They can but we need national level coordination. Lots of money and international cooperation required.
Plus the storage and distribution is nationwide.
We don't have the luxury of time to wait for county government to develop real muscle like states in the US.

Irrigation of this magnitude is uncharted territory in Kenya.
Maize varieties had to be tested. Earlier ones produced mediocre bags per acre and they went improving. Right now a mega dam is needed so as to irrigate the entire million acres.
Financing is been sourced for this.

Before every roll out, there has to be a pilot programme. Safaricom is currently distributing Mpesa cards in Nakuru, before pouring the money for a national roll out.

A lot of studies and data had to be collected in Galana first. The 14b was for this pilot phase.
What would have happened if they threw in the $4.5 billion and then it flopped? That's like driving blind folded.

Such large schemes are not instant coffee. You have to prepare, wait and observe.

In this case: Which maize variety is best, which other crops can do well, what amount of water is required, the best fertilizers to use etc.
 
jubilee has failed us big time..every project they launch the issue of cost inlation will arise,if not shoddy work is done.the other day he came to kilifi and launched the bamba to mki road with pomp and colour,infact he sang a song about it,it was just a matter of time and the rains were here,guess what happened,all the tamarc was washed away.

sgr was inflated like nobodies business
corruption and arrogance is the main reason jubilee will lose and they have guts to say there is no money to pay the ever striking kenyans..am dissapointed
 
the most annoying thing..uhuru has acres of land in every fertile part of this kenya..Go to taita and you will be shocked..amejaza ardhi uko inakaa idle akieka ng'ombe wakati wataita wenyewe wanaishi sijui aje.how did this man get all that land cz it doesnt mek any sense saying they sold their only piece of arable land alafu waishi kwa ardhi imejaa

Shoddy work is mostly down to the contractors. And this has been a big problem since Moi era. I know many roads during Kibaki/Raila time done shoddily and got potholes in a few weeks.
Systems and standards enforcement (or lack of) is a problem Jubilee inherited. I don't know how they plan to deal with this.

But also don't forget the propaganda side.
For example, how was SGR cost inflated? Was it inflated because Raila told us so? SGR was in fact estimated by the grand coaltion government to cost Sh340 billion. It ended up at $327b
The $100 billion Raila talks about being stolen is exclusive of the rolling stock contract. Just the civil works.
