FYI: There are 44 Permanent secretaries in all ministries.

Okay , let's leave mandera because it's alshabaab prone area ,can you tell me why turkana or marsabit is not developed? Can you tell me why kilifi,kwale ,Tana river are underdeveloped even though they have massive resources?. Infact No sea port is even close to Kikuyu land they have to pay to get goods delivered via SGR and they don't complain.
Mombasa residents don't pay anything they receive containers direct from the port.
Mombasa should be rich and challenging Nairobi due to its location and history. I don't know what lags behind down there.
And 'you guys' ni akina nani? I already told you SGR doesn't pass through central.
Clearing agents are also in Naivasha and Nairobi ICDs, employing Kenyans from all walks of life I don't know why you're against that.
About Mandera we have the Isiolo - Mandera road u/c 700km+
Cost 84 billion Kenyan shillings.

My concern is on the revenue allocation. Each county should get its own share no freebies.
