Yes kenya's Economic data, Currency etc are "managed" not free market economics like TZIMF just don't get the strength of kenya economy and it's currency. So on this they get it wrong. Kshs is freely floating. CBK just like CBT intervene but CBK has an easier job because of the economic balance in kenya.
I even saw some research institution say kenya economic growth is "managed" to average "6%".

Kwa dollar ndio imebamizwa chini maana naona rate inachezea kwenye Tshs 2,320 = 1 USD

Exactly. How can Kenya manage USD - a currency it doesn't print. If this was easy - every country would love to do that - so it pay less and less external debts & import cheaply.
Magufuli is struggling because he can control everything in TZ but USD - is kicking his butt. He cannot order the Central Bank to print and the army to distribute it to Tanzanians in their trucks.
