I wholeheartedly support those who want out of North eastern province. What use is working in a place where you have to keep on looking behind your back to check on who is against what. If there is something Uhuru has failed flat out it is in sacking his people on the ground. We cannot have a situation where the intel of possible attack on Mpeketoni is reported but someone sleeps on it, intel on suspicious and heavily armed people are reported seen in Mandera and someone sleeps on it.

I remember vividly the social contract theory by Thomas Hobbes Jean Jacques and the rest. Stating that the state emerged out of a social contract theory whereby the citizens decided to surrender all their instruments of violence and freedom to the king who inturn was supposed to secure their lives and property. Mister president need I remind u that a government that can not protect its people has no business being in power. The people of Kenya have surrendered their freedom and to u. They had option of carrying guns and machetes to protect themselves but they didn't instead they have put their trust in you to protect them, why on earth would you let them down. I will tell you for freeif this continues people will find ways to protect themselves and it will get worse than it is now. The ultimate goal of a government is to win the loyalty of the citizens. Right now though they dont trust this government with their lives. Not everyones is a rational thinker Mister president I tell u people will buy guns and njoras and all the weapons they can obtain just to protect themselves. I leave u wwith this...step up or step out we will understand that u tried but failed and if you step up we will support and rally behind you but for now..you have failed us.

Legend has it that while a fire destroyed the city of Rome, the emperor Nero played his fiddle; he was merrily ignoring the plight of his people. This weekend, it seemed to be Kenya's turn to get a taste of what official neglect and disinterest look like, again. We did before after the 2007 elections when that sloth of a President by the name Mwai Kibaki was busy doing nothing in Statehouse as Kenyans were getting killed in the name of post election violence!

As Kenyans lay dead, murdered in cold blood by terrorists, President Uhuru Kenyatta was wining and dining with the mighty with a jet ready and set to go in Abu Dhabi, enjoying the trappings of a Formula 1 weekend...but things are not always as they seem. The fact is, it is not that Kenyatta's govt is disinterested in security of our nation. The problem is that, their understanding of what constitutes a national security threat is radically different from what most Kenyans would expect. The events immediately preceding and following the massacre of the bus passengers in Mandera, near Kenya's border with Somalia have aptly demonstrated why Kenya's security apparatus is in the toilet!

Days before the atrocity happened, county government officials had been warning of the threat of an attack... "We have strong intelligence which we have shared with security authorities, but we are disappointed that the authorities are not taking us seriously." Mandera County Governor Ali Roba complained.

Policing not protecting


Instead of of reinforcing security at the border town, the government dispatched officers to Mombasa, where a series of raids on several mosques had apparently turned up a small cache of weapons including pistols, grenades and petrol bombs. More than 360 people had been arrested in the overnight raids, including some as young as 12 with many claiming to have been snatched right out of their houses. Now explain to me how this makes sense?...all these show of strength in Mombasa yet we are told Mandera had only four officers in the area during the attack...God forbid!!!

It is not difficult to guess why police would be withdrawn from an area facing an imminent threat of a terrorist attack to one where the govt had just closed several mosques, alienated huge numbers of people and where attacks on non-muslim communities had already been carried out. The problem with our authorities is that they are concerned about an internal threat and not external and that is why Al-Shabaab always has a field day when they come to Kenya. That is an undisputable fact based on the goings-on. They focus on the disaffected, disenfranchised, disillusioned and radicalised citizenry at the coast of Kenya. This governement has tended to deal with the citizenry as the primary source of national security threat, which it defines as a threat to itself or its authority...not THE PEOPLE!!! It thus has shown no compunction about demonizing entire communities, from Somali refugees and citizens of Somali origin, to Muslims, to the marginalized communities across the north and in the west of the country.

From the founding of this country, the Kenyan security institutions have been set up to police, not to protect local communities. The security system is a colonial era edifice that has not been fundamentally reformed and continues to priortitise the protection of rapacious interests of a tiny and powerful elite over the rights and safety of the safety of the rest of the country. These elites have actively resisted any attempt to reform the system. They have actively sought to undermine the 2010 constitution which enshrined a Bill of Rights and a new security structure.

Laws reforming the security structure, when they have been passed, have either been ignored, or amended so as to distract them from their original intent and purpose. There have been legislative moves to turn oversight bodies into mere paper weights, which would only confirm the reality that they have been ignored anyway. For example, the Independent Policing Oversight Authority has noted gaps in the implementation of legislation meant to streamline the National Police Service and demanded the resignation of the IPG over the inability to deal with security...they now find themselves threatened with disolution.

A Personal Challenge

The result of this is that the eliete have a free hand to exploit the resources of the country at the expense of its population. Kenya's elephants and rhinos are being hunted to extinction while the government protects those most responsible for the carnage. The country has been turned into a major conduit for illegal drugs and a destination for illicit money. Further, it has fallen to the international community to step into the breach created by the inaction of the Kenyan authorites and to attempt to prosecute those responsible for the mass murder of Kenyans as well as the corruption that impoverishes them. Predictably such moves have been met with either foot dragging or outright opposition from the government.

