Muungano wa Makandarasi wa Kichina Tanzania wanaidai serikali sh 287.1 bn. Deni hili limeanza tokea mwaka 2009. Asilimia 65.5 ya barabara zinazojengwa nchini zinajengwa na makandarasi wa Kichina. Baadhi wa makandarasi wameamua kuhairisha projects zao baada ya kukosaa fedha na mikopo toka benki. Wamemwandikia mawaziri wa ujenzi na fedha na wameongelea hili suala na TANROADS lakini wanadai hakuna kilichofanyika. Wanataka serikali iheshimu mikataba iliyoingia.

Kwa, mfano kuna kampuni ya Kichina inaidai serikali sh 110bn na wamelipwa sh10 bn tuu mwaka huu wakati costs za ujenzi wa barabara husika ni sh 60bn. Kwa sababu hiyo, kampuni imeamua kuhairisha ujenzi wa barabara ya kilometa 132 toka Isaka hadi Ushirombo mkoani Shinyanga. Kampuni nyingine inayojenga barabara ya Kanazi-Kizi-Kibaoni, Sumbawanga imeamua ku-slow down ujenzi wa barabara hiyo wakisubiri fedha toka serikalini. Katibu Mkuu Wizara ya Ujenzi Balozi Herbert Mrango alipoulizwa alisema kama hayo wakandarasi wana malalamiko wafuate taratibu za kulalamika
 
Mkuu, hiyo barabara inakwenda Ushirombo kuanzia Isaka? kwa nini isianzie Kahama mjini? na huko Ushirombo kuna nini mpaka wapeleke hii barabara ya lami?

Mbona kidogo sana, sasa tuwekee na hao makandarasi wa Kichina wana kandarasi za kiasi kipi? maana hiyo kwa hesabu zangu ni kama 2% ya kazi zote walizo nazo Tanzania.

Mkuu huko ushirombo pia wanaishi raia wa JMT kama wewe, watu wote masikini kwa matajiri tunasitahili barabara ya lami. Barabara inafuata watu siyo vitu. Nadhani kuna umuhimu wa kuheshimiana kama binadamu na tuache hii kasumba mbaya ya kudharauliana namna hii.
 
Future Generation ndo wata suffer na madeni haya..mkwère hopeless kabisa..alikuta nchi haina madeni hii.

Mkuu EMT, salaam! By the way, haya mambo mbona kkawaida tu?! Wao(makandarasi) ni mara ngapi wanapewa kazi na wanashindwa kumaliza on time lakini watu wanauchuna?! Sitaki kuamini taarifa hii ni muendelezo wa taarifa zilezile kwamba nchi inafilisika...asiwadanganye mtu, nchi haifilisiki kirahisi kiasi hicho at least kigezo kuwa situation iliyopo hivi sasa! Kama nchi haikufilisika wakati inflation ilipokuwa above 30%, haiwezi kufilisika sasa wakati headline inflation ni 17% with single digit when minus food and energy inflation. Tusitishike na kuporomoka kwa TZS; by the way ni kv tu hatu-take advantage.....kuporomoka huku kwa TZS ni opportunity kwa producers(though sio kwamba naona poa tu hata ikishuka) hivyo tunatakiwa ku-take advantage of the situation.

Mkuu, naungana na Katibu Mkuu!! Wanapopeana tenda au wanapolipana mbona hawatuambii lakini inapokuja suala la kuzinguana ndo tusikie sote?! tatizo la hii nchi hivi sasa kila mahali ni siasa......sitaki kuamini kwamba hata wageni nao wanaingia kwenye siasa za CCM na CDM!

Chinese contractors say govt owes them 287bn/-

Lack of funds stalls 2,405 kms of roads

Chinese Contractors in the country have appealed to the government to pay them a 287.1bn/- outstanding debt so that they could proceed with the construction of 2,405.6 km trunk roads now stalled.

Addressing journalists in Dar es Salaam yesterday, the chairman of the Chinese Contractors Association, Wang Jingli said the money was owed since 2009, and has affected their ability to proceed with the work.


“The serious consequence of this has witnessed the exhaustion of our member companies’ lines of credit from the banks and the temporary suspension or slowdown of some road projects being implemented,” he said.


He said his association which is made up of more than 20 road contractors had been writing to the ministries of Works and Finance and Tanzania National Roads Agency (Tanroads) regarding their dues, but they have been told to wait.


The chairman stressed that the members of his association know the importance and urgency of the unfinished roads and were committed to executing the projects, but blamed the government’s repeated failure to make payments as cause for delays of the road projects.


Jingli also said the delay in payment and the consequent stalling of the projects has also led to loss of jobs by some of the local employees.

“In the past few years, our member companies have played a major role and contributed substantially to the infrastructure development of Tanzania, especially in the road constructions sector. Among the 3,673.9 kilometers of trunk roads under construction in the country, 2,405.6 km are being built by our member companies. It is around 65.5 per cent of the total length, but we are not getting our money since 2009” he said

“We strongly appeal to the Tanzania government and amicably urge ministry of Works and Tanroads to take instant and positive action to honour the signed contracts and expedite the payment of the huge amount of money due to our member companies without any delay. The delay may not affect us only but Tanzanian nationals as well,” he said


Jingli named some of the road projects which might be affected if the government did not pay them in time as Kigoma –Kidahwe, Kidahwe–Uvinza –Ilunde, Tabora –Ndono, Isaka –Ushirombo, Kyaka –Bugene, Mwandiga –Manyokovu and Nyangunge –Musoma /Kisesa Bypass (Musoma –Mwanza border).


Other road projects affected are the upgrade of Sam Nujoma Road, Kigoma –Lusahunga, Dareda-Babati-Minjingu, Ruvu Bridge construction, Bonga –Babati, Kondoa access and widening of Kilwa Road.


He named other road projects which maybe affected as Buzirayombo –Geita, Geita –Usagara, Singida –Katesh, Katesh –Dareda, Manyoni –Itigi –Chaya, Puge –Tabora, Dodoma –Mayamaya and Kanazi –Kiza-Kibaoni.


When contacted, Tanroads Information Officer, Aisha Malima refused to comment, asking the reporter to forward questions to the agency’s Chief Executive Officer, who would then assign the responsible officer to prepare answers.

Hoja yangu c kwamba kv A aliharibu basi B ndo asilipwe, hoja yangu ni kwamba issue yenyewe imekaa ki-politics zaidi! Wao hawajalipwa na serikali, kwanini wasiende mahakamani kudai haki yao badala ya kuitisha mkutano na wandishi wa habari?! Maskini kama mimi nikihisi kudhurumiwa na wenye maguvu, naweza ku-opt kwenda kwenye vyombo vya habari; labda kwavile ufahamu wangu ni mdogo ktk ufuatiliaji haki au kv sina uwezo wa kushindana na wenye maguvu mahakamani. Nita-opt kwenda kwenye vyombo vya habari ili kutafuta support. So, kamapuni kubwa kama za ujenzi zinashindwa nini kwenda mahakamani kudai wanachoamini ni haki yao?! Hivi inaingia akilini kwa kampuni kubwa kwenda kulalamika kwenye vyombo vya habari wakati wana wanasheria wao?!

Hatujashindwa kulipa, hizo zote zina dhamana za benki "Bank Guarantee", tena benki zao za nje si vibenki vyetu visivyojulikana zaidi ya Tanzania. Hujamsikia Magufuli juzi alipoongolea hayo wakati wa uzinduzi wa ujenzi ya barabara ya Mayamaya-Dodoma?
