliament endorsed the Inter-Governmental Agreement (IGA) between Tanzania and the United Arab Emirates (UAE), focusing on social-economic partnership for developing and improving performance of ports in the country.
Minister for Works and Transport, Professor Makame Mbarawa, on Saturday outlined 14 expected benefits of the agreement, including application of modern technology and system that will make ports operations fast and effective, thus increasing revenue.
Prof Mbarawa also pointed out that the implementation of the document will assure ports workers of their employment security, because the agreement has set measures to increase employment opportunities from 28,990 in 2021/22 to 71,907 come 2032/33.
He told the Parliament that the increase in employment opportunities is set at 148 per cent.
The minister said average number of days for a vessel to stay at the port will be reduced to 24 hours from the current five days, thus increasing efficiency.
Furthermore, it will increase the number of ships docking at the Dar es Salaam Port from 1,569 in 2021/22 to 2,950 vessels by 2032/33.
Prof Mbarawa went on to argue that if implemented, the agreement will enable the port use only two days to offload containers from the ship, unlike present when the port spends up to four days.
On the part of bulk cargo, the port will have capacity of offloading within one hour while currently it spends 12 hours
“This is a result of improvement of the Information and Communication Technology (ICT) infrastructures,” the minister informed MPs.
For customers using the Dar es Salaam Port to ship containerised cargo destined for Malawi, Democratic Republic of Congo (DRC) and Zambia, the transport cost per container will be cut down by half from 12,000 US dollars to between 6,000 and 7,000 US dollars.
The number of customers using the ports are expected to double as well as increase in cargo volume from 18.41 million tonnes in 2021/22 to 47.57 million tonnes by 2032/33, an increase that is almost 158 per cent.
The cargo volume increase will see a rise in revenue and tax collection from 7.76tri/- in 2021/22 financial year to 26.7tri/- in 2032/33, equivalent to 244 per cent increase.
Moreover, the government will benefit from upgrading of the storage facilities to handle all types of cargoes.
