Public Private Partnership is the term (I am sure you do not understand this), which means Kenya will not take a loan or use tax payer money. A private investor ie The chinese build, operate and transfer the road after recouping their investment hence the toll stations. It is not public money.

Another you may not have heard of is the Nairobi, Mau summit expressway same model, this time it will be Netherlands who will build, operate and transfer after recouping their investment. This road will be 175 km in length, dual carriage expressway with an elevated highway passing through Nakuru Town, it integrates into the southern bypass(Complete) and with JKIA-Rironi expressway (U/C). It also integrates into the new 25 km, 6 lanes Waiyaki way super highway(U/C) and the western bypass (U/C). It will then connect to a planned expressway through eldoret town (elevated highway) to Malaba and another Dual carriage through Kericho to Kisumu and finally to Busia, which will also fit into another planned Busia-Migori dual carriage highway(450 km) along the shores of lake victoria.

We plan and take things one step at a time not launching projects on impulse without thought. That means Uganda and northern Tanzania can be efficiently served by Mombasa port saving time and money while cementing our position as the logistics hub of sub saharan africa apart from south africa.

A particularly surprising statistic is that Kenya is the third-largest emerging market air export trade lane by tonnage, exceeding not just its continental competitors such as South Africa and Nigeria, but even the likes of India

What's so technical about anything here, I deal with far more complex stuffs for a living, at no point have I attacked anyone, you're trying so hard to sound relevant while playing victim card. Yes there is a cost to it, this is not being handed to us as a donation like Japanese did to you.
It's a public infrastructure where CRBC will invest its own money and later recoup its investment from toll fees paid by motorists using the road.
What's more important is the socio-economic benefits that will derived from its use.

Up to now I still don't understand what you're yapping about, Googling and throwing acronyms around doesn't make you smarter, anyone can do it in a split, for instance the concession on this project is a BOT as opposed to BOOT, so motorists are protected by the government.
