Emerald Villas to reshape Paje neighbourhood​

Unguja. Zanzibar has been attracting real estate development projects in recent years and as a result of this the Paje neighbourhood is about to change, with the coming of the Emerald Villas.

With construction set to begin in December 2022, the Emerald is set to have some 20 villas with their delivery in just 8 months from the date of commencement.

In a statement, the developers Floton Africa Company Ltd say they are offering title deeds and many other incentives because the project has been registered and approved by the Zanzibar Investment Promotions Authority (ZIPA).


According to the developers, unlike the characteristic real estate projects that take up vast amounts of land often in places that have no previous development, the Emerald Villas is set to have a different approach.

“We are coming up with a new model that is set right within the existing village community and is easily accessible, as opposed to what we have seen in the past where a project starts off in the middle of nowhere and then attempts to develop and attract a community thereafter,” says Richard Ashby of Shivo Limited, the exclusive marketing partner for Floton Africa projects.

He believes that one of the reasons why many huge real estate projects have struggled in the past both on Tanzania mainland and Zanzibar is because the developer has to spend almost 40 percent of the capital on provision of basic access and other infrastructure.

“But when you look at the set up that we have, we are developing the Emerald Villas in a neighbourhood that is already operational, this cuts the work by almost by half because the infrastructure already exists and Paje village is already one of the coolest places to live on the island,” says Ravi of Floton Africa Company Limited.

The lack of infrastructure is otherwise the reason why other projects take a long time to kick off given the amount of time taken to build things like roads and water systems.

“When we start construction in December, we will build out all of the villas at once, and with 70 percent of those villas already reserved, the whole project will roll out immediately, we do not have to build any social amenities, and we don’t have to drag people off to neighbourhoods that they are complete strangers to and where they cannot even find a basic supermarket within a 15 minute drive, so the overall offering is just unrivaled on Zanzibar.“

According to Richard, Emerald villas is positioned so that Paje beach is still barely a six minute walk away, while remaining in a peaceful location set away from the busy late night party scene.

The project has attracted positive reviews from the community with many saying it is what an area like Paje has been waiting for.

“I realised after 5 minutes of living in Paje that nobody wants a luxury pool villa on the south east coast if you have to drive 20 -25 minutes to get home from a club or restaurant after a night out, or to get changed before dinner after an afternoon at the beach. It needs to be 5-10 minutes max, that’s the lifestyle buyer, “said Richard.

He added: “An area like Paje is full of kite surfers, digital nomads, business people, hoteliers, and other professionals, they want convenience and they want to live within the community that they work in and enjoy. If you can’t understand that as a developer, you’re dead in the water.

In his opinion buyers who are ready to pay between $150,000 and $250,000 are usually educated buyers who will not settle for less than a top spec finish, and this combined team of Floton Africa Company Ltd and Shivo Ltd are apparently here to stay, bringing forth a number of other groundbreaking residential projects to follow across the island for 2023’.

TO cope with the ever increasing influx of foreign tourists’ in the country, President Samia Suluhu Hassan has directed relevant authorities to step up massive investments promotion drive, especially in mega luxury hotels.

According to the Bank of Tanzania (BoT) Monthly Economic Review released in June 2023 which covers key macroeconomic indicators, Tanzania tourism arrivals surpassed 1.6 million in year ending May 2023, reaching historic heights.

Tanzania’s travel receipts almost doubled to 2,560.7 million US dollars in 2022 from 1,310.3 million US dollars in 2021, consistent with the rise in the number of tourist arrivals. Tanzania received 1,454,920 tourists in 2022, compared to 922,692 in 2021, and 616,491 in 2020.

In 2020, revenues were down to 1 billion US dollars as the sector was severely affected by the Covid-19 pandemic and its impact on international travel, from a peak of 2.6 billion US dollars in revenues and 1.5 million arrivals in 2019.

Opening a 5-star accommodation facility — Kwanza Resort by SUNRISE in Kizimkazi yesterday, President Samia did not hide her delight for the newly established hotel, saying the country needs more of such facilities to cope with the number of tourist arrivals.

“To address the increasing influx of tourists from abroad, it is imperative for ZIPA (Zanzibar Investment Promotion Authority) and TIC (Tanzania Investment Centre) to play a key role in attracting investors to set up more mega luxury hotels in the country,” said Dr Samia.