It is plain that a governmnet run by people who see the rest of the populace as a threat to their position and to their opportunites to extract rent, will not be motivated to protect them. In fact Kenyatta's administration has tended to treat insecurity not as a security threat but a public relations problem. The government, for example, has been slow to respond to the widedspread incidents of violence against women, with half-hearted reactions when public outrage over incidents of women being assaulted and stripped in public made the news.

Terrorist attacks have inspired little other than strong words and perplexing declarations of victory (such as we heard after the attack on the Westgate Mall) and sometimes outright lies. In the aftermath of the attacks on Mpeketoni, near the coastal town of Lamu, the president got into as unseemly tussle with Al-Shabab whose claim of responsibility had complicated his efforts to blame the incident on 'local political networks' which is the shorthand for the oppostion or better yet one Raila Odinga.

In a statement issued on behalf of the presidnet following the Mandera attack, DP William Ruto was quick to congratulate the security forces for protecting Kenyans (go figure!) and without offering any proof, repeat claims that many other attacks had been stopped and that in the particular case of the Mandera attackers, the security forces had caught up with them and killed 100 of them. As evidence for the latter the govt appeared to have released pictures bearing a time stmap form 2yrs ago!

An address to a high level security seminar given by the President just hours before the killing of 22 officers illustrates the propensity to see national security purely through the prism of his own "personal challenge" as he once described his prosecution at the ICC. It is peppered with references to the fight against foreign domination and demonises civil society organisations, which have pushed for his case not to be prematurely abandoned.

So when informed of the attack in Mandera, Kenyatta did not think it prudent to skip the Formula 1 race and dash home to deal with the security crisis simple because he does not consider the murder of Kenyans a security crisis. The problem is not that he is fiddling while Kenya burns...it is rather that despite all evidence to the contrary, he does not think Kenya is burning!

But as much as we are blaming the leadership, we citizens too should play our role to ensure security. Just like Uhuru said, there can never be a policeman for every citizen. Uhuru can satisfy our desires by sacking and replacing every security personnel, but while we are the ones harboring these elements in our homes and places of worship, there will never be any difference.

Also remember the current security heads were appointed through rigorous process, meaning we picked the best. And remember the constitution, read it again
- The president can't sack IG Kimaiyo, it's a parliamentary process.
- Mr Lenku implements Cabinet policies. He does not make personal decisions.
- NIS doesn't have powers of enforcement and arrest. Yet they have a habit of bombarding police with thousands of intelligent report.

President Uhuru Kenyatta on Wednesday made his first public address at the University of Nairobi, following his return from an official visit in Abu Dhabi in the United Arab Emirates. "I have been out of the country for a few days as you have seen from the selfies in the newspapers" he said, while launching the 16 Days of Activism against Gender Based Violence campaign, the HeForShe Campaign for Gender Equality and the national policy on prevention and response to gender based violence.

Regarding national security following the Mandera massacre, Uhuru said the government has put equipment and vehicles in place to support efforts to secure the country. He admitted that the officials in the security docket have failed but emphasized that the responsibility of ensuring safety prevails in the country lies squarely with the public.

He said the government's efforts would be meaningless without the public's inherent responsibility.

"We as a country should change our mindsets on security issues and ensure that we always watch our neighbours back, let us not wait for the officials to come and act.
"No matter what we do as government, you can never find a police man guarding each and every citizen in this country, it can never happen," he added, urging Kenyans to be responsible and cooperate with the police to curb insecurity.

In the massacre that took place on Saturday morning, 28 non-Muslims were killed after al Shabaab militants raided a bus they were travelling in.

Uhuru termed the stripping of women for 'indecent' dressing, coupled with other acts of violence, barbaric, and condemned the onlookers who did not help the victims.

"The girls were not assaulted in a hidden place. Many people were watching as they enjoyed the whole act, In fact, many of them just took photos and did nothing," he said.

What the president is saying can be comprehended even by a kindergarten student. Citizens have to be responsible too, the ratio of police to civilians explains it well. Watching and video recording a poor girl being stripped naked while waiting for police to rescue her, harboring bombs, guns and other weapons in mosques, feeding and keeping terrorists in our homes are some of the activities that shows just how we are making it hard for the police.

Stop this self righteous sensationalism and cheap politics.

Mate,

Lets back track for a little bit...Did you read what the Mandera County Governor said?...Information was given to the security personel about the impending attacks...what happened after that?...Who takes responsibility for not acting?

How does it sit well with you to know that Mandera had only 4 policemen when this thing went down? A good number of officers were in Mombasa raiding Mosques for you you know what reason. I cannot get with that, knowing very well the history of NEP.

Then you purport to say these elements are harboured by Kenyans in their homes and places of worship...that's what we call a red herring in Logic 101. This blame game will not suffice moreso when infor was given to the security folks way in advance...when the strangers were spotted in Mandera town.

