Zambian President Edgar Lungu has declared the August 12 presidential and parliamentary election “not free and fair”, citing incidents of political violence in three provinces.

According to partial results, President Lungu (64) is trailing rival Hakainde Hichilema, a prominent businessman.

The Zambian leader said his Patriotic Front (PF) party was on Saturday consulting on its next course of action after complaining that the Zambia Electoral Commission continued to announce results despite an official complaint about the violence.

“The general election in three provinces, namely, Southern Province, North Western Province, and Western Province, were characterised by violence, rendering the whole exercise a nullity,” read a statement signed by President Lungu’s special assistant Isaac Chipampe.

Lungu said PF polling agents were brutalised and chased from polling stations.

The Zambian leader complained that the situation left the ruling party’s votes “unprotected” in the three provinces.


“With polling agents having been attacked and chased from polling stations, we were reduced to competing in seven provinces while our opponent was contesting in 10 provinces,” the statement said.

The president also cited the killing of a party chairman in North Western Province during the voting on Thursday.

He said the “criminal acts” rendered the general election “not free and fair.”

A preliminary report by the Common Market for Eastern and Southern Africa (Comesa) issued on Saturday, however, said the hotly contested polls were held in a “generally peacefully environment.”

“Despite the generally peaceful environment during the voting, the mission noted that there were isolated cases of violence,” it said. “For instance, (there was) reported violence at Kyawama Secondary School polling station in Solwezi.”

Comesa said it was “of the opinion that the voting process was conducted in a generally peaceful environment and transparent environment.”

“The mission applauds the Zambian people of turning up in large numbers to exercise their right to vote and calls upon all political stakeholders to respect the democratic will of the citizens and urges calm and restraint as tallying of votes continues,” it added.

“The mission further urges that in the event of any disputes in the electoral process, the parties should pursue legally established avenues to resolve them.”

The run-up to the elections to choose a new president and members of the National Assembly was marred by violence between Mr Hichilema’s United Party for National Development and the ruling PF.

The government was also accused of shutting down social media on Friday.

President Lungu, who succeeded the late Michael Sata, served as Justice and Defence minister under the previous administration.

Hakainde Hichilema
A multi-millionaire and Zambia’s second-largest cattle rancher, Mr Hichilema stated last year in an interview in the UK’s Telegraph newspaper , that Africa needs leaders who are independently wealthy and treat high office as a short-lived business challenge.

He commented that a previous President, Michael Sata, “…. was a lifetime politician. I'm not and I don't want to be. I want a maximum of 10 years then I'm out. If he was a father to Zambians then I will be a CEO. Africa needs businessmen who don’t need to make a living from politics but go into it to help grow African economies. It will be their policies that will help take Africans out of poverty through enterprise.”

Mr Hichilema has promised that, if elected, his party “will form a Government focused on delivery, dedicated to serving the needs of the Zambian people.” His focus is on economic recovery, ending the disparity between the natural wealth of the country and the poverty of its citizens which has been caused, in his view, by the economic mismanagement, corruption and incompetence of previous governments.

The ruling Patriotic Front in Zambia says it is consulting on the next course of action concerning the general elections held on Thursday, 12th August 2021.

Party President Edgar Lungu says the general election in three provinces were characterized by violence, rendering the whole exercise null and void.

The contested provinces include Southern Province, North Western Province, and Western Province. Lungu is contesting that Patriotic Front polling agents were brutalized and chased from polling stations. He says the situation left the ruling party's votes unprotected in the three provinces.

The President has also cited the killing of Patriotic Front North Western Province chairperson Jackson Kungo during voting and Samuel Chihili shortly before the voting as criminal acts that rendered the general election not free and fair.