President Samia said attracting such kind of investments was also crucial for the country to create more employment opportunities for youth.

She said that the ‘Royal Tour’ documentary has brought positive results of increasing the number of tourists and investors eyeing to invest in the country.

In April 2022, President Samia unveiled “The Royal Tour” documentary while promoting FDIs during her official visit to the US. Filmed throughout Tanzania in 2021, it features Emmy Award-winning journalist Peter Greenberg travelling to Tanzania with President Samia.

In the documentary, President Samia is the ultimate guide for a week, exhibiting Tanzania’s history, culture, environment, food and music as well as telling the stories of Tanzania’s hidden jewels.

President Samia also revealed that British Actor Idris Elba will come into the country in the near future to open a film studio, a move she said will spellbound tourism sector.

“When I was in Arusha recently, I shot a film with Chinese Actor, Jin Dong, titled ‘Nyumbani Milele’ which will be televised in China,” she said, adding that the objective is to attract more tourists from China and other parts of the world.

President Samia presented the Chinese actor with a certificate as Tanzania’s Tourism and Cultural Ambassador to his country.

“China has about ten million people who move out on tourism missions annually, if we manage to attract at least three million from them, it will be a big deal,” she said.

On Tuesday’s evening event was part of various activities lined up to celebrate this year’s ‘Kizimkazi Festival.’

She thanked the Zanzibar government for ongoing improvement of investment and business environment which attracts foreign investors, adding that the Unguja South incorporating Kizimkazi village is changing fast in terms of development and that changes are sometimes unbelievable, “It isn’t possible until it is done!”

In attaining real development, Dr Samia emphasised engaging the private sector. “We cannot move faster in development without the involvement of the private sector,” she said.

Dr Samia explained that she was so thrilled by the development of ZIPA, which has turned to a one-stop-centre, approving or clearing investment applications within 24hrs instead of three to six months in the past.

Earlier, Executive Director of ZIPA, Mr Asharif Ali Sharif said his office is working closely with TIC to increase the number of investments in the country.

He poured praises on President Samia, saying that her efforts in promoting peace and stability and business environment is attracting many investors, including plans for Formula One Race and NBA sports planning to invest in Zanzibar. He said Silicon high technology is already operating in Zanzibar.

The Zanzibar Minister for Labour, Economy and Investment, Mr Mudrick Ramadhan Soraga said that there has been a lot of changes in room for investments in the country and plans are underway to table ‘Investment Act 2023’ in the House of Representatives, which will create more opportunities for investors, including room for the Diaspora to come and invest in the country starting with only 2,000 US dollars.

The Kwanza Hotel CEO, Hussein Hassanein said he was attracted to invest in Zanzibar because of the hospitality of the residents and good environment.

He thanked President Samia and Zanzibar’s President Dr Hussein Mwinyi for good cooperation which enabled him to construct the 151 rooms’ facility, which has employed 300 staffs, 99 per cent being Tanzanians.

Before opening the hotel, Dr Samia inaugurated a water supply station at Kizimkazi developed by Dar es Salaam Water and Sewerage Authority (DAWASA) in collaboration with Zanzibar Water Authority (ZAWA).

Dr Samia also opened Kizimkazi refurbished school with 11 rooms, computer lab, and administration offices, funded under Tanzania Social Action Fund (TASAF).

Cultural connection​

Overlooking the Indian Ocean, this boutique resort reflects Arabic inspiration through its modern architecture and design. The property is home to 82 spacious rooms and suites along with an array of luxury facilities.
Designed for business, leisure and events such as weddings, the resort encompasses restaurants serving both international and local cuisine, a spa offering holistic wellness experiences, a swimming pool and meeting and event space.

A lot has been happening in the Indian Ocean in recent years, with new hotels, wildlife breaks, private island escapes and tours offering the inside scoop on local culture. From Tanzania to Sri Lanka, via the Seychelles, the Maldives and Mauritius, here's what you need to know.

1. Kick back with your kids​

While Mauritius and the Maldives are already popular picks for those with children, families looking for fresh adventure should add Tanzania’s Zanzibar archipelago to their list. The Emerald Zanzibar Resort & Spa, which opened on the main island, Unguja, in December 2022, features two-bedroom family suites and a kids’ club, plus a water sports centre, tennis courts and football fields. It also has direct access to a non-tidal beach that’s surrounded by a marine conservation area, meaning snorkelling and diving are firmly on the agenda, too.

