Others says, use had instead of is, this will laid wrong meaning in term of time, perhaps the real meaning will remain as its.
Why is and not had. Look at the the sentence again, then separate it from the subject and predicate. I think now u understand what i mean. The question seeks us to site the correct answer without misleading the information (meaning)