President Lungu’s despicable threat uttered when addressing the Mines Unions in Kitwe that he would arrest HH after he wins the August 12 election confirmed my long-term fears—authoritarianism. He rules by decree as opposed to by law; the courts and all law enforcement agencies exist for his bidding. In the real world, the Chief Justice, the Attorney General, the Courts and law enforcement agencies should be up in arms opposing this unethical and Machiavellian rant from the president.
I am among those who question how the privatization exercise was carried out. Zambians need to know the truth about the whole exercise for the sake of accountability–currently very little is known. There is a need for a Commission of Inquiry into the matter so as to help ordinary people understand what really happened with the national assets. The academic explanation does not help. If President Lungu spoke about establishing an Independent Commission, and seeking answers from all those who were involved including HH, it would be a fair game. Should the Commission find out that HH committed crimes and refer those crimes to relevant authorities for prosecution after Lungu wins the elections, still that would be fair game. In short, as long as the president is not using the law to punish his political opponents, it is constitutionally fine.
What makes President Lungu’s Trump-like Machiavellian threat illegal is that it violates the Constitution of Zambia. The president has no power to arrest anybody under the Zambian Constitution for the crime of privatization of Mines. Besides, the president does not determine who should be prosecuted or let go–we are a Constitutional Democracy and not a dictatorship. Of course, those miners believed the lie, but even Lungu himself knew he was lying to them.
I have repeatedly called the justice system under President Lungu as rotten to the core and his unethical threat simply confirms it; courts don’t exist to punish political opponents but to ensure justice for all citizens. The president is not the law, or above the law; he is a citizen. But under the Lungu regime, he is the above the law. This is the reason why Kambwili and GBM were both cleared of their charges once they rejoined PF. No wonder PF cadres are allowed to beat up people, while police officers watch at will.
President Lungu should understand that winning the election is one thing, governing is another. We are living in the age of social media where political organizing is becoming more and more popular than ever. HH is President Lungu’s biggest obstacle to winning this election. As head of State, his choice of words would set the mood for how people would react to the results. His unmeasured and childlike threats may energize his base, but could easily lead to post election violence that would be too costly. HH may lose this election, but he has a following that could easily destabilize the nation. There is nothing President Lungu can do to stop HH’s supporters from ruining the nation–we don’t have enough prisons for all of them. For this reason, respect for your opponent is a Patriotic act. Unfortunately Lungu seems to think he could remote control all Zambians–the truth is bullets don’t always win the war.
Understandably President Lungu is strategically exploiting the historical pain of HH’s economic victims–the miners on the Copperbelt. But does he really need to mislead the nation? The issue of mining today is totally different from that of the 1990s. Lungu wants to assume that HH is responsible for what happened with Vedanta Resources during the the Lungu administration. There is no truth to it–the two are different and should not be linked.
Audaciously, President Lungu has the right to highlight HH’s role in the privatization of the Mines–it is a fair question. It is one question that HH’s strategists have found hard to counter. In fact he could have simply used M’membe’s line when he called HH “greedy” for his role in selling off Zambian assets, the claim even the HH team hardly failed to deflect. He could have spoken about the price of copper and how that would impact the economy and better the lives of miners. These attacks would have been just as effective–but to threaten to use the law on a political opponent is immoral, abhorrent, evil and simply uncalled for. We are a democracy and the separation of power exists for the reason. If President Lungu wants to arrest HH, let him become a police officer

RE: Declaring of August 12 2021 Elections not Free and Fair- Yourself

We the undersigned have received the Press Release from you through your Special Assistant for Press and Public Relations with utmost shock and reservation. It is a fact that the just ended elections where far from being free and fair because the PF under your leadership as Republican President made it practically impossible for the elections to attain the required standard to meet the test of Free and Fair.
You abusively used the Public Order Act to restrict the movement of your political opponents while members of your party were free to mobilize at will. You equally used the Police Service against your political opponents in the name of upholding the Covid-19 Public Health directives with great bias. We all have had our movements across the country restricted during the campaign period at your behest.
It is therefore inconceivable that the very government that created an uneven playing field can today want to delay the election process by seeking to take the legal process in a bid to delay the announcement of election results. Your planned action is not just an abuse of the court process but also tantamount to seeking to usurp the mandate of the Electoral Commission of Zambia – ECZ.
In this regard, we would like to request that you demonstrate magnanimity and accept the outcome of the election without any further delay.
The People of Zambia have spoken and the courts of Law should not be used in any way to circumvent the wishes and aspirations of the People.
We trust you will act with humility and submit to the wishes of the People by conceding defeat and allowing for the succession process to start without any further delay.

Key points so far:​

• Turnout is very high at 74%, 15% higher than for the same constituencies in 2016.
• There has been a big swing toward the UPND, which has secured 11% more of the vote in these constituencies than in 2016.
• In these 31 constituencies, the UPND has a strong lead with 62% of the vote, with the PF trailing a long way back on 36%.
• The UPND has increased its vote share in all but 5 of the 31 constituencies announced so far.
• UPND has built a big lead on the Copperbelt (57%) and Lusaka (66%) – the two most populous provinces that account for 31% of all registered voters.
• The PF are on 55% in Eastern Province – which sounds good until you realise that in 2016 PF won 79% in 2016 – so this represents a fall of 24%.
• Please note: we still only have one result from Muchinga and no results from Western