2. Hike around a volcano​

How often does a country have a new landmark to discover? In Réunion, Mauritius’s westerly neighbour, the answer is: potentially every year. This volcanic island is home to the active Piton de la Fournaise (‘Peak of the Furnace’), which belches and spurts into action every nine months on average. The last eruption, in September 2022, gave rise to an entirely new volcanic cone, Piton Tikal. Find it in Réunion National Park, where trails take adventurous hikers on a circumnavigation around craters and past eerie lava tunnels in a landscape that’s constantly shifting.

3. Stay on a private island​

The Seychelles has had a crop of hotel openings recently, from stylish Mango House Seychelles to just-launched Laïla, both in the sleepy southern end of Mahé, the main island. For an experience entirely apart, the Waldorf Astoria Seychelles is one to watch: later this year, it will become the first hotel to open on Platte Island, a private spot 80 miles south of Mahé. The luxury brand’s first Seychellois outpost will immerse guests in the wilderness and offer the chance to glimpse eagle rays, whale sharks and hawksbill turtles.

4. Go beyond the beach​

Hotels in the Maldives are increasingly offering plenty beyond the beach. A case in point is Kuda Villingili, which puts surfing front and centre — it’s just partnered with UK-based charity The Wave Project to set up a new surf therapy programme for families. At Fairmont Maldives Sirru Fen Fushi guests can now assist marine biologists in regenerating coral reefs, and the resort is also turning plastic waste into souvenirs and products for schools. Meanwhile the Ritz-Carlton Maldives, Fari Islands has launched a drone conservation programme that allows guests to help monitor marine wildlife.

5. Spot marine life in Comoros​

Strung between Mozambique and Madagascar, Comoros is visited by relatively few tourists. Limited infrastructure means not many tour operators tackle this archipelago, but a new Intrepid Travel expedition launching this summer promises to give it its time in the spotlight. This includes the exciting opportunity to see humpback whales and dugongs at the UNESCO-backed Mwali Biosphere Reserve. There’s also the chance to visit one of the world’s largest green turtle nesting sites, near the village of Itsamia.

Green turtles, now classifies as endangered, are the only herbivores of their species.


6. Cycle above the treetops​

The volcanic hills of Mauritius have long been a draw for those seeking active experiences, and this year’s launch of a bicycle zip-line in La Vallée des Couleurs Nature Park adds to the thrills. The aerial adventure sees participants pedalling along a 60ft-high tightrope while secured to safety cables, spinning over verdant scenery and taking in the views of the rivers and waterfalls below. You can also test your nerves crossing the narrow, 1,150ft-long suspension bridge, the Nepalese Bridge.

7. Explore two islets in one​

The one-resort-per-island set-up has been tried and tested, but Jawakara Islands Maldives is set to give travellers more space to play when it opens in August. The resort is spread across two sand blots, Mabin and Dheru, connected by an oversea walkway across the reef: hop from one to the next for a golf course, two spas and five restaurants.

8. Learn local crafts​

As Sri Lanka marks 75 years of independence, tour operators are putting the spotlight on local culture. On Wild Frontiers’ new trip, travellers can visit an ayurvedic doctor and meditate with a hermit monk, plus spend two nights with a local family. Intrepid Travel also launches a new tour in September: highlights include watching locals demonstrate the ancient craft of palm-leaf writing and trying your hand at traditional pottery techniques.

9. Marvel at ancient baobabs​

Baobab trees, recognisable by their vast, bulbous trunks and twisted branches that resemble roots, are an icon of Madagascar’s landscapes. The Avenue of the Baobabs forest, near the city of Morondava, is a popular spot in which to see these ancient giants, but private island resort Miavana by Time + Tide now offers guests a more intimate alternative. After one of its pilots spotted a baobab patch while helicoptering over a nearby island, the resort launched a tour to enable guests to view the site and even picnic under the canopy.

10. Join a night-time safari​

After the sun has slipped below the horizon, Robert Matombe’s work begins. As the turtle manager and wildlife whisperer at Constance Lemuria, a Green Globe-certified resort on the Seychelles’ Praslin Island, he keeps tabs on what’s roaming in the darkness, from fruit bats nibbling on mangoes to hedgehog-like tenrecs shuffling through fallen leaves. A new night-time walking safari lets guests join his search for nocturnal critters, with the occasional opportunity to spot turtles nesting or hatching on secluded Grand Anse Kerlan beach.

