Ukiamua kukaa na kuendea kuwa ndio vyema zaidi kwako maaana utakuwa umeanza flip flopin ya mara unaondoka na mara unarudi.

Mmeshachemsha na JF is here to stay.... ukiwa na hasira zaidi kula nyembe but elewa kuwa nipo ku-stay na nitawapa vidonge vyenu everytime mnalilia maziwa na makopo hapa jamvini!

ANALYSIS: As the Richmond scandal goes on

REALLY the people of Tanzania are beyond outrage. We have been fed with so much bullcrap that we have stopped reacting. We must be masochists really people who enjoy to be given pain.

I didn't know that the Richmond con-men have been in the game for quite awhile. Back in 1995 they were given a contract to build a Dar-Mwanza pipeline, they goofed sensationally.

It seems some elements within the government were very impressed by this failure on the part of Richmond. Those elements in government decided to reward Richmond with another contract. This time it was a 100KW plant. The deal was to cost 172.9bn/-.

Most of Tanzania was being plunged in darkness. This did not bother some elements. They have their private generators anyway. So they awarded the power deal to Richmond. Again!

Richmond did not disappoint anyone. They failed hugely to deliver. Again! The company should go into publishing. Write a book entitled 'How to goof in Tanzania and literary get away with murder.' That definitely will be a best seller.

You wonder what next? Anything! Some elements in government might give Richmond a contract to teach lions of Ngorongoro how to fly helicopters. It could be worth a couple of billions of shillings.

Don't laugh! We already have experts from Thailand who are in the Usangu Valley in Mbeya Region, teaching natives how to make rain. The present rains might be the work of the Thai rain-makers.

The most irksome thing is seeing the media slavishly parroting any trash being yelled from different hill tops by the biggies. We are eagerly waiting for the parliamentary select committee to check-out the scandal.

One would sincerely hope that there would be some punishment after we really know what happened. But then this is a lavish pipe dream. Punishment in Bongo is for the weak and poor! You might hear the culprits have been rewarded with heavy promotions.

Government to buy Richmond plant?

-Minister subjected to parliamentary grilling about the possibility

A SERIOUS proposal is now in the wind that the government could very well end up ultimately buying the 100-megawatt, gas-to-electricity power plant from Richmond/Dowans after the expiry of the hugely controversial two-year lease contract entered into mid-last year.

Apart from raising serious queries about the manner in which the 172.9bn/- contract was awarded to Richmond Development Company, the state-run Public Procurement Regulatory Authority (PPRA) has also highlighted the possibility of the government itself purchasing the plant in the near future.

The US-registered Richmond company, whose contract with the government and the Tanzania Electric Supply Company (TANESCO) was last December taken over by Dowans Holdings S.A of the United Arab Emirates, has installed and operational gas-powered turbines stationed at Ubungo in Dar es Salaam.

’’There are proposals now that the (Richmond/Dowans) power plants be sold to the government after the two-year lease period,’’ the PPRA stated in its August report on the Richmond power deal.

Speaking in parliament this week, the Minister for Energy and Minerals, Nazir Karamagi, said it could be more cost-effective for the government to buy its own power generators, compared to leasing the plant from Richmond as is the case currently.

According to Karamagi who was responding to queries from MPs in the House, it would be cheaper for the government to have its own power plants during ’’crisis situations.’’

Although the minister made no mention of the government’s intention or otherwise to buy the plant from Richmond after the expiry of the lease agreement, various sources within government circles have strongly hinted at the possibility of the turbines being eventually handed over to TANESCO.

This is despite the government being so far unsuccessful in its attempts to buy the $123m, also 100MW Independent Power Tanzania Limited (IPTL) thermal power generating plant at Salasala on the outskirts of Dar es Salaam from its Malaysian owners.

Amongst MPs whose comments in the House led to Karamagi’s somewhat guarded response, was Mohamed Juma Mnyaa of Mkanyageni Constituency, representing the opposition Civil United Front (CUF).

Mnyaa, the current shadow minister for energy and minerals, demanded an explanation as to why the government did not purchase its own power turbines as a possibly cheaper option than leasing the plants from Richmond.

The opposition legislator raised the query hardly a day before being named by House Speaker Samuel Sitta in the new parliamentary probe committee on the Richmond deal

He asserted that the government could have spent just $36m to buy its own 100MW capacity turbines, instead of entering into the expensive $175m contract with Richmond.

The five-member Bunge probe team has been given until December 15 this year to conclude its work under a set of six terms of reference issued by the Speaker to serve as a guideline.

According to committee chairman Dr Harrison Mwakyembe, the work has already started and the first order of business would be to examine all documentation related to the lease agreement, before summoning relevant people for questioning.

Lazima tujenge vyuo zaidi kwa ari, kasi na nguvu mpya. Msiniite mbea. Najua haya ndio mawazo ya JK na serikali ya chama chetu CCM.