INTERNATIONAL OBSERVERS REFLECT ON ZAMBIA'S 2021 GENERAL ELECTION



The African Union -AU- Election Observation Mission has noted that Zambia’s Election Day operations were conducted in a peaceful, transparent and professional manner. Head of AU Election Observation Mission ERNEST BAI KOROMA says the Mission commends the people of Zambia for their clear enthusiasm and determination to peacefully express their will through the ballot box. Speaking when he presented the preliminary findings of the Mission in Lusaka today, Dr. KOROMA said there is need to take measures to address the underlying factors of increasing tension and politically motivated violence through inclusive dialogue and enga ement with stakeholders. He called for prosecution of perpetrators of Election-related violence and other forms of political coercion. Dr. KOROMA also called on political parties to refrain from acts of violence, hate speech, incitement and intimidation of opponents during the electoral process. And Head of the COMESA Election Observation Mission ASHRAF RASHED noted the significant participation of women and youth in the electoral process. Ambassador RASHED called for the need to cap the number of voters per polling station to avoid overcrowding and delays. He said there is need to review procedure that slowed down the voting process to identify bottlenecks. Meanwhile, International Conference for the Great Lakes Region -ICGLR- Election Observation Mission Head AGOSTINHO TAVARES condemned political violence and the killing of political party members. Ambassador TAVARES praised all Zambians and stakeholders for their commitment to Democratic values and principles.

Voters got up early in Zambia this morning and headed straight to the polls, which opened at 6am. Long but COVID-safe queues formed outside polling stations in Lusaka, with people standing a metre apart.
Zambians across the country are choosing both a president and those who will represent them in the National Assembly and local government.
To comply with COVID-19 safety protocols, there are more polling stations than at the previous general election in 2016, and voters are offered hand sanitiser at the entrance and exit of each polling booth.
The 2021 general elections are Zambia’s sixth multi-party general elections and the first where prisoners will be allowed to vote – 11,000 have registered to exercise their now democratic right.
Commonwealth observers have been deployed to polling stations throughout the nation; they were present as the first ballots were cast when polls were declared officially open.
It was an early start too for the Chair of the Commonwealth Observer Group, former Tanzanian President HE Jakaya Kikwete, who arrived at the Andrew Mwenye polling station in Lusaka in time for the opening at 6am, and to lead his team by example - observing voting getting under way and the procedures in place.
He said “It is heart-warming to see Zambians coming out to vote in such great numbers despite the COVID-19 pandemic, to decide who runs their country.
“We are here to support them in this exercise which will help strengthen their democracy, and we are here to assure them that as a valued member, the Commonwealth stands in solidarity with them as they cast their votes."
More than 7 million Zambians from 156 constituencies in 10 provinces are expected to cast their ballots at 12,152 polling stations across the country with officials assisting elderly and disabled voters.
Sixteen candidates are contesting the presidency - 15 male and one female.
The president, elected to serve a five-year term based on a majority system, needs to secure at least 50 percent of votes, plus one extra vote.
If no candidate secures such a majority, then the two leading candidates will contest a run-off election within 37 days of the initial ballot.
Additionally, 810 candidates are running for 156 of the 167 seats of the National Assembly that are elected by direct vote.
At the local level, 420 candidates are contesting mayoral seats and municipal council chairpersons.
Elections will also be held for 116 district councils and for councillors in over 1,600 wards.
The polls are due to close at 6pm Thursday 12 August and counting begins immediately

As Zambians await the results of the presidential election, supporters of Hakainde Hichilema, leader of the United Party for National Development (UPND) and long-time rival of President Edgar Lungu, gather outside the opposition party offices in the capital Lusaka.
Ignoring calls by the Electoral Commission for people to wait peacefully for the final official results, young opposition supporters drove through the streets of the capital, Lusaka, playing music and singing. They gathered at the headquarters of Hichilema’s United Party for National Development.
But signaling that he may not accept defeat, President Edgar Lungu asserted that the elections had not been free and fair in three provinces seen as opposition strongholds, citing violence and killings of his supporters, allegedly by the opposition. Lungu claimed that ruling party polling agents had been brutalized and chased away from voting stations, leaving his party’s votes “unprotected.”

Lungu said that although he notified the electoral commission of his concerns, “they have continued announcing the results.” His Patriotic Front party is “consulting on the next decision we have to make,” he said in a statement released by his office.
Lungu’s statement indicates that he may challenge the validity of the election in order to stay in power, said analysts.

“It is now looking worryingly like he will refuse to stand down and push for the election to be canceled,” tweeted Nic Cheeseman, professor of politics at the University of Birmingham, who is in Zambia to follow the elections.
Voter turnout was 15% higher than in the 2016 polls and the early results show a “big swing” in favor of Hichilema and his UPND, Cheeseman told The Associated Press.