Minor Hotels to develop a new Anantara resort in Zanzibar​


The newly signed 181-key Anantara Zanzibar Resort will be located on the northern coast of Zanzibar island in Tanzania.

The new resort is expected to launch in 2027 with a collection of luxury villas and suites, as many as six restaurants and bars, a spa, and multiple pools.

Growth across Africa​

Minor Hotels, and the Anantara brand, have been selected by the owning company, Dubai-based Infinity Group, to manage this new resort, which is currently under development.

Dillip Rajakarier, CEO of Minor Hotels and Group CEO of parent company Minor International, commented: “We are delighted to add Anantara Zanzibar Resort to our pipeline of luxury properties under development in Africa, along with the recently announced Anantara Kafue River Tented Camp in Zambia.”

Leisure and extended stays​

The new-built resort will encompass 37 luxury suites, 73 one- and two-bedroom sea view villas with private pools, and a luxurious presidential villa. For guests looking to stay in apartment-style accommodation for extended periods, the resort will also be home to 38 one-bedroom apartments, 19 two-bedroom apartments, eight three-bedroom apartments, and five penthouses.

All designed to combine Anantara’s luxury style with local influence, these accommodation options and the resort’s public areas will be positioned around an array of water features, including private pools, while also affording lagoon views.

Of the resort’s six restaurants and bars, guests can expect an all-day dining destination, specialty beach grill, beach club bar, delicatessen cafe, tiki bar and pool bar. Other amenities will span an Anantara Spa, a water sports club, lagoon pool, library, kids’ and teens’ clubs. Meeting and event space will include a business centre and executive lounge.

LUX* OPENS IN ZANZIBAR, WITH ATTITUDE HOTELS SET TO FOLLOW​

Zanzibar has welcomed the first LUX* luxury resort in East Africa, while Attitude Hotels has revealed plans to renovate an existing property in the destination into a new eco-hotel.


The LUX* Marijani Zanzibar opened on 1 July

The Lux Collective opened LUX* Marijani Zanzibar on 1 July, located on a private beach at Pwani Mchangani on the north-east coast, about an hour’s drive from Abeid Amani Karume International Airport. It offers 82 rooms and suites, a spa, pool and restaurants.

The Lux Collective signed a hotel management agreement for the property with ZK Venture Company in Zanzibar. Paul Jones, chief executive of The Lux Collective, said: “This marks the start of our meaningful partnership in the region of East Africa where the tourism potential is limitless. We are confident that the partnership will elevate our flagship luxury brand LUX* as we continue to expand our footprint globally.”

The Lux Collective currently manages 17 operating resorts and hotels in Mauritius, Maldives, Ile de la Reunion, China and Tanzania with a total of 12 hotels in its current development pipeline in Asia and the Middle East.

Meanwhile Attitude Hotels will open its first hotel outside of Mauritius, having entered into an agreement with Asilia Lodges and Camps Ltd to take over Matemwe Bungalows Zaswi in Zanzibar, which owns and operates Matemwe Lodge, Matemwe Retreat and Matemwe Beach House.


Attitude Hotels will open a 65-key eco-resort in Zanzibar

The property spans 20 acres of land and is located on the north-eastern tip of the island, opposite the diving and snorkelling reefs of the protected Mnemba Atoll. Attitude Hotels is planning to renovate the existing property into a 65-key hotel.

Another high-end tourist hotel in offing in Zanzibar​

ZANZIBAR: ZANZIBAR’S ambition of having more high-end tourist hotels here has been boosted by the planned construction of a new hotel.
The envisaged new hotel to be named ‘Tulia Pamunda Hotel and Resort’ on the Pamunda islet, was among several small Islands left unutilized for many years.

Minister of State- Office of the President (Diaspora and State House Affairs) Jamal Kassim Ali laid the foundation Stone for the construction of the hotel as he expressed his happiness with the development, so far.
“The government through Zanzibar Investments Promotion Authority (ZIPA) has released more than 10 small Islands to foreign investment, it is good that the investors have shown seriousness,” he said.
He promised that the government will ensure the environment in the leased islands is favorable for the investors so that the country “Gets the income to fund its development programs.”