The buck squarely stops with the President...the hoopla of folk crying out for Ole Lenku and Kimaiyo's blood is long gone. Uhuru Kenyatta bares full reponsibility of the blood of innocent Kenyans spilt in Mandera while he was galavanting in Abu Dhabi for whatever purpose.

Your major concern seems to be president's selfie in Abu Dhabi, the rest is just rhetoric. The governor has to be specific on what he shared and with whom and on what date. Should throwing words around as he is only a politician and obviously he can say anything. Mandera County Police Commander Noah Mwivanda has denied ever getting any intelligence from the governor. The same was said by Mandera County Commissioner Alex Ole Nkoyo, about the governor playing politics instead of sharing information with them

Mr. Mwivanda has already explained how they've foiled so many other terror attempts in Mandera after getting Intel from citizens.

Alshabaabs are within our society, they have infiltrated us, they are dining and winning with us, it's our responsibility to help authority fight them.

It started with the clearing of garbage in the main urban areas. Then it moved on to primary schooling for our children. To some extent, we are even responsible for infrastructure like roads and water utilities. Now, on authority of none other than the President of the Republic of Kenya, we have been told that the police have failed in protecting us and since he cannot fire them, we, as individuals have to take up the responsibility of stopping the al Shabaab from turning us into past tense. If that is the case, my suggestion is that we should all get a tax refund for work paid for and not done and, secondly, the police should consider approving my application for a firearm instead of only considering those with the most questionable characters among us

Folks,

Looking at this speech 2 things strike me...was this guy really sober when he made this speech?..If he was, then my fellow countrymen, we are in some deep trouble. I have asked so many times, who advises this guy?... Secondly, is he blaming parents when their kids get raped?..Oh my goodness!...How I pray and wish he was drunk or high on something. That way we have something to blame otherwise we are done!

PRESIDENT Uhuru Kenyatta is understood to have exhausted his travel funds, triggering a crisis in State House spending only four months into the financial year. On official duty the President does not use his personal cash. All the President's travels are funded by the State, which also pays for civil servants in his entourage.

The apparent cash-flow problem emerged during his weekend visit to the United Arab Emirates, towards the end of the trip. Reliable sources said that the Ministry of Foreign Affairs was forced work with the Central Bank and wire funds into the accounts of the Kenyan embassy in the UAE.

It is unclear how many people were in the presidential entourage, but indications are there were more than 20, including Treasury Secretary Henry Rotich, Foreign Secretary Amina Mohammed and government spokesman Manoah Esipisu.

"There was a crisis in the presidential team. We do not know if the President knew, but we have had to quickly mobilise some cash and send it to a Dubai account belonging to our embassy in UAE," our source said.

Yesterday Esipisu denied the allegations, insisting that all the President's trips are budgeted for.

“What type of rubbish is that?” Esipisu thundered, speaking to the Star on the phone. “The President is the Head of State of a country and all his trips are budgeted for."

He however said that it was only the the Ministry of Foreign Affairs, headed by Ambassador Amina, that could comment authoritatively on Uhuru's cash allocations for foreign trips. Mohammed was away from her office most of the day and her mobile telephones were off. Permanent Secretary Karanja Kibicho also did not answer his calls and his secretary said he was away from his office in meetings. Comptroller of State Houses Lawrence Lenayapa did not answer his phone or return our calls.

Uhuru is Kenya's most travelled President, having made 28 foreign trip in his first year in office, beginning April 2013. This financial year, which kicked off in July, Uhuru has made 13 foreign trips in five months, which are said to have exhausted the travel funds. He has been to UAE, Zambia, South Sudan (twice), Ethiopia (twice), The Hague, Rwanda (twice), the US (twice), Equatorial Guinea and Uganda.

The Presidency was allocated Sh3.4 billion as recurrent expenditure in this year's budget, with Sh1.9 billion going to State House operations. The Presidency comprises State House, the Office of Deputy President William Ruto and the Cabinet Affairs Office. The Presidency facilitates the operations of the Executive Office of the President (Uhuru's office) in executing its constitutional mandate. Yesterday the President had a busy day.

From presiding over the start of the Sixteen Days of Activism on Violence Against Women initiative, to chairing a National Security Council meeting to receiving the Deputy Prime Minister of the Slovak Republic, Miroslav Lajcak. Uhuru met his top security advisers at State House, Nairobi, to discuss the recent Mandera Massacre.

The President, who returned on Tuesday night from an official visit to Abu Dhabi, was briefed on the cross-border operation into Somalia by the Kenya Defence Forces following the mass murder. Action plans were discussed aimed at deterring future attacks by terror groups and organised criminal gangs. Suspected al Shabaab militants attacked a Nairobi-bound bus in Mandera near the Kenya-Somalia border on Saturday morning, killing 28 passengers.

Hahaha!! I've read through the tweets, very hilarious, but I still insist, it has to start with us, police can't be available in every home. They can't be there to stop an uncle from raping his niece, as a parent you must secure your own child at home and not trust anyone.