The laying of the foundation stone for the ‘Tulia Pamunda resort hotel’ was among activities to mark the 60th anniversary of the 1964 revolution which aimed to promote equality and development in all aspects.
Mr Ali explained that the society has a responsibility to realize the importance of accepting investors, and providing them with all the necessary help in establishing projects and environment conservation.
ZIPA Executive Director Mr Sharif Ali Sharif said his institution now eyes huge investment so that ‘strategic’ investments find their way to Zanzibar, “We eye for bigger projects because we have a conducive environment.”

The Tulia- Pamunda Island project manager Lucas Senegor said “This is a unique opportunity we have got in Zanzibar. We will do our best to complete our project and do business for our development and the nation.”
‘Tullia-Pamunda Hotel and Resort’ project, the 79bn/- investment, is expected to be completed by the end of 2025, and will create more than 300 jobs. The investor has promised to construct a fish market for fishers who were previously using the island as their assembling point.

TUI Blue Watamu Hotel In Kenya​

This development will include 124 guest rooms, suites, and apartments. Amenities will feature a beach club, seafood restaurant, all-day café, cocktail and pool bars, and a grill. Valor Hospitality, in partnership with TUI Blue, will manage and operate the property.

Michael Pownall, Managing Partner for Africa and the Middle East at Valor Hospitality, highlights the benefits of the location. “The TUI Blue Watamu Hotel, in its idyllic beach setting, attracts Europeans and urban Kenyans looking to escape city life in Nairobi and Mombasa,” he says.

Canopy By Hilton Zanzibar – The Burj​

On Zanzibar’s West Coast in Fumba Town, the 28-storey Canopy by Hilton Zanzibar will be the world’s tallest hybrid timber tower at 95 meters. This 162-room hotel will showcase innovative and sustainable architecture, forming part of Fumba’s master Smart City plan. This plan includes branded residences, offices, retail spaces, and restaurants.

Tony Romer-Lee, Managing Partner for Africa at Valor Hospitality, expresses excitement about the project. “We are thrilled to bring the Canopy by Hilton brand to Zanzibar and contribute to this visionary project with CPS Africa,” he comments. Construction will start at the end of 2024.

TUI accelerates Africa expansion


German tour group TUI is expanding its portfolio of directly managed hotels and resorts across Africa, in order to meet a growing demand for medium haul leisure destinations.

International tour group TUI is expanding its hotel presence across Africa. An existing portfolio of 76 hotels in North Africa is to be complemented by eight new properties across Sub-Saharan Africa, as TUI looks to meet the needs of many different holidaymakers, in all segments of the market.

The current pipeline includes upcoming hotels opening in Cape Verde, The Gambia, Senegal, Tanzania and Kenya, across three brands: TUI Suneo, TUI Blue and TUI Magic Life. And the group will shortly launch the first of a new luxury brand, The Mora, which will open in Zanzibar in summer 2024.

Meeting a variety of needs​

“With our variety of hotel brands, we will create new hotel experiences in Africa for different target groups – from price-conscious holidays in a TUI Suneo hotel via our global brand TUI Blue to a new luxury experience with The Mora,” said Artur Gerber, managing director TUI Blue. “We are looking forward to contributing to the development of the African hospitality industry and working together with local communities.”

Also in the development pipeline is a new TUI Blue hotel in Kenya. Development partner Sands of Darakasi Resorts Limited will build the 117 room TUI Blue Watamu hotel in Kilifi County, overlooking the Indian Ocean.

TUI is also looking for further routes to growth, via franchise opportunities. It has teamed up with international third party hotel operator Valor Hospitality Partners, and is opening up discussions with resort and hotel owners. “In collaboration with Valor, we are currently looking for further franchise opportunities who want to become part of our growth strategy,” said Wesam Okasha, head of TUI Blue’s global development. The pair are particularly keen to add further sites in East Africa in countries including Mauritius, Tanzania and Kenya.

Building momentum​

The tour group’s progression in Africa was noted in early 2024 in the annual Africa hotel chain report, published by W Hospitality. The report noted that TUI Blue had risen to eighth place in its ranking of hotel brands, by number of planned rooms, with 2,048 signed.

In 2023, TUI signed eight new properties in countries including Tunisia, The Gambia, Nigeria and Tunisia, And through 2024 and 2025, it already has at least seven resort openings planned out of a total declared pipeline of 12 hotels.
